In an interview Parnell says he believes the home rule movement will result in tho estab lishment of an imperial parliament in which England, Scotland, Ireland, Wales and the colonies will be repre sented. Each country would have a sep arate legislatu re to manage its local af fairs. The imperial parliament, he thought, would supplant the house of lords. Parnell does not believe the next election will return to house of com mons a majority of less than 120 Glad stonians. Crrx of Mexico, July 10. Reports from the inundated districts are heartrending in the extreme. There are in Leon alone 15,000 people entirely dependent on public charity, many of whom were in comfortable circumstances before the inundation. The wholo country is responding nobly to appeals for aid. The Fed eral nnd Guanajuato governments have taken the lead in the work of charity, and many thousands of dol lars have been subscribed by private individuals. The members ot the Federal supreme court have donated 5 per cent of their salaries for the present month, and recommended all Federal officers and employes to do tho same, which suggestion will pro bably be accepted. Archbishop Labastida has issued a circular to the clergy requesting that the pastor of each church in the re public appoint two committees, one ot of gentlemen and one of ladies, to ask relief for the sufferers. There was a large nnd enthusiastic meeting held in Congress Hall in re sponse to call made by Romero Rubio, iu the name of the president. Presi dent Diaz presided. In n brief speech he explained the object of the meet iug. Mr. Rubio suggested a simplo programme of proceedings which con sisted ot the appointment ot a cen tral committee of nine persons with authority to appoint mtbeommittees, so ns to reach nil the inhabitants of the city. He also stated that all the governors of the states have been requested to org.mize movements of a similar character. Both he nnd president Diaz alluded to tho fact that foreigners had been among the first to respond to the appeal from Leon nnd Silno. On motion of Romero Rubio, tho plan of organization was adopted, nnd the president appointed n chair man with power to appoint other membzrs. When the committee had been appointed, tho secretary an nounced that president Diaz, in or der to secure immediate results, would head a subscription which would bo opened and, then in n few minutes it was announced that the execntive department of the Federal government had subscribed from a special fund S10.000. President Diaz gavo S1,000, when the persons pres ent crowded forward and subscribed most liberally. In n few moments S301.200 had been subscribed. A telegram was received from Mr. Ayer. the Chicago lumber merchant. subscribing 8500, which was received with great applause. It was stated that in Leon alone there are 13,000 persons entirely de pendent on charity, ninny of whom have lost considerable property, and have been reduced from comfort to poverty by the inundations. It ajt pcars that besides the cities of Leon and Silno, many villages have been totally or partially destroyed, aud that the suffering is moro widespread than is generally known. President Diaz said that, no matter what the result of the meeting might be, Jt would be only possible to alleviate the distress in part. The "T. J. Potter." The now O. R. & N. steamer T.J.
