NOTICE is hereby civen that the as
sessment made by Ordinance No. 1,031
of the City of Astoria, Clatsop county,
Oregon, and which ordinance passed
the Common Council on the 14th day of
August, 1888 ana was approved on the
15th day of August. 1888, for the im
provement of West Sixth street in the
city of Astoria as laid out and recorded
by J. M. Shively, from the north side of
Water street to the south side of Wall
street, in the manner provided by Ordi
nance No. 1,014 of said city, and which
ordinance passed the Common Council
en the 28th day of June, 1888. and was
approved on the 29th day of June, 1888,
on each of the following described lots
and portion of lots fronting on said por
tion of said street is now payable at the
office of the city treasurer in U. S. gold
or silver coin, and unless paid within
five days of the final publication of this
notice, to wit: on or before Monday,
September 17th, 1888., the Common
Council will order wan-ants issued for
the collection thereof. The assessment
is as follews:

The New York Sun thinks that
the Democratic national committee
hasmade a bad use of money in
subsidizing the New York Star.
The Sun figures out the weekly
deficit of the Star at $2,700, and
doubts if it will do the party any
real good. The tm's judgment
of the value of subsidized papers is
correct. Money paid for the
opinions of a newspaper is money
thrown away. The public are
quick to discover the causes of a
change of opinion on the part of a
newspaper, and prompt to with
draw from opinions so influenced
the consideration that may former
ly have been given. The Star
ha always been a Democratic
paper, but of late it has bad little
popular support. It has been
used as a personal organ by one
rich man after another, and conse
quently has not had the influence
it might have had if it had de
pended on the public for its exist
ence. The latest report is that
J6hn R. McLean of the Cincinnati
Enquirer has taken the Star off
the Democratic committee's hands.
McLean is said to be emulous of
the fame of the proprietor of the
World who resuscitated a jour
nalistic corpse and made it stand
on its own financial legs. 5. F.

Notice.
NOTICE is hereby given that the
Common Council of the City of Astoria,
Clatsop county, Oregon, propose to or
der the improvement of that portion of
Washington street, In the City of Asto
ria. Clatsop county, Oregon, as laid out
and recorded by John McCIure. from
the south side of Astor street to the
north end of said Washington street, by
cutting and filling with dirt to Its es
tablished grade, and by planking that
portion between Squemoque street and
Concomly street to a width of twelve
feet on each side of the Astoria Street
Railway track now built through the
center of said portion of said street, and
by planking said street between the
south side of Astor street and the south
side of Squemoque street and between
Concomly street and the north end of
said Washington street to a width of
fifteen feet on each side of the center
thereof, and by raising the plank gut
ters now upon said street where the
grade shall require tho same, and by
building new gutters where there are
none, and by repairing the sidewalks
where necessary and building new
sidewalks where there are none, on
both sides of said street.
And unless a remonstrance signed by
the owners of two thirds of the property
fronting on said portion of said street
be filed with the Auditor and Police
Judge -within ten days of the final pub
lication of this notice, to wit: on or be
fore Tuesday, October 9th, 1888, the
Common Council will order said im
provement to be made.
