Prof. Pratt, principal in school dis
trict No. 1, wishes parents to under
stand that school will be resumed to
day, the repairs on the defective fines

On Saturday, at Lewiston, James
liogors died. Ho put poison in the
carcass of a cow, for coyotes, and
used the name knife to cut tobacco.
He was seized with spasms and died.
A sailor fell from the main yard of
the Trongate, which arrived in yes
terday, to the deck, sustaining a com
minuted fracture of the bones of the
left leg. Dr. Estes set the broken
limb.
The contractors for clearing the
right of way through the Rkipanon
woods, for the Astoria and South
Coast railroad, have finished over ono
thousand feet, and aro making good
wages.
The Alliance was on the beach at
Parker's dock yesterday morning for
slight repairs. The tug Donald, oc
cupied tho samo berth in the after
noon while n new cutwater was being
pnt on.
Tho trough which is intended to
carry away some of tho surplus water
on Benton street, wa3 opened yester
day opposite Ohas. Wright's resi
dence and disgorged of mnd, etc..
that rendered it inoperative during
tho late rain.
From 5 o'clock on Sunday ovening
till 5 o'clock yesterday evening, ser
geant Griffin reports a rainfall of 3.35
inches. From Sunday evening to
Monday evening, the fall was two
inches, and tho most of that was reg
istered Monday af ternoou.

Monday evening, while the Wal
luski was towing a raft from Knappa
to tho West Shore mills, a ring pulled
out of a defective boom-chain and
some eighty or one hundred logs
were set adrift Some of the stray
logs were floating abreast of tho city
.yesterday. Capt. J. H. D. Gray gives
notice this morning for those secur
ing any of tho logs to deliver them to
J. O. Trullinger at tho West Shore
mills.
Yesterday forenoon one of IL B.
Parker's dray teams took a run down
Main street, striking one of Dick Ma
rion's teams loaded with merchandise
from the New York Novelty store.
Marion's team was hurriedly backed
down between the bill board and the
Sunnyside saloon to get out of tho
way. but they got there just in time
for the rnnnway to strike them broad
side. The horses fell down when they
struck bat the momentum of the dray
forced tue pole through Marion s load
and almost carried the whole outfit
over the dock.
There is a good deal of phi losophy
that might be applied with advantage
to tho worries of life by most all of
us, in tho following remark, from the
lips of a bright little five-year-old
girl, whose father was getting in
readiness for a three-months' trip.
Alice, her older sister, was feeling
badly over her father's prospective
long absence, and Pearl, seeing her
cry, approaohed her father, saying,
"What day is to-day, papa?' "Why,
Friday, my dear. Why do you ask?"
"Then to-morrow is Saturday, and
tho nest day Sunday, and then comes
Monday, and yon nro going away on
Monday, papa?" Yes, my little dar
ling, I am sorry to say I am." "Well,
then, papa, I ain't going to cry till
Monday."
The local inspector at Sau Fran
cisco suspended the license of Capt.
Wallace, commanding the steamer
City of Chester, because of his al
leged responsibility for the recent
collision with the steamer Oceanic.
Tho supervising inspector of the Cal
ifornia district reversed the action
of the local inspectors, on tho ground
that Capt. Wallace had not been fur
nished, prior to the investigation,
with a copy of the charges on which
tho suspension of his license was
based. The question as to the legal
necessity of such a step in cases of
investigation by inspectors was re
fered to the solicitor of the treasury,
and that officer has given an opinion
that it is not necessary. The deci
sion of the local inspectors wi 1 there
fore stand.
The supreme court, through a deci
sion of chief justice Fuller, has ren
dered an opinion of unusual interest
to holders cf life insurance policies.
Thomas Ij. Hume, of tho district of
Columbia, died in 1881, totally in
solvent, but leaving 35,000 in life
insurance policies, that were, by their
terms, payable either to the widow
or children of tho deceased. The ad
ministrators and creditors sought to
force application of the proceeds of
the policies to the payment of the
debts due creditors, on the ground
that the premiums paid by Hume
were by a fraudulent transfer of the
insolvent estate. The supreme court
holds that tho beneficiaries are en
titled to the proceeds of all (the poli
cies, without any reduction on ac
count of premiums paid, holding that a
husband and father has a full right
to insure his life in the interest of his
wifo and children, and whero such
policies are effected in tho name of
the beneficiaries, they are no part of
tho estate of the deceased insolvent,
and therefore cannot bo regarded as
a fraudulent assignment of any part
of the estate when so elected.
A queer experience was that of a
gentleman, ho .shall nameless be,
from the country, who came into
town a few days ago. He had accum
ulated quite a littlo sum of money by
bard toil and saving, and felt that his
season of abstinence was an excuse
for a little indulgence. So he rented
a room and prepared to do the town.
Ho first got him a watch and chain,
Saturday evening, and then proceeded
to inspect ihc various art galleries in
the city, and retnrned to his room at a
late hour. But this was just a primer
for him, he had had a little taste of
fun, and he was bound to have more.
However, he had presence of mind
enough on Sunday evening to leave
his watch and mo3t of his money with
a prominent business man, and took
only enough money along to pay his
traveling expenses. Where he went
or what he did, is useless to tell.
But some time in the night a young
fellow was kind enough to take him
back to his room where he stayed
with him till consciousness returned,
some time in tho morning. He woke
up with a feeling of apprehension
and felt under his pillow for his
money, etc. It was not there; he was
robbed! there was no one there but
tho. young fellow who had been
nursing him. With a wild and mur
derous eye he accused him of the
theft. One look was enough for
the object of suspicion; ho turned and
loped down stairs just in time to
escape a bullet from a pistol at hand
on the table. Our friend concluded
hia best plan was to see the chief of
police. Barry found tho man that
was shot at and also that he was in
nocent of any theft, and that tho
money and the watch must have been
left with somebody, but our friend
conldn't tell, nor could he tell for
certain who ha was himself. It was
a hard case and little clue, but Barry
traced tho business up nnd fouud
where he had left his watch and
money and pocket book, in which his
name was written. When he Baw his
own name whpre he had written it
himself, ho was one of tho ticklcdest
men you ever mw. When ho goes on
another voyage he will wear a tag bo
he can identify himself without the
aid of the duet of police.
Death of Mis. Elizabeth Brown.
Mrs. Elizabeth Brown died quietly
and peacefully at her home in this
city, last evening at 10 o'clock, aged
84 years, 0 months and J.i days. She
was familiarly known as Aunt lietsey
to a large circle of acquaintances.
She was a sister of Mrs. M. Nowlen,
of this city, and mother of Mrs. W.
H. Twilight and Mrs. D. C. Kamey, of
Knappa. She leaves n large number
of relatives and friends in tins city
who will miss her kindly face and
mourn her death.
Vaccinate! Vaccinate!
Tho best quarantine against small
pox, is vaccination. If nil the people
in Astoria, men, women and children,
had been vaccinated with good relia
ble virus, we might laugh at the
smallpox. The city ordinance re
quires tho health officer to vaccinate
free of charge, all who are unable to
pay; the health officer is prepared to
vaccinate all who desire it.

Dr. Tuttle returned from Westport
last eveing.
J. W. Crow and Chas. Boss are
ore down from Knappa.
Mrs. David West, of Westport, has
been quite ill, but is somewhat bet
ter. E. W. Tallant and wife who have
been absent from Astoria for over
three months are expected home to
day. M. Studzinski returned from Knap
pa yesterday. He is master of sev
eral languages; but with the assist
ance of all of them he could not find
adequate expression for his disap
pointment and disgust He waded in
the mud, crawled through the brush,
was impaled on the dreaded "Devil's
walking stick," forded creeks, "lost
his way,, and finally got back half
drowned and exhausted.
Store Railroad ForSeattle.
Seattle, W. T., Nov. 19. Articles
of incorporation were filed to-day for
the Seattle & Northern Bailroad Co.,
by the following incorporators, many
of whom are well known throughout
the United States: Elijah Smith and
W. H. Holcomb, president and gen
eral manager respectively, of the
Oregon Bailway & Navigation Co.;
James H. Benedict. Charles F. Tagg,
John S. Tilvey, Prosper WT. Smith,
E. L. Frank and E. S. Hooley, of
New YorkjT. J. Milner, superintend
ent of the O. T. Co.; J. O. Haines
and Harry Tibbals Jr., of Seat
tle. Capital stook, 5,000,000, di
vided into 50,000 shares. Lines are
to be built by this company
as follews: Main line from Seat
tle north to Skagit river; then three
branches, ono eastward to Spokane
Falls by the easiest route; another
westward to Fidalgo island, where
the company owns valuable harbor
property and 3,000 acres of valuable
coal lands. The third branch con
tinues on to Skagit river to Blaine,
on the line of the boundary- The
lines will traverse a country im
mensely rich in mineral, coal and
timber.

Towage Service Criticized.
Incoming shipmasters at tho river's
mouth are disposed to criticise the
towage service for tho practice of giv
ing outgoing vessels the preference
over those which are waiting to come
in. One of them stated to a reporter
yesterday tnat ne was kept waiting
ou his arrival horo for two or three
days, while no less than four ships
were taken out to sea. Meanwhile a
strong landward wind was blowing
nnd the ship in imminent danger of
going ashore, though standing at a
proper distance out. "In other
ports," continued the gentleman, -,the
opposite rule is observed, and a ship
standing outside tho harbor is
brought in at once, in preference to
those which are safely nt anchor in
the harbor. This practice should be
