THE STEAMBOAT RAILWAY.
Meeting of The Special Board of U. S.
Engineers.
The special board of engineers,
appointed by the secretary of war
steamboat railway around The
Dalles of the Columbia, held a
meeting at the office of Maj. Hand
bury in Union block yesterday,
puisuant to announcement.

and was asked a number of ques
tions concerning the navigation of
the Columbia.

the style of boats now in use, as he
thought the boats now in use could
be safely carried in a properly
constructed cradle.
He then stated the size of boats
now in use on the Columbia nnd
Snake rivers, and explained that
tlie reason that they were all stern
wheelers was because this Iciml n(
boat handled much better in swift
water, in regard to D arging on
the upper Columbia, he said if the
rapids were improved he thought
a boat could handle three barges
150 feet long by thirty feet broad,
which would carry nearly 300 tons
each down stream. If he were in
tending to use barges he would
build a steamer not so long as those
now in use but as powerful as she
could be made.
Capt. Troup said there was a
very general misunderstanding in
regaru to me amount ot territory

The country along the river is not
wheat producing.
When asked what he called
country tributary to the river, he
said any section from which farm
ers could haul wheat to the river
in one day, returning home the
next; this would be sixteen to
twenty miles. If the river were
opened narrow gauge roads would
probably be built from many
places to it, to carry wheat to the
boats.
A man of the inland emnire was
then produced and Cant. Tronn
pointed out where the wheat belts
are.
It was asked whether in case
the obstructions of The Dalles nml
Cascades were removed barges
could carry wheat from the upper
river to Astoria, to which he re
plied that barges which could
come as far as Portland would
hardly be safe to go to Astoria.
Capt. Troup said it was his
opinion that in case the river was
opened, the greater part of the
wneat snipped down it would be
carried in barges. There would,
however, be no trouble in build
ing a steamer which could carry
1,000 tons fiom Wallula to Asto
ria if the river were improved.
In reference to using large
barges on the upper Columbia,
Capt. Troup said it was imprac
ticable, as the turns were too
short, and there were several bad

He then explained that if the
wheat came to market between
April and August all thn whunt
along the Columbia could be trans-

son no one cared to ship wheat.
As to a railroad around The
Dalles, he said it would be very

but it would not pay to handle
wheat many times. If it had to

used between Portland and The
Dalles and lighter, smaller ones
above.
Captain Troup stated that the
largest amount of wheat tributary
to the Columbia came out of the
Snakeriver. There was plenty of
water in this river to make it nav
igable in the eighty miles from
Riparia to the Columbia. There
were several rapids not navigable
at low stages of water.

Bowing Up Hill.
A correspondent of the Journal
of Education writes that paper
that he has a pupil with a brisrht
father who likes to ask his boy
questions with which to disturb
his teacher's peace of mind.
His latest was; "How do
you explain the fact that the
Mississippi flows up hill?" The
puzzled teacher writes to the ed
itor for a more definite answer
than he himself was able to srive.

equator, causes the waters of the

grade of thirteen miles from the
equator to the poles, has no ten
dency to run down hill, but merely
keeps its apparent level surface.
The rotation of the earth, there
fore, makes the real "level of tlie
sea" an inclined surface from the
equator to the pole. If the earth
did not rotate, the water would .ill
flow the other way.
