CO Itc gaily Swstoriatt. ASTORIA. OREGON: TUESDAY. .OCTOBEi: 2. 18SS. THE SITUATION. That tho Astoria and South Coast railroad can be built is a fact That it should be built is also a fact. The needed requisite which appears to be lacking is earnestness and "push." There is some shuffling that should be absent. A promise with a string tied to it is worse than no promise at all. The way the matter now stands, is, that while everyone has promised the right of way, no one has given it While the right of way is virtually granted it is actually non-existent Just whether it is uilatonness or lack of energy on the one hand or lack of appreciation and co-operative aid on the other is not the question. Besults are tho only tangible things to look at To find fault or locate blame is not the essential. It is childish and undignified to adopt any other course than to decide that the road must and shall be built, and go ahead. The first thing to do is to get the right of way signed; to have the agreement iu black and wliite. Till that is done nothing is done. The thing lacks a leader. To hold back and cast around, and each one wait for the other to "do something," is to fail. There need be no possibility of fail ure if prompt and energetic action be taken. This is an opportunity, and now is the time. There has been too much hemming and hawing and backing filling, and waiting to sec what others will do. The way for earnest men to do a thing is to do it Tho matter grows tiresome, and if those who mean business stand in and push, tho whole thing can bo arranged iu forty- eight hours. But it can't bo arranged by simply saying, "That's so," when yon read this, and then waiting to see what the others are going to do about it m m Few of the crowned heads of Europe have been more fortunate than king Christian of Denmark. If dynastic alliances could assure peace between nations, such widespread marital relationships would surely afford the neceasary guarantee. L There was a full meeting of the finance committee this morning, at which three or four points left open in the senate tariff bill were considered and disposed of. The Journal re ports two failures on tho board of trade this morning, as tho result of the advance in wheat. The firms mentioned aro Frank Clifton & Co. and P. Orr. Tho amount for which they aro short is not mentioned. SIGNED AT LV5T. Washington, Oct. 1. The presi dent has signed the Chinese bill and transmitted it to congress accompan ied by a long message. Tho provisions of the act are to ap ply to all persons of tho Chinese race, whether subjects of China or other foreign power, except Chinese diplo matic or consular officers and their attendants; and tho word "Chinese laborers" wherever used in this act shall be construed to mean both skilled and unskilled laboreis ami Chincso employed in mining. Tho master of any vessel arriving iu tho United States from any foreign port or place with any Chinese passengers on board shall, when ho delivers his manifest ol cargo, and it tuero be no cargo, when he makes legal entry of his vessel, and before landing or per mitting to laud any Chinese person "unless a diplomatic or consular of- hcer, or attendant of sucli ollicer,' deliver to tho collector of customs of the district in which his vessel shall have arrived, tho sealed certificates and letters as aforesaid, ami a sopa rate list ot all Chincso persons taken on board his vessel at any foreign port or place, nnd of all such persons on board at tho timo of arrival as atorsaid. Such list shall show the names of such persons nnd other par ticulars as shown by their certificates, or other evidences required by this act, and such list shall be sworn to by the master in tuo manner required by law in relation to manifest of cargo Tho master of any vessel shall not permit any Chmeso diplomatic or consular officer to land without hav ing been informed by the collector of customs of tho official character of such officer or attendant. From and after the passago of this act no Chinese laborer m the Unitcu States shall be permitted, after hav ing left, to return thereto unless- he has n lawful wife, child or parent in tho United States, or property therein of the value of $1,000, or debts of a like amount due him and pending settlement. Marriage to such wife must havo taken place at least a year prior to tho application of tho laborer for a permit to return to tho United States, and must have been followed by continuous cohabitation of tho parties as man and 'wife. Tho Chi nese laborer possessing tho requisite certificate shall be admitted to the United States only at the port from which ho departed therefrom, and no Chinese person, except Chinese diplo matic or consular officers, and their attendants, shall be permitted to enter tho United States except at the ports of San Francisco, Portland, Or., Boston, New York New Orleans, Port Townsend, or such otlier ports as may be designated by the secretory of tho treasury. Any Chineso person or person of Chinese descent found unlawfully in the United States or its territories may bo arrested upon a warrant is sued upon complaint under oath, filed by any party on behalf of tuo United States, by any justice, jndge or com missioner of a United States court. returnable beforoany justice, judge or commissioner of a United atates court or beforo any United States court, and whon convicted upon hearing and. found and adjudged to bo one not lawfully entitled to be or remain in tho United' States, such porson shall be removed from tho United States to the country whence ho came. But any such Chineso person convicted before a commissioner of a United States court may within ten days from such conviction appeal to the judge of tho district court for the district A certified copy ot the judgment shall bo made, and it may be executed by tho marshal of tho district or any officer having authority of the marshal under the provisions of this section, and in nil such cases persons who brought or aided in bringing such persons into tho United States shall be liable to the government ot the United States for all necessary expenses incurred in such investigation and removal, and all peaco officers of tho several states and territories of the United States are invested with the same authority in reference to carrying ont the pro visions of this act as marshal or dep uty marshal of tho United States, and shall be entitled to like compensation. finding innii OUT. nrrrmnn OnL. 1. Thero are excellent reasons for believing that tho Republican national committee has changed Blaine's appointments for Indiana, owing to a pressing de mand from Connecticut and New Jersey and other eastern states. Tho Indiana canvass will be conhneu, per haps, to two speeches. LONDON NOTES. London, Oct 1. Snow fell through out England to-day. Mortimer Sackville West, first bar on of Sackville, 13 dead, in his sixtieth year. Several persons have beau arrested on suspicion of being the White Chapel murderer. The Financial News bas offered a reward of three hundred pounds for the capture ot the murderer. There is talk on the stock exchange of offering further re ward. AN IMPORTANT MATTER. Boston, Oct 1. The department of state of Massachusetts has written to senator Hoar calling his attention to the following discrepancies in the electoral college laws: Tbe United states statutes pro vide tnat a messenger from the electoral colleges in the various states shall deliver papers containing lue votes of their respectivo colleges to the president of the senate before the first Wednesday in January. The colleges havo met heretofore on tho first Monday in December, but tho law passed by congress in 1887 changed the time of tbe meeting to the second Monday in January, while the provision regarding tbe delivery of the vote was left unaltered. The question will have to be set tled by tho authorities at Washing ton. terrible starvation. Winnipeg, Oct. I. A terrible tale of starvation and destitution among tho Indians comes from the Atha basca and Peace river country, in the form of n petition to tho minister of tho interior for Canada. It is nigned by thoanglican bishop ot that dio cese, six clergymen and missionaries and several justices ot the peace. This document, officially passed by tho Synod ot Athabasca diocese, sets out that owing to tho great mortality among the beavers and other smalt game, tho Indians for nearly a year have been in a perpetual state of starvation. Their food supply and power of proouring clothing' have been affected. They are now in a complete state of destitution and nn ablo to provide themselves with cloth ing, ammunition, etc., for the winter. Many of their dogs, so necessary to tho Indians for traveling and hunt ing, have perished, thus seriously in creasing the difficulty of getting a living. During the winter of 1880-87, on account of starvation and consequent cannibalism, a party ot twenty-nine Ureo Indians was reduced to three. In the Mackenzie river district sev eral deaths by starvation and one or moro cases of cannibalism occurred Inst winter, and among the Fort Chippewayan Indians between twenty nnd thirty starved to death., and many women nnd children aro now perfectly helpless and must starve to death or eat ono another this winter, unless help comes. GENERAL nARRISON's CHECK. New York, Oct 1. General Har rison has sent n cash contribution to tho Bepnblicau national committee. It is understood his check for $750 was sout, made payable to the order of Col. W. W.
