Sore Eyes

IN THE U. S. SENATE.
Washington, Sept. 25. In the
senate Stewart offered a resolution
calling on the president for such
information as he has received
since the 7th inst., as to the action
of the Chinese government on the
recent treaty.
Edmunds suggested that the
resolntion would better be consid
ered in executive session, for rea
sons which he would state in ex
ecutive session. The resolution
thereupon was laid npon tho table
temporarily, and the senate, on
motion of Edmunds, proceeded to
executive business with closed
doors.
The resolution was withdrawn
by the senator from Nevada as
soon as the doors were closed, to
give Edmunds an opportunity to
offer an amendment calculated to
bring out any official correspond
ence which may have taken place
dnring the pendency of the re
striction bill. The resolution went
over for the day under objection.
Tho doors were opened at one
o'clock. Sherman's resolution for
an inquiry into the state of rela
tions between the United States
and Great Britain and Canada was
taken up, and Morgan proceeded
to discuss it.
He yielded the floor temporarily
so as to permit Allison to report
back from the committee on ap
propriations the house joint reso
lution to continue the provisions
of the present law providing for
tho expenditures of the gov
ernment up to and including the
10th of October. The joint reso
lution was passed. It is the fifth
of its kind passed this session.
Morgan then resumed the floor
and proceeded with his argument.
He paid a high compliment to the
president for his clear sight and
courage. There was, he said, no
trimming, no double-dealing, no
hiding away of his opinions on the
part of the president.
Dolph replied to what he desig
nated the extraordinary speech of
the senator from Alabama. He
spoke of the inconsistency of the
Democratic senators, who, from
being on tho British side when the
treaty was pending, were now the
most radical advocates of retalia
tion. He regarded the president's
retaliation measure as a most ex
traordinary document. After thp
rejection by the senate on the fish
eries treaty, which was "a shame
ful surrender of American rights,"
the president had been left free to
execute the retaliation act of
March 3, 1887, but chose to blus
ter rather than to act, and under
took to instruct the senate on the
question. The president demanded
power to do what he could to pre
vent transportation in bond and to
from Canada, the exercise of which
would hurt American transporta
tion companies and would tend to
destroy American industries, and
would hardly harm Canada at all.
It would divert the transportation
of goods to or from Canada across
American territory by American
transportation lines. It would
give an opportunity for the build
ing up of Canadian lines, and it
would, in the end, as claimed by
leading men of Canada, be of ben
efit to the Canadian provinces.
The exercise of the power in the
president's hands under tho net of
March 3, 18S7, would have injured
Canada. "Was that the reason
why the president had not exe
cuted it? The power asked for
would injure American interests.
Was that why the president de
sired it? It would seem to be the
president's desire to retaliate on
the people of tho United States
rather than on the people of Can
ada. At the close of Dolph's remarks
the resolution was referred to tho
committee on foreign relations,
Sherman stating that it would be
considered to-morrow.
