Cleveland, Ohio, Oct 5. Five workmen were seriously burned by an explosion of gases in the new wa ter works tunnel this morning. The tunnel was lighted by the electric light and an electric spark from one off the wires ignited the gases and caused the explosion, THOUGHT TO HAVE SUICIDED. New York, Oct 5. -Tho trustees of the gratuity fund of tho produce ex change havo concluded after a thor ough investigation that attorney Foster had no accomplice in forging mortgages. Oswego, N. Y., Oct. C. A terrible collision occurred near .Hannibal sta tion, on tho Rome, Watertown & Og densbnrg railroad this morning. The Lehigh Valley passenger train col lided with a wildcat train from Us weco. on a curve at Deep cut. The wildcat train was running at the rate of fifty miles an hour and tho Lehigh Vallay train forty miles. The loco motives were smashed into a thou sand pieces and the cars nearly de molished. Of the wildcat train's crew, engineer Slatterly was killed, and fireman Riley frightfully scalded, and tho conductor and brakeman both badly injured. Of the Lehigh train, engineer Hatch was badly cut and scalded, conductor Whitgate and brakeman Smith badly hurt, and the former may die. blaine's ekoageiients. Detboit, Oct C. In consequence of a slight cold and hoarseness which has developed since his speech in the open air yesterday at Adrian, Mich., Blaine determined this morning not to go to East Saginaw and Ishpem ing. His determination was strength ened by reports of icy temperature iu the northern peninsula. Mr. Blaine is at the residence of Gen. Alger, where he will remain till Monday, when he will fill bis engagement at Grand Rapids. From that point he will proceed to Indiana. He will ar rive at Chicago about the 17th or 16th of October. There is nothing serious in his present indisposition and the cancelation of East Saginaw and Ishpeming dates is caused simply by his desire to husband his voice. NO CONOBESSIONAL ACTION. Washington, Oct. 5. It is not probable that any action will bo taken by the senate toward tho enactment of a law to allow the Chinese who had embarked on their return to tho United States duly provided with certificates before before the passage of the bill, to land upon thoir arrival in this country- The president, in his message to congress, sug gested that some such law as this be enacted by bill or resolution, and he also asked that S276.619 75 be appro priated to indemnify the Chineso for outrages committed upon them in frontier camps and eetttlements. An item to pay this money was entered in the treaty rejected by China, and an appropriation therefore has since been inserted in the general deficiency bill, of which fact tho president should have been aware. There is diversity of opinion as to the right of Chinese now in transit to this coun try and provided with bona-fide cer tificates, to land on their arrival. The question at issue seems to be whether the Chinese now en route to the United States enjoy any acquired rights under tho former law that can not be taken from them by the law. In any event lawyers here say that the question will probably be settled by the United States courts in San Francisco, and will requirono further legislation by congress. A TREATY RATIFIED.
