The Argentine Re public is going to increase its regular army from 7,000 to 33,000 men. When this increase shall have been reached, the Argentine army will be consider ably larger than that of the United States. TnE Philadelphia Record, after a careful estimate of J the probable in crease in the native and foreign popu lation of the United States, is firm in the belief that the nest census of 1890 will give us a popuiation of over 70, 000,000, divided as follews: Native, 68,522,479; foreign born, 11,800,000. A Nebraska paper says: Nebraska railway bridges are now being used for legitimate purposes. This is much better than to burthen them with corpses. "When criminals are to be punished the law should be allowed to take its course, else trees should bo selected in preference to bridges. Most people are under the impres sion that China is an overpopulated country, and that the constant flow of emigration is due to that cause and that alone. "We arc now, how ever, told by no less an authority than the Marquis Tseng that this is entire ly an erroneous idea. The emigra tion, he says, has been caused by the ruin brought about by recent rebell ions, and not by difficulty of finding subsistence undor ordinary condi tions. A VIGOROUS PROTEST. Thero is a difference of opinion among engineers regarding the time and amount ot money it will take to make the locks at the Cascades pas sable to boats. Mr. D. P. Thompson stated positively that major Post had informed him that the present appro priation was sufficient to finish the locks so far as to admit the passage of boats, and that major irost had so informed major Handbury. In con tradiction ot this major Handbury says it will take several years to so far complete the locks as to admit the passage of boats during' high water. This direct issue between these engineers was brought ont in the Waterway convention in its pro ceedings of Wednesday. Tne year before major Jones was removed from the management of the work at the locks he informed several of our citi zens that with an appropriation of 500,000 ho could make the locks passable for boats, which simply cor roborates the testimony ot major Post The old saying that "when doctors disagree who shall decide" is applicable to engineers. But this disagreement the people should un derstand, and farther, what causes this divergence ot opinion in a matter in which our citizens are interested should be made plain. As far as pos sible this subject should receive some investigation, and the reasons ascer tained and made public why it takes such a long time to complete a work of such urgency. Already over one million dollars has been spent on the locks, and according to reported esti mate ot major Handbury, as stated to the Waterway convention, it will re quire nearly $3,000,000 more to com plete the enterprise. The boards of trade ot the different cities of the inland empire should appoint a com mittee to inquire into this matter, and ascertain the reason why reputa ble engineers say the present approb ation is sufficient to open the river at the Cascades, to the passage of boats and the engineer in chargo state that it will require over two millions to complete the work. We are not liv ing in Russia or any othar absolute monarchy, but in a free country in which all people have rights which are bound to be respected, even by the secretary ot war or a board of en gineers. Let the people assert their rights in the most emphatic manner, and demand an investigation. The timo has long since passed whon we shall lie idly down in a supine condition, and allow any misfea sance or questionable proceeding in this enterprise. There is no object in holding annual meetings of Waterway conventions or receiving liberal appropriations if boards of en gineers can change the plans so as to retard the work indefinitely. The people must know the facts in this case, and if necessary they will ap peal to congress, where, at least, they may expect fairness and justice. Dalles Times-Mountaineer. The four Chinamen continue to be the wards of the Grand Trunk rail way. The Grand Trunk authorities have done everything in their power to got them across the frontier, even communicating with the authorities at Washington. Each time the re ply came that they cannot be allowed to enter the country. The Chinamen have now sent a communication to the Chinese ambassador at Washing ton. No doubt the matter will become a national question between China and the United States and possibly Can ada and the United States. The feeling here is that the Canadian government should object to Canada being made the dumping ground for the Chinese pauper popu lation of the United States, they being made paupers by the United States authorities not allowing them to return to their places of business and work. A decis ion was rendered by judge Sawyer in the United States circuit court to day upon the recent Chinese exclu sion act The court affirms the con stitutionality of the act and holds that all Chinese now in tho harbor, as well as those on the way here from China, must be sent back to their own country. Judge Sawyer an nounced the decision verbally, stating that he would not bo able to produce a corrected copy of the decision until this afternoon. Notice, was given by the attorneys that the cases would be appealed to the United States su preme court. Judge Sawyer allowed ten days for preparing tho appeal papers. A CORRECT DECISION. Washington, Oct. 15. The treas ury department decides that when ar ticles imported for holiday trade are brought in elaborate covering, suita ble and designed for other uses than coverings, they should be taxed one hundred per cent. Tho Jirilish Medical Journal publishes a synop sis of Sir Morrell Mackenzie's forth coming book. The doctor asserts emphatically that Emperor Freder ick received his death blow April 12th, when, through the' clumsiness of Dr. Bergman in his operation on the emperor's throat, a false passage was forced through tho trachea, from which tho fatal symptoms soon de veloped. Butfor this blunder, Dr. Mackenzie claims that the emperor would have lived at least ten months longer.
