The Oregonian o the 27th inst, in an editorial on "Hiver Problems," mates several sensible suggestions as to legislative action in the interest of commerce ot this stato which should receive consideration at the nest meeting of the 'legislature. But its suggestions on legislation affecting the commerce of the lower Columbia river are unsafe to follow. It says: The lower river most also be a subject of legislation. To relieve commerce of a burden the present pilot system ought to be abolished. There is no need of other pilots than the masters of the tnga that do the towing. Again it should be con sidered whether some way cannot be de vised to regulate towage charges, so that the cost of the service may be minimized. Were it practicable, the right thing would be for the state to undertake this service a service so necessarv for the common good and perform it at barest cost. It is all right to endeavor to regu late and reduce to a reasonable figure any and all expense to which ship ping is subjeot while coming in or go ing out or while remaining in this harbor. But when it is proposed to do away entirely with the pilotage system in existence here and dispense with the services of skilled pilots who have special knowledge of the bar and channels and currents about the mouth of the river, a proposition is made which is not in the direction of increased safety to life and property which is subject to unavoidable risk when the greatest precaution is taken. No matter what laws the state may enact there always will be pilots at the mouth of the river ready to go aboard vessels of coming in and those pilots will be taken by most ot the vessels spoken by them. If the payment of pilotage fees is not enforced by law, the desire to save a few dollars will no doubt in duce some captains to trust entirely to the tug towing or occasionally to sail a vessel in over the bar without a pilot. If this state ot affairs obtains, un derwriters will advance the rates of insurance. Vessels refusing, the services ot pilots will forfeit their in surance in caso of disaster, while the tugs towing a ship in. without a pilot on board, will be liable to the amount of the Talue of the tug, in case jot accident to the ship. It is not reasonable to infer because accidents happen to vessels occasion ally when pilots are on board, that a vessel is juat as safe without a pilot. Instances havo occurred on the Columbia bar when by the breaking of a hawser the tug was unable to assist the vessel, and had it not been for the pilot aboard, disaster to the vessel would have teen the sure result Captains having charge of vessels with valuable cargoes, want pilots to take the responsibility of bringing their vessels into port. The right way to reduce pilotage expense on the river is to load ships at Astoria. Astoria is engaged now in building a railroad that will, when completed, render unnecessary the tedious tow age of ships to Portland for a part of their cargo, and the trouble nud de lay caused by sticking on the bars, with expense of lighterage to" get off; then still further delay Lero waiting for grain to complete their load. If Portland wishes to red km Hie expenses of ships to this port, let it hasten the railroad to Astnri.i; then big ships can be loaded wuUunl so many expensive handlings and re handlings ot their cargo, and if ships do not go up the nver they ivi!l not have river-pilotage to pay, nor towage either. The simplest way is the best. Tns noted ex-Knight of Labor, Thomas Barry, is perfecting the plans for a new secret organization, the principles of which, a.3 far as at present evolved, is to repeat all the charges so frequently made against the Powderly administration, and will demand the eight hour day, the aboli tion of child labor, the regulation of female labor, manual training, and factory and store inspection. It will denounce tho alleged antag onism of the K. of L. to trades unions, and particularly the intolerance of the Knights to members of the feder ation of labor. Unlike the Knights, the new organization will not debar from membership the federations. The declaration will charge that the Knights are too largely composed of Irish and Americans. The new or ganization will aim to be cosmopoli tan. Individual local assemblies will be independent, acknowledge no gen eral executive board, and pay no tri bute to general officers, but keep the money at home for use in the struggle for the eight hour day. , The organization is to be secret in the same sense ns the Knights of La bor, but it is intended that there shall bo open meetings for the pur pose of discussing political questions. Indeed, the chief distinguishing fea ture of the new organization is to be the active interest it will take in poli tics, and for this purpose the order will use cither the Democrats or Eepubli cans, as the locality or other circum stances may demand. The storm that has been raging along the Atlantic coast since Sunday is reported to be the most destructive in the memory of man. Many of tho staunchest vessels were overwhelmed and the loss of life has been terrible. The destruction to property at many points on the ocean beach has been great The life saving service all along the coast has made a record that crowns its members D3 heroes. Capt James and his crew, of Hull, Mass., deserve especial mention for their almost superhuman endeavors by which they succeeded in saving the crews of no less than five wrecked vessels in one day. . Halifax, Nov. 28. The steamer Worcester, which sailed from Boston for this port Saturday, has not since been heard from. The steamer Van couver, due Sunday with Canadian mails from England, has not arrived. The weather is thick and a heavy sea is running outside the harbor, Eumors are current that the TT'or cester and Vancouver have gone ashore, but so far as can be heard, they are without foundation. New Yore, Nov. 2a The head quarter ot the ale and porter bosses presented a lively scene this morn ing, when hundreds of men formed in line to be registered to take the places of journeymen brewers 'to be locked out. The men employed in various brew eries were interrogated to-day as to whether they are ready to give up the union. Thosaxeplying in the affirm ative were retained, while those ex pressing loyalty to the union were in formed that there wa3 no more work for them.
