THE NERVES AND THE MOODS.
NoiHixa in nature is more marvel
ous than is the network of nerves con
stituting what we sometimes care
lessly call our nervous system. Each
nerve is a telegraphic cord in itself.
Each is a part of the whole complex
and inimitable system of telegraphy
by which messages from the head
quarters Jn the brain are sent to the
minute stations in the extremities.
It this telegraphic, system of nerve3
were erected on diminutive poles out
side of our bodies, it would be a most
peculiar exhibit. -
Happily for us, our nervous systems
are, as it were, a harmonious arrange
ment of underground wires, carefully
buried within us, and deftly con
cealed from outside observation. We
cannot see them, nor know whether
they are too slack or too tightly
strained. We can tell when they are
disturbed, for neuralgiac agony shoots
along their course from station to
station. When we are glum, and dis
mal and low-spirited, tho telegraphio
apparatus is out of order, and the
nerve forces are demoralized. When
nerves work wrong, it is as when tele
graphio poles are shaky, or wires tan
gled or crossed, or currents irregular,
or batteries confused.
According to the irregularity of our
nerves, so are our irregular moods.
If all is right, we aro happy and
cheery and sunshiny. But let the
batteries blunder, or the currents
cros?, or the wires become entangled,
and we are irritable, sulky, ill-tempered,
or angry, as the case may bo.
In some of onr distressful moods wo
pout and sulk, and misinterpret, and
misunderstand. Wo tako offense
where no offense is intended, and wo
impute to others motives which are
never conceived by them.
At times when tho moods are out of
sort, wo think the whole world is per
' "secutingus, and we, the afflicted ob
jects of persecution, aro above all
other humah.creatures singled out for
martyrdom. There are circumstances
under which most of us can, without
insuperable difficulty, rise from the
moodiness whioh is brought about by
letting the nerves have their own way.
Mental and physical diet has much
to do with it. Brooding over real
sorrows and imaginary miseries will
make the best of us moody and
wretched. Nursing grief and affronts
and telling the sad story of otir woes
has as depressing an effect as narcotio
drugs.
Sleeping in unventilated rooms
often produces chronic wretchedness,
even if those rooms be furnished with
appliances of wealth and refinement
Association with grim persons is de
pressing and dispiriting. Good
health, mental, spiritual, and bodily,
is worth working for. It casts out
the malaria of moodiness and lifts us
into the sunlight of joy. Good health
is more easily attained than most
folks suppose.
The annual report of the third as
sistant postmaster general shows that
tho total cost of the postal service for
the fiscal year, including the amount
earned by the subsidized Pacific rail
road companies for -mail transporta
tion, was 238,126,001. The postal and
money order receipts amounted to S52,-
695,176, leaving a deficiency of ?51,
308.28. This deficiency is owing main
ly to the great extension of tlit ft ee de
livery service and the increase of l ail
way mail transportation. The stntislics
of letters, etc, transmitted during the
j ear, which are the first accurate sta
tistics ever published by the depart
ment, are- Letters mailed, 1,7C9,P00,
000; postal cards mailed, 372,200,000;
newspapers and periodicals mailed,
1,003,100,000; pieces of third and
fourth class matter; 372,900,000. To
tal, 3,578,000,000. The third assistant
recommends that in some of the larger
cities pneumatic tubes, or someequiv---
alent underground system of trans
porting tho mails, be adopted. Tho
present contract for letter-sheet en
velopes will be rescinded, and it is sug
gested that as a substitutef or the frank
ing privilege members of congress
have an annual allowance of money
for the purchase of postage stamps
with which to pay the postage on
speeches and other official matter sent
in the mails.

The agitation of the question of
suppressing the slave trade is being
attended with results. The three
most advanced countries on the Eiv
ropean continent, England, Germany
and France, have taken it up and
have formed an alliance looking to
the extirpation of the traffic. This
has. been made known lately
through the announcement by
the British premier in the house of
lords that Germany had invited Eng
land to cooperate with her in the
work of preventing more effectively
the exportation of slaves from and the
importation of arms to east Africa.
England, lord Salisbury said, had
promised to aid in the work as being
in accordance with her traditional
policy. The measures)! the alliance
will bo effected by ntfval and not mili
tary force. Prance has agreed io join
Germany and England, and will send
a man-of-war to cooperate with the
vessels of those countries in a block
ado against slave and arms-bearing
vessels.
Lord Staxtey, governor general of
Canada, says tho Canadians arc not
less free than the citizens of the Unit
ed States, while freed from the dis
tractions of constantly recurring elec
tions. This is said as a check to the
annexation sentiment which is con
stantly enlarging in the dominion.
OUR LIFE SAVING SERVICE.
Eight Xw Stations to Be Bmlt on Tills
Coast,
Before a year from this time Major
Blakeney, superintendent of the gov
ernment life-saving servico of this
district, is confident that he will have'
fitted up in readiness for work, eight
new stations at varioua points along
the coast, where the need of them has
often been demonstrated.. They are
rendered possible by the recent action
of congress and more especially by
the subsequent action of general
superintendent Kimball, at whoso
discretion funds appropriated are ex
pended, within a few days bias will
be advertised for by Major Blakeney
for the construction of a station
building on the Presidio reservation,

Reyes north of the lighthouse, and

tion at Humboldt bay.
The Park station is also .-oou to bo
enlarged by adding an U, to givo
room for moro men and for improved
equipment. Tho surf boat is likely
to be removed from tuis station, as it
is of little value there, to the now
station inside tho Golden Gato. Only
the beach apparatus, mortar life-line,
etc., will be left at tho 1nrU station.
A plat of ground 300x600 feet, has
been given the servico for tho Pre
sidio station. A station building, two
stories high, with a tower and a
launching way 200 feet long, will be
built, and also a two story house for
the keeper and men. A large lifeboat
of the the most improved non-cap-
sizing' pattern will be put here, as
well as all other necessary appliances.
At remit iteyes the station will be
very similar, only no launching way
will bo required. At Humboldt there
is some talk of removing the light
house to another part of tho bay. If
this is done it is planned to make use
of tho present light keeper's house
for tho life saving service. The other
new stations provided for, to be bnilt
and equipped as rapidly as possible.

Fort Stevens, near Astoria, Yaquina

is planned, also to move the Neah bay
and Cape Arago stations to better lo-
catuns near, and to improve by nd
ditional equipment, etc., the stations
at Bhoalwator bay, (Jape .Disappoint
ment or Capo Hancock (as residents
now call the cape).
The board of marino underwriters
of this city recently, moved by tho
apparent neglect for some years or
this coast in the way of life Baying
improvements, wrote to general su
perintendent Kimball, setting forth
earnestly the needs or the service
here. In response Mr. Kimball re
plied at length, announcing his in
tention of immediately taking the
necessary steps toward the desired
additions and improvements.
In the letter of the nnderwriters
reference is made to tho recent City
of Chester disaster, and opinion is
expressed that tho loss of hfo there
might have been avoided had tho
proposed station on the Presidio
beach been in service. The hearty
cooperation of the superintendent in
securing the stations provided for is
asked, in tho interests of commerce
on this coast, and the business coni
mnnitv crenerallv.
In his reply, dated October 31st,r
general superintendent Kimball says
"that ever since the return of licuten
ant McClellan and engineer Yon
Bayor, who were sent to your const
as a commission to ascertain its
needs, tho attention of our architect
and engineer has been entirely de
voted with the'exoeption of certain
unavoidable interruptions to the
preparation of plans and specifica
tions for tho new stations contem
plated for the Pacific coast and the
improvement of the old ones. At the
date of your letter authority of law
existed for the construction of sta
tions at Fort Point. Point Reyes and
Point Adams (Fort Stevens) at the
month or the Uolnmbia river only.
Plans and specifications for the sta
tion first named nro completed, and
as soon as they can bo printed in
form for submission to contractors,
advertisements will issno inviting
proposals Tor the work. Tho same
may bo said in reference to tho sta
tion at Point Reyes. I think that I
may safely say that the advertise
ments will issue within three weeks,
perhaps sooner. Proposals for the
building of Point Adams station will
also bo shortly invited. I hope.
therefore, to be able to have all three
of these stations well under way in
the early spring."
Mr. Kimball mentions also his in
tention to have tho stations above
named built, and oonoludesf "I
recognize tho faot that the Pacific
coast is greatly in need of tho protec
tion which these stations would af
ford, and Bhall put forth earnest
efforts to supply this protection as
