Minis ter Phelps cables that he has re turned to London from Hatfield house, where he has been in con sultation with Salisbury respecting the letter of minister Sackville West. The department of state bas received a cablegram from him fully explaining the situation, which will be laid before the cabi net meeting to-day. Montreal, Oct. SO. Several cabinet ministers, who are in the city confirm the- report that Sir Charles Tupper, who is now in London as high commissioner of Canada, has been appointed Brit ish minister to "Washington, to re place lord Sackville-West. London, Oct. 30. The Stand ard says: "It is understood that lord Sackville has intimated his readiness to place his resignation in the hands-oflord Salisbury," The result of the conference be tween lord Salisbury and Ameri can minister Phelps regarding the Sackville letter is made public to day. Phelps informed Salisbury that the president regarded with marked surprise and dissatisfaction the conduct of lord Sackville in replying cateqorically to a series of suggestions and inquiries couched in language quite im proper for the British envoy to entertain. Phelps further said that the American government left the matter of Sackville's recall or withdrawal in the hands of the English ministry. In reply lord Salisbury said that he deplored the indiscretion of the British envoy and expressed strongly the regret of her majesty's government that so untoward an incident should have arisen in the diplomatic relations of the two powers. By di rection of the president the secre tary of state to-day informed lord Sackville-West that for causes heretofore made known to her majesty's government his continu ance in his present official position in the United States was no longer acceptable to this government and would consequently be 'detri mental to the relations between the two countries.
