A correspondent desires to know what would be done if Harrison and Morton should be elected and should both die before the electors from the several states meet to cast their votes for president and vice-president. The question is not exact in its terms. Neither Harrison and Morton nor Cleve land and Thurman can be elected until the electors from the several states have met and cast their votes for president and vice-president, or for president or vice-president if one of the candidates the electors favor should die between the date of the election and the date of the meeting of tho electors. The con stitution provides (Article II, Sec tion 2) that "each state shall ap point, in such manner as the legislature thereof may direct, a number of electors, equal to the whole number of senators and representatives to which the state may be entitled in the congress; but no senator or representative, or person holding an oflice ot trust and profit under the United States, shall be appointed an elector." The electors are required to meet in their respective states and vote by ballot for president and vice president, one of whom, at least, shall not be an inhabitant of the same state with themselves. This, except the personal qualification for both president and vice-president as to nativity and age, is the only constitutional limit upon the power of the electors to choose a president. What would be done in the event of both of the sttccss ful candidates dying between the date of the election of electors and the date of the meeting of electors is subject to the unwritten law which requires electors to vote for tho candidates of their party. The constitution places in the fiands of tho electors the power to vote for whom they please, providing the person voted for is eligible, but the unwritten law is that they shall vote for the two men the party which placed the electors in nomi nation designated as their choice. There is nothing in the constitu tion to prevent a majority of the electors chosen in November from voting for other men than their party had placed in nomination. For example, if a majority of the Republican electors should be elected in November and tlipy should agree to vote for another eligible man than Mr. Harrison the person so voted for would be elected. The popular idpa is that the president is elected on the first Tuesday after the first Monday in November, while in fact it is only the electors who are elected. The president and vice-president are elected on the first Wednesday in December, the day provided by law for the electors to meet in their respective states. Our cor respondent will see, therefore, that a.majority of the electors chosen in November have the power to name new candidates if both the candidates named by the conven tion of their party should die be tween the date of the election of electors and the meeting of elec tors, but it is not in accordance witli the spirit of tho usages gov erning the selection of candidates that they should exercise that power. The natural course to take in the emergency supposed would be to call the national con vention of their party together again that the party might name the candidate the electors should vote for.
