Is the event of Harrison's election to-day, Blaine will bo secretary .of state. STEALING THE VOTES. How it is Done on Tha Day of Election. Men Who llako a Profession of Counting Votes Fraudulently. Respectable San FranciscanB are afraid that an abortionist will be elected mayor of that city, to-day, "just for a joke." Mobe important even than the pres idential election, is to-day the election of congressmen. Oregon, Maine, Arkansas and Vermont have elected theirs; the other 34 states choose con gressmen to-day for the 51st congress. It is a momentous day for the Ameri can Eepublic Ml To-dat. a very remarkable spectacle will be witnessed in Washington, where it is a quadrennial occurrence. The men have gone home to vote, and executive departments of the govern ment will be in the hands of the wo men clerks entirely. They get along very well, and seem in nowise appalled at the burden of carrying on the bus iness of the government To-day 11,500,000, or 12,000,000 peo ple vote for presidential electors in the several states. Not one of all the millions who vote to-day, votes direct for president or vice-president. Each voter in each state votes for as many presidential electors as his state has members in both houses of congress; in Oregon, 3, New York, 36, etc The three men that will be chosen to-day by the people of Oregon will meet at Salem on the 14th- of next January. There they will formally organize at the state capitol building and cast the three electoral votes of the state of Oregon for Harrison and Morton. All tho presidential electors of the other 37 states will meet on the s day in their respective capitals and cast the electoral votes of their states for either of the nominees. So that it is on January 14th, 1889, that the next president is to be elected formally, though the actual election takes place to-day. The Bettlnc Man. PRESIDENTIAL VOTE, 1884. (IN DETAIL.) The betting man maketh himself very conspicuous about these days. He scenteth tho election from afar, and gathereth together shekels with which to bluff the timid and money less. He seateth himself in public places, listening to catch the words of some boaster from Boastville, who saith, "Yea, verily, my candidate beareth the pole that knocks tho persim mons"." Then he jumpeth to his feet and shaketh his shekels beneath the snoot of the boaster, and exclaimeth, "Lo, I bet you he don't." Then the boaster retireth into his hole 'and draweth the hole in after him. "Whero the better obtaineth, his funds with which to bet, is what maketh his friends to marvel exceed ingly, for he is rarely known to work. "Behold, he acteth for a syndicate," saith one. "Or perhaps the money is counter feit," saith another. But he continueth to shake his shekels in public places and challenge men to bet. Sometimes the betting man is caught without funds, but in the ar dor of controversy, when he debateth the tariff, and cryoth out against trusts and stampeth his foot ou free trade, or jibeth at protection, lie for geteth that and shoutetb, "What will you bet?" His adversary raeeteth him, and produceth a roll of wealth, which he cannot cover, and then it is that tho cry goeth up against the betting man, like the roar of a mighty sea "Put tip or shut up!" Political bosses often attempt to steal an election. There is a cane abont each political machine that makes a study of fraudulent voting. It has come to be a profession among a certain class. So skillful have these vote thieves become that a few of them can make a difference of from 4,000 to 5,000 votes in the great total. And often that decides the contest. It is shameful to what lengths po litical despoilers have gono to cheat the people out of an honest count of votes. The following are some of the methods employed bv the pro fessional vole thieves to steal votes, and which will bo practiced in many a large city to-day: METHODS OF VOTE BOBBERY. A citizen comes up to the polls to vote. Ho is a respectable man and has his ballot in his hand, and gives it to tho inspector to be deposited in the box. Ths inspector takes it, holds it in his right hand in plain sight of the citizen, just over the hole in the ballot-box. While one of the clerks is looking at the register to find the citizen's name a man outside suddenly challenges the citizen's vote. Tho citizen turns his eyes from the ballot m the hands of tho in spector and indignantly faces the man who challenges him. Then the inspector gets in his work. He has his left hand in his coat pocket at his side, and quietly draws it out with a ticket between bis fingers. He drops his other hand with the ballot that the citizen gave into his coat pocket on his right side. This change is mado while he slightly moves his body, and it seems that it is only an innocent movement. Tho indignant citizen who has been challenged has had his eyes off the inspector, and when he looks again there he is standing about as he was before, with a ballot in his hand ready to drop it in tho box. The citizen either swears his vote in, or else tho confederate on the outside withdraws tho chal lenge, and then tho clerk reads off the name and tho inspector drops tho ballot into the box and the citizen moves on. His vote was changed while he stood before the inspector. That is a trick that is played very often. Some professional workmen get as skillful at it as the most adept three-card sharp is at his game. There can be no doubt that it will be practiced ten thousand times to-day. cnEiTisa JJf corarisa. If the precinct board is packed, there are a dozen ways to count a man in or count him out, just as the bosses dictate. There is one plan that was adopted in '84 with telling effect, and which will be repeated again to-day. It requires some skill on the part of the inspectors, but there are men who can do it without fear of detection. After the polls have been closed and the counting begun the votes are numbered by the judges and their initials are placed on the book of the ballot; then tho inspeotor reads off the names and the clerks tally on the books. As the inspector spreads the tickets out and runs his hand over it to smooth the creases, he stops at a certain name and by a slight movement of his fore finger ho draws a mark through the name with a small bit of leadpencil glued on to his forefinger, which he can use just as well. There is then a light leadpencil lino over ono of tho names ana that name is scratched and not counted. FALSIFYING BETTRNS. There is still another way of falsi fying the returns; and it is even more potent than anything that has yet been devised: When the count of the vote begins two clerks tally the votes as they are called off by the in spector. It is supposed that one clerk is a Eepublican and the other a .Democrat, and that thoy will bo a check on each other. But when the bosses agree to divide the offices between them the clubs are told what to do. They are selected to record the will of tho bosses and not the will of the people. The inspector reads off the names one by one; the two clerks are in collusion. As Uie name of ono candidate is read off, the two clerks record the vote for his oppo nent. The clerks sit side by side, or sit on opposite sides of the table; a slight nudgo or a quiet tap with the foot gives tho signal for tho false en try. By false entry a difference of 5,000 votes can be made in the total. A combination of tho bosses makes this method the easiest way of falsi fying the votes, although it can read ily be discovered by an honest re count in court.
