China will .welcome any legisla tion on the part of outside powers which may keep her people at home. Such legislation is in the eyes of tho Peking government police service for China. IL The only parties who complain of this legislation are Hong Kong British ship owners, whose interest in the coolie trade is the same as that of their ancestors in the slave trade. IIL And all this "agitation" in China over the restrictive legislation in American states and British colo- t nies is the agitation of the merchants themselves who are "working" public opinion to be enabled to retain their trade, and who would carry rattle snakes to tho Garden of Eden for pas sage money. The agencies which are flooding the east with contract laborers are flood' ingthe Pacific coast with Chinese. There, says the S. F. Call, are two profits in this traffic one which the transportation companies realize from the sale of tickets, and one which, the importers of cheap la borers realize from the service of their bondmen. Congress ought to be able to protect American labor from the re sults of such, selfish agencies. It should attach penalties to the viola tion of its laws which would make their violation unprofitable. But as a preliminary step to the enforcement of anti-Cb'nese laws on the Pacific coast, an example should be made of the federal judges who have twisted the law to suit the interests of the importers of cheap labor.
