The traditions of nigh 300 years are about to bo violated by the charity commissioners of the city of London, who have ordered that hereafter the bell of the church of St. Sepulchre be no -more tolled during the hanging of condemned persons in the Newgate prison, near by; or, at least, that if the bell be tolled, it be at the expense of the parish or the friends of the criminals, and that the fund from which payment for that last serv ice to tho dying has been made since 1605, be devoted hereafter to some other charitable purpose in the discretion ot the church au thorities. 'Fifty pounds was tho bequest made in the year named by Robert Dowe, citizen , and merchant tailor, to pay, as a tablet on the right hand side of tho altar in the church still records, "for ringiug the greatest bell in the church on the day tho condemned prisoners are executed, and for other purposes forever concerning such condemned prisoners." Tho "other services" were the most interesting thing about the affair. On the night beforo the hangings the clerk of the church had to ring a bell under the win dows of the cells of the condemned men, and attracting their attention repeat certain warning rhymes ap propriate to their approaching taking off. Having thus awak ened in their bosoms thoughtsof things eternal, he was to go away, and the next morning to stand in front of the church when the cart with the condemned passed on its way to Tyburn, and to present to each criminal a nosegay. Then he had again to ring the bell that he bad used the night before, and re peat certain prayers, with an ad juration to all good people to join him in beseeching mercy for the souls of the condemned. There were hangings every week in those days, and in order that the clerk might not grow careless and neg lect to fulfil these last offices for tho condemned with proper for mality and unction, the beadle of the Merchant Tailors' Hall was di rected to bepresent and suppnisc the ceremonies, and it was pro vided that for this he should ic ceive an "honest stipend." When the gallows tree was re- "moved from Tyburn and hanging took place within the jail, the nose gay presentation and the praying in front of tho church were dropped, and in time tho custom of bell ringing and exhortation under the cell windows, fell into disuse. Tho tolling of the great bell, however, has always been maintained, and there is some ob jection to Us "discontinuance even at this day. The original 50, meantime, has grown to a much greater sum, "and its incotno will now, probably, be devoted to tho aiding of deserving prisoners upon their release from Newgate, or to some other sen ice more in accord with modern ideas than the mourn ful tolling of a huge bell or the presenting of posies to criminals on their way to be hanged. So identified has the- church of St. Sepulchre become with these last offices for the condemned that its name is popularly supposed to have some connection with the dismal ceremonials. The church. however, was built and named, long before Newgate prison was ever thought of, and its being tho nearest church is the only reason why it was chosen as the shrine for saying masses for the souls of the hanged. It was founded in the thirteenth ceutury, renewed 400 years later, and after thegreat Bra the present structure was built by the famous Wren. The recent decision of the su preme court in the state agricul tural college case leaves tho state virtually without a title to the lands upon which tho college is located. , Tho question of ownership is a mooted one between the church and the state, with a decision of tho supreme court favorable to tho former. As the matter now stands, no additional improvements or appro priations will be made by tho state for the support or maintenance of their institution. From all parts of tho state peti tions are pouring in praying that no more money be expended upon this college and farm, tho title to which is clouded. Ring ing resolutions embodying the same prayer are being passed by the several farmers' organizations and granges throughout tho state, By the laws of the state of Oro gon the state buildings and insti tutions shall all be located at the capital. As Oregon must have, an agricultural college within her borders an effort is being made to secure tho removal of this experi ment station to Salem, where it rightfully belongs. The matter of the establishment of this college here is'being agitated by the Sa lem grange, which will be ably seconded by many of the granges and a majority of the- citizens throughout the state.
