The three small kingdoms of Greece, Servia and Roumania and the principality of Bulgaria are not very important powers in themselves in size, in population, in military strength or in political weight. But that is the reason why they are interesting to the world, and why the events which succeed each other in their corner of Europe are anxiously watched by the great powers. This reason is, that, by their geographical position, they are closely connected, with the rival ambitions of the two great empires of Russia and Austria. It follows that any disturbances or impor tant changes in either of the four small states spriously threatens the peace of Europe. The situation is rendered the more serious, because these little kingdoms and the Bulgarian prin cipaiity are rivals oi eacn oiner. bach desires to become more larger and powerful than it already is. Greece covets its ancient prov ince of Macedonia, which is still, as Greece and all these other little states formerly were, a part of the Turkish empire. Bulgaria also claitn3 Macedonia. Each of these kingdoms, in fact, opposes the aspirations of its neighbor-, not because either of them favors Turkey, hut because it does not wish any mal government to be come unuulv strong, bacn sov ereign, nu doubt, hopos to beeomt the heir of the sultan s dominions, when the Turkish empire in Eu i ope falls into ruins. The rivalry between oprvia and Bulgaria is of long standing, and produced tno war in wnicn, a iow years tgi, me iiuigarianp, unacr their gallant prince Alexander, nflie'ted an unexpected and crush ing defeat upon the Servians. The recent attitude ot two, at least, of these small states has, moreover, altered the conditions of tho famous eastern question. Russia went to war, ten years ago, to liberate Bulgaria from the rule of the Turk. As a result of the war, Roumania, which previously achieved half-independence, bo came an independent and so ercign state. Undoubtedly Russia expected that the gratitude of those two countries would show iteelf in aiding the Russian designs to cap ture Constantinople. She hoped thereby, to make an easy path for herself to tho historic city on tho banks of the Bosphorous. But it turns out that Romania, Bulgaria, and also Servia, are not only unwilling to join their forces to those of Russia in a march to Constantinople, but that they ob ject to the passage of a Husian armv through their territory. In stead, therefore of providing easy stepping-stones for the czar, they had become serious, and perhaps unyiolding obstacles in his path. Meantime each of the smaller kingdoms and Bulgaria are show ing signs of progress and increas ing strengthi The king of Servia promises to give his subjects a more liberal constitution than the present one. The lower house of the Servian parliment the Skup scbina is now composed of mem bers three-fourth" elected by the people and one fourth by the king. It is proposed that they shall here after be wholly elected by the people. In Greece king George, son -of the Denmark, has just celebrated the twenty-fifth anniversary of his accession to the "throne, and his eldest son, the duke of Sparta, has betrothed to a sister of the Ger man emperor. Greece is making quiet but perceptible progress. Her finances are in a satisfactory state; her securities stand well in the markets of the werld: brigan dage has been restricted; law and order are fairly well established and the people seem contented with their government. Bulgaria is in a more disturbed state, and gives rise to more im mediate anxiety than her neigh bore. The reigning prince, Ferdi nand, has not yet been recognized by the great powers, and Russia is openly hostile .to hfm. On the other band, he seems to havc be come popular with hiV suhjpctp, and has maintained his difficult position with spirit. His policy seems to be steadily to resist Rus sian influence, and to build np a free and independent nation, able to take care of itself. The situation of these states is such that they may at any time become the theatre of a devastat ing war. On tho other hand it seems to be the object of the great powers generally to keep them quiet, to protect them in their growth to greater power and to so influence their policy as to prevent anything from taking place which would bring on a con titer, euner oeiween tnemseives or between the greater powers on either side of them. A Glaring fraud. It is now ascertained that there will be a change made in the school books for the state of L re gon, that is the readers and arith metics are to be changed and Barnes' readers and Fish's arith metics adopted as the text book for the next four years, says the Roseburg Hevieio. The vote has not been officially announced, but enough are recorded to ascertain that such will be the change. Now this is one of the most bold, glar ing and impertinent outrages that was ever imposed on a suffering public at the hands of men who have been, in our opinion, bribed to do thisoutrngeous work. We say out upon such outrages that filchc thousands of dollars from the poor people of the state to build op rich publishing corporations. Tim people should rise en masse and petition the next legislature to take action upon this matter of a change of school books. Some tliiiiff must be done to protect the puhlie and the next legislature can not afford to isruore this matter. It is a crying necessity that some thing be done.
