Washington, D. 0., Dec. 11. Or ders were issued by the navy depart ment to-day for the United States steamers Qalena and Yantic to sail from New York to-morrow for Port an Prince, Hayti, to enforce the de mand of this government for the re lease of the American steamer nay tien Republic. Tbey will sail in company and be under command of Bear Admiral imce. who lias oeen m strncted to transfer his flag from the Richmond to the OaUna. The owner of the Raytien Republic, by special permission of the secretary of the navy, will be a passenger on the Qalena. It is. therefore, expected that his vessel will bo restored to him as soon as it gets in the posses sion of the naval officers. Secretary Whitney declined to talk about the Hay tien trouble, on the ground that there was nothing to add to what has already appeared in the newspapers. AS IMPOBTANT HOVE. Halifax, Dec. 11. An important move in the practical settlement of a vital point in the fishery controversy, was made here on Saturday. The Gloucester schoonor If. A. Barton, Capt Campbell, arrived from the banks with n cargo ot halibut, and under the treaty of 1818, Oapt Camp bell decided to laud a part of his cargo here, enter it at the custom honse and pay duty and tranship the balance to Boston. Ho landed 8,000 pounds of packed fish on the public wharf, right under the noses of cus toms officers; delivered it to Phelan & Son, agents the for Boston, Halifax & Prince Edward steamship line, who shipped it for Boston. Consul-general Phelan frankly admitted that transhipment had taken place, and said fact showed for itself that ship ment was not made under modus vivendi, but under rights claimed by the United States under binding ar rangement of treaty at Washington. It is known that the consul-general has been in constant telegraphio com munication with secretary Bayard. Dominion officials know all about transhipment, and the fact that they have not interfered is taken as evi dence that transhipment is made with the approval of the Canadian govern ment, and will be taken as an abandon ment of Canadians. HEAVT STORM BAdlNG. Ashbubq Park, N. Y., Dec. 11. A heavy storm is raging and wind blow ing on shore. Crews of the life saving station are patrolling the beaoh. It is thought considerable damage was done at high tide this afternoon. A large quantity of co coanuts camo to shore, supposed to be from the wreck of some vessel. EXTREMELY CROOKED. Chicago. Dec. 11. It is said that the interstate commission have never before unearthed as much crooked ness as is revealed by the present in vestigation. It appears that all the roads have been employing scalpers to sell their through tickets below regular rates, thus permitting roads to quote a high proportion for short distances. The commissioners have decided that this must be stopped. It is said that they will render a deci sion that roads which cut rates through scalpers are guilty of viola tion ot law. Managers of roads will be brought before the commission. i TIIE SETTEBXIND-MASTF.X CASH. The preliminary examinnttun of Willie Hasten for killing John tiei- terlind at Skamokawa Inst Fnd.iy, was held at Unmlamct on Monday Masten had awaited at Cathlamet the return of sheriff Albert from Gray's river, and gave himself into the slier ifPs custody on his return. Hon. J. F. Caples appeared as counsel for the accused, while the territory for the prosecution was unrepresented, The evidence ot sev eral witnesses examined and written correspondence was produced to prove that Setterlind had been gnilty of improper intimacy with Mrs. Masten tor a long time, wnue Masten testi fied in bis owu behalf that the knowl edge of his mother's disgrace had so operated upon bis mind as to cause him to do the fatal deed under a temporary loss of self control. He was held to appear before the district court at Kalama, next April. Public opinion in the neighborhood seems to be favorable to Masten, at though all the parties to the terrible tragedy were well thought of be fore tho damaging rovelations were brought out. It is stated that tho will whiohJno. Setterlind first made bequeathed his property, in case ol his death, to Mrs. Masten, with the provision that at her death the property should be di vided between her children. It is stated also, that after being shot and while he was on bia way to this city, he requested that his will bo altered so that at "Mrs. Masten's death the property should then fall to her youngest child. The city council met in resmlnr session last evening, Mayor Page in the chair, Counoilmon Bergman, Cleveland. Robb and Welch present. In attendance auditor and police judge Jewett, city attorney Noland ana cniei or police .Barry. Minutes of last meeting were read and npproved. A petition of Geonre Fisher, to nl- low him to set a post, with a light on it, at edge of sidewalk in front of his place of business, was allowed. The committee to whom was re ferred tho matter of taking measures to prevent disturbance of the public peace and injury to property at the Salvation Army barracks, "reported that they had appointed a special po liceman on the premises at the ex pense of.the Army, and had put such regulations in force that there had been no disturbance on the premises complained ot for the past two weeks; report adopted. The report ot tho committee rceom mending that S50 be appropriated to purchape tho crossing at Wert otli and Wall streets was adopted. The committee on petition to have an electric light located at tho cross ing of Chenamns and Madison streets, reported that tho light had been placed to the satisfaction of petition ers; report adopted. Reports of auditor anil police jinl;e and street superintendent wcro in ferred to committee. An ordinance declaring the proba ble cost of improving Cedar street from west side of West Gth street to east side ot Salmon street, was read first and second times, read third time under suspension of the rnle, and passed. The following claims were ordered paid: Stockton fc Olson, Sl.'i; M. C. Crosby, S4: F. Sherman, SI.T.j: sun dry persons, $140.40; M. C. Cr3by, 55.75; Sunset Telephone Uo.. sa; Surprenant & Ferguson, SS; J. G. Boss, $32.94. At the suggestion of mayor race, that parties furnishing service or ma terial under contract were subjected to unnecessary delay and inconven ience, by reason of their bills being re ferred to committee, a resolution was offered and unanimously adopted. that such bills, properly certified should be ordered paid withont delay. Councilman Cleveland oilered a resolution instructing the city attor ney to draft an ordinance fixing tho license of itinerant merchants at fe-!U per day; adopted. The dangerous state of tho street and sidewalk at the north side of the oustom house block, and the steps leading to tho sidewalk were dis cussed, and the street committee rec ommended to take immediate steps to have tho steps improved and vicin ity properly lighted, in the manner they should decide best. Council adjourned.
