have charged in previous com
munication that our board of trade
is derelict of duty in permitting
without its vigorous protest, the
injuries to our commerce prac
ticed in defiance of promises
made by the Union Pacific man
agement to a committee of six of
our citizens who visited New York
on a consultation mission in March,
which promise was again reiter
ated by the manager of the Union
Pacific railroad in a public letter
but recently addressed to "the
business men of Weston and vi
cinity." This promise was in sub
stance and effect "that the Union
Pacific Railroad company vould
undertake to transport grain from
eastern Oregon, and Washington
territory to the ocean as cheaply
by the way of the Columbia river
as its competitor would deliver it
by the way of Puget sound." As
every oneknows, no attempt has
been made to keep this promise,
and a species of petty ajid hitherto
unknown exaction has been im
posed by the Union Pacific man
agement on ships entering and de
parting the Columbia river, in ag
gravated contempt of their pro
fession in which "off-bar towage"
figures to the extent of 150 to
the trip, and $40 for use of hawser.
These charges I have seen. These
extortions seem to be after
thoughts to, compensate for the
good intention of reduction they
started in to inaugurate.
Every effort made in the board
of trade to bring the Union Pacific
company face to face with its
promises has been suppressed.
One well meant effort in that 'di
rection was a petition signed by
several citizens, governor Pen
noyer among their number, calling
on the board of trade to demand
compliance on the part of the
Union Pacific company with their
promises made, which petition was
received and forwarded to mana
ger Ilolcomb, who returned it
with a letter asserting that the
rates of towage, etc., made by him
was after consultation with and
approval of the principal shippers,
and the board of trade in the per
son of its president, deemed them
to be just. No answer was
made to the specific allega
tion that the rates were
not in compliance wite the prom
ises given, but the onus of the
rates which gives the bulk of our
shipping to Paget Sound, was sad
dled on the principal shippers and
the board of trade. The manager
of the company closed- his Jetter
with a lecture and reprimand to
the board of trade foenberTaining
such petitions. The whole matter
from beginning to end. was kept
from the published proceedings of
that body, and the snubbing given
by the manager was taken with
obsequious silence. At the annual
meeting Mr. McKee brought for
ward a grievance against .the same
management, who charged in a
bill presented for inspection to
the board, three times more Jor
lighterage than, the rates estab
lished by them, and telegraphed
all over Europe at the expense of
the board of trade. Mr. McKee
was fairly squelched by the honor
able body, and no reference was
made in the published report of its
proceedings of his vigorous pro
test and remarks on the subject.
It had the effect, however, as I
understand, of having the bill cor
rected by the union racinc man
agement. In all the latitude between the
promise and fulfillment of pledges
made by the Union Pacific man
agement, there is but one class of
shippers, who relying on .the prom
ise, might recover on its non-fulfillment.
It is-undoubted and un
questioned that any one of "the
business men of Weston and vi
cinity" might consign a cargo of
grain by the way of the Columbia
river to the ocean, and under the
promise made them by authority
of the published statement of the
manager "that it would be trans-
ported as cheaply as by way of
Puget sound," could sue and re
cover in any court of competent
jurisdiction at -least $1,750 for
every 2,000 ton shipment made by
the way of the Columbia river.
We challenge any corporation or
board of trade lawver to a contra
diction of this proposition; but
unfortunately the shippers of car
goes of grain are not composed of
"the business men of Weston and
vicinity," and the principal ship
pers of Portland are too busy ship
ping by the way of Puget sound
to take any notice of the false
pledge, other than in co-operation
with the board ot trade, to condone
and sanction it.
Wishing to learn to what extent
the rates of the Union Pacific man
agement were operating to the in
jury of the commerce of the Col
umbia river as well as the miury
of the Union Pacific itself, who in
this instance seem anxious to com
mit commercial suicide, I ad
dressed a letter to a prominent
wheat operator at Weston making
the query. The reply in sub
stance is that "the Union Pacific
lost in the vicinity of Centerville
two-thirds of the grain tributary
to their road that they should have
had if the farmers had been able
to get as much as on the other
road. In Centerville wheat was
moved, I understand, from the
Oregon Railroad & Navigation
track to the Oregon & Washing
ton territory (Tacoma branch) for
the same reason. There has been
considerable wheat hauled through
our town, and three miles further
to the Oregon and Washington
territory (this means a haul of six
miles past the Oregon & Naviga
tion warehouses). What little
wheat, was stored at Weston the
warehouse men have saved from
being hauled three miles to the
Oregon and Washington territory
by the warehouse men sacrificing
and giving away their dues."
The same letter imploringly
asks: "As wheat is worth $1 per
ton more in Tacoma than Portland,
what remedy are we to have on
the O. R. & "N. to enable us to
compete?"
If anything can more strikingly
illustrate the base betrayal of their
business constituents by the Union
Pacific management and the Port
land board of trade than the sim
ple recital I have made from the
aforesaid letter, I am unable to
divine what it would consist of.
That the two corporations should
so far forget their duty not only
to themselves but the public at
large as not to compete at equal
prices with their contestants for
the business of eastern Oregon and
Washington territory would sug
gest the necessity of a writ of lun
atico inquirrendo to take the re
creant corporations in out of the
wet. In the meantime our citizens
take such treatment so good
humoredly, esteeming it to be a
huge joke to choke up Tacoma
harbor with wheat ships, leaving
our beautiful river freer for regat
tas than it has been before for
years, that I too begin to conclude
1 have been laboring under mis
taken impressions and have half a
notion of trying to ioin the board
of trade too. C. P. C.

An event occurred near this city
recently which gives the Demo
crats much concern. Mrs. Crane
Washington, a colored matron liv
ing near this city, promises to in
crease the population to such an
extent as to render the state hope
lessly Republican, provided the
colored population remains true to
its traditions. Last January she
presented Mr. Washington with
triplets. Ihe surprised parent at
once took steps to change his name.
He had heard about Washington
being the father of his country,
and he did not know how much
there might be in a name. He
dropped the matter, however, but
to-day the responsibilities of par
entage again devolved upon him.
This time it was only.twins, mak
ing a total of five in one year, with
a cold winter ahead of him. The
picaninnies are said to be as black
as tar and lively as crickets. The
Democratic party can stand no
such inorease, and is thinking seri
ously of recruiting its ranks from
