The thirteen whalers which were caught in the ice in the Arctic ocean late in the present season, served to raise the question as to what can be clone to meet any other contingency ot a like character, says the S. F. Bulletin. These whalers got out of the difficulty all right. After they had found their way out, the oldest and most successful captain of the Pacific Whaling company, ran the steamer urea into the same opening and captured four whales. No men were lost by shipwreck of whalers during the past season. The thirteen whalers caught in the ice, and whose prospects of getting out with their -ships were very slim, had not a stock of provisions sufficient in tho aggre gate to last about four hundred men more than sixty days. The nearest land was Herald island, about forty miles distant On this island there is not a vestige of anything to sustain human life. Tho men might have reaohed the island, but in all proba bility they would have perished there. Not only is tho island void of all ani mal life, but there is no wood or coal for fuel. Occasionally a stick of tim ber may drift from the main land in the summer season and lodge on tho island. But the driftwood becomes embedded in the ice so that there is a poor chance of getting it out in the winter season. If the crews of these thirteen whal ers had seen their vessels go down, as they expected, and had escaped on to the solid ice, they would havo made for the nearest land. That would have been tho desolate Herald island. They would not havo survived the winter there with such stores as they could havo carried on their backs, and indeed, would not havo survived had they carried off all the ship stores. The whale fisheries of. the Arctic reached by the northwest coast are destined to a much greater develop ment Indeed, for the few hundreds now engaged, this forco may be in creased to thousands. There will, in all probability, be some disasters. The steam whalers will press their way up to thq highest latitude. They may, at no distant day, reach points as high as any exploring vessels have ever gone. If the north pole is ever reached it may bo by some one of these steam whalers, which might fol low an open lead in some favorable season until this goal of Arctic ex ploration has been reached. But the bolder the enterprise the greater the probability that there may be some increase of disasters in the Arctic, a probability, however, which may be lessened by the gradual displacement ot sail vessels by steam whalers. If the government should cache on Herald Island enough provisions to carry three or four hundred men through a winter, or until they could be relieved by the approach of a steam vessel like the Bear, for in stance, it would be a most humane act The crews of tho thirteen whal ers would have found this supply had they reached the island, and might havo been able to null through. If a vessel is wrecked in the open water of the Arctic, the surviving crew in boats would drift not toward Herald Island, nor townrd Point Barrow. The strong current would take them over to the Siberian coast The Pacific "Whaling company Ins a station at Cape Smith, which is seven miles from Point Barrow, the latter being a low sand spit a mere neck of sand. At this station twelvo men remain throughout the winter. They are supplied with a vessel of about nineteen tons, good winter quarters and the provisions kept in stock aro sufficient to keep about two hundred men through the winter. This is practically a relieving station, al though there have been no special calls for the relief of wrecked whalers because, jub a matter of fact, whalers wrecked in the Arctio and drifting in boats or on ico floes, would not reach Point Barrow. The government scientific station, established near this point, has been abandoned for some time. There is no call for a government relieving station to bo supplied with men during the winter. All that would be needed is a small store ot government supplies left at the whaling station near PointBarrow, which would be cared for by the whaling company without any cost, and another larger .stock cached on Herald Island. The stock might re main there for ten years without be ing needed. Frozen pemmican should constitute the bulk of the stock. Between Point Barrow and the Mackenzie river, on the Alaska coast of the Arctio, there is a good supply of drift timber, which comes out of that great river in thesummer floods and lines the coast clear down to Point Barrow. Frequently trees a hundred feet long, and suitable for spars, come down in the drift Point Barrow is in this way supplied with all the fuel and timber needed. At tho station there is a plenty of game in the sum mer season. The station men shoot ducks and gecso and pack them away in ico for a winter supply. Fomerly there were a plenty of reindeer about Point Barrew: but these havo been killed off by tho Esquimaux, so that for some distance tho country is bare of this game. But further along the coast, in the direction of the Mackcn zie nver, there are still vast numbers of reindeer. The captains of whale ships running along the coast fre- quently see vast numbers, and it is no unusual thing for a whale-ship to be supplied with a large amount of fresh reindeer meat These animals live on moss and aro in good condition at the time the whalers are in the Arctic. A country which sends down millions of cubic feet of timber by way of the Mackenzio river, and which has vast herds of reindeer, with other game in abundance, is not altogether a deso late land. It is only in the long Arc tic winter that this desolation is su preme. SENATE BILL 3645. In tho senate of the United Slates, December 4, 1888. Mr. Dolph intro duced the following bill; which was read twice and referred to .the com mittee on commerce. A bill granting'to tho Astoria and South Co'ast Railway oompany tho right to construct a bridge across Young's bay, a navigable stream in the county of Ulatsop, nail state ot Oregon. Be it enacted by tho senate and honseof representatives of tho United States of America, in congress assem bled, that the Astoria and South Coast railway company, a corpora tion' organized under the law of Ore gon, with its principal office at Asto ria, in the county of (JIatiop, in tho stato of Oregon, is hereby authorized and empowered to construct a bridge across Young's bay, a navigable stream in said county and state, at such point as tho said company may select, and maybe approved by the secretary of war, with snob channel spans, draws, safe-guards, and aux iliary works as shall causa tho bridge not unduly to obstruct or hinder tho navigation of tho waters crossed by it; and that said channel-spans and structures shall be as tho secretary of war may prescribe; and also to construct, establish, and maintain a bridge across Skipanon creek, in the county of Clatsop, in the state of Oregon, by permanent embankment or otherwise, as the secretary of war may appreve: Pio vided, That said draws shall be opened promptly upon reasonable signals for tho passage of ships and boats, and in no caseshall unnecessary delay occur, and said company shall maintain, at its own expense, from sunset to sunrise, such lights or other signals on said bridges as tho light-house board shall prescribe. Sea 2. That any bridge author ized to be constructed under this act shall be a lawful strncture, and shall be recognized as a post route; and it shall enjoy tho rights nnd privileges of . other post rontes in tho United States, upon which also no higher charge shall bo made for transmis sion over the samo of the mails, the troops, and the munitions of warof the United States, or for through passen gers or freight passing over said bridge, than the rate per mile for their transportation over any railroad or other routes leading to said bridge, or over said stream in the vicinity; and the United States shall have the right of way for n telegraph across said bridges; tho said bridges to bo bnilt nnd located nndor and subject to such regulations for the security of navigation on said bay and creek as the secretary ot war shall prescribe; and to secure that ob ject the said company shall submit to the secretary or war, for his examin ation and approval, a design and drawing of such bridge across Young's bay. and a map of Young's bay from tho months of its navigablo tribu taries to tho adjacent shin channel, which map shall be on a scale of at least one to twenty thousand, and whose topography of the shores and hvdrosranhy shall reasonably repre sent the banks, the bottom, andstoam- boat channels by contours of six feet, and which shall be accompanied by other maps, drawn to a scale ot ono inch to two hundred feet, giving, within areas of one-fourth of n njile from each draw-span, an ncourate representation of the bottom ot the bay by contour lines two feet apart, determined by ncourate soundings, and also showing the force and direc tion of the currents at each two feot of tidal stage, by triangulated obser vations on snitable floats; also show ing the Skipanon creek to tho head of usual navigation. The maps shall also show the locations of other bridrres in tho vicinity, and shall give such other information as the secre tary ot war may requiro for a full and satisfactory understanding of the subject. Bee. 3. That congress shall have power, at any time, to niter or amend this act so as to prevent or remove all material and substantial obstructions to the navigation of said bay and said creek by the construction of mid bridges and accessory works; and the expense of altering said bridges or removing said obstructions shall ba borne by the owners of said bridges.
