The editor of the Oregonian tele graphs from New York city that "tug and towage service on tho bar and riYcr are to be undertaken and main tained by the O. K. & N. Co., not only as a necessary thing for tho relief of Columbia river commerce, but also for tho protection of traflic on the O. E. & N. railway and steamship lines." Whether this is exact or supposi tional is a query. The O. E. & N. Co. has been besought by Portland to take such action, and the O. I?. & N. management has quite recently evinced a disposition to run its busi ness on broad-gauge principles. But here comes a divided interest In one vay it is to the interest of the O. E. & N. Co. to have the present condition of things continuo to exist Owing to high towage service there is a difference of ten shillings a ton in the value of wheat afloat at Astoria and wheat afloat at San Francisco. This fact is made a sourco of profit by tho 0. E. & N. Co. That company has a present contract to carry 20,000 tons of wheat from hero to San Francisco at $2.70 a ton. The company's steam ers are going down anyhow; tho cost of handling the grain is nearly all the extra expenso entailed by the carriage of tho grain, and this one contract is a matter of profit to the O. E. & N. Co., of about 830,000. "Were things different on tho bar theO, B. & N. Co,, couldn't make this profit, because there would be no difference in favor of San Francisco to make such a profit in such a way possible. It is difficult, therefore, to sec just why the O. E. & N. Co., will dclermino to do what the editor of tho Oregonian now in New York city says it will do, when such action will cut off such a handsome feource of net profit a9 wo have shown exists under present cir cumstances. Tho only hypothesis is that tho O. B. & N. Co., has experienced a change of heart, or else the intention is to run on so broad a cuage that tho loss of such a trifle as $50,000 will be a mere bagatelle as compared with tho in creased profits accruing and resultant from the happier state of affairs occa sioned by the company's action in reg ulating bar service and lowering it by active and intelligent competition. American enterprise has cast a sol id steel gun in ono piece. Not longer than three months ago this feat was pronounced impossible, though con gress had appropriated $20,000 last year for the pnrchase of solid steel guns, provided they could bo made. Tho Pittsburg Steel Casting company has' abolished this alleged impossibili ty, and has made a beginning of the long desired work of superseding the old style of built up cannon, by guns solidly cast The new piece admirably stands all the merely mechanical tests of toughness, nndwill be submitted to firing tests of increasing severity at Annapolis. In other words, they will try to make it burst. As it costs only 3,300, as against $22,000 for a built up gun of tho same caliber, its prob able success at Annapolis will mako a new era in the history of ordnance. The state prohibition party plat form invites attention. It is by no means a platform of ono idea, and the party that endorses it cannot bo con sidered a party that has but one in tent and that intent prohibition. It upholds prohibition foremost, but en dorses and demands a great deal more. Among the more are many things that aro ideally good and some that are better. In some things conserva tive, in others radical, it is calculated to attract considerable attention and presents enough of a variety to enable almost everyone to find something on which he or she has a positive opinion. The new treaty with China requires the United States to pay to the Chi nese Governmeut $275,019 in full of all claims by Chinese, against Ameri can citizens for damages, now tho Chinese citizens aro going to got it after the Chinese government has gotten hold of it is a questien: but as the Chineso government would prob ably get the money anyhow if tho Chi nese citizens got it first, perhaps it is just as well that tho latter will not be tantalized by seeing it pass through their hands. Tlie Device of a Kansas City Man Catches Many Cnlprits. The barkeeper called his attention to a printed card which hung several feet abovo the rack on tho wall. It read as follews: "Anyone attempting to steal the umbrella is expected to set 'em up." Tho card hung so high on tho wall that a casual observer would fail to notice it. The barkeeper, with an eye to busi ness, had all these preliminaries fully arranged for the first rainy day of the peason. It was early in tho morning that the initial victim appeared. The humid clouds woro distilling a drench ing shower as an able practitioner of tho law appeared for his morning cocktail. He drank the liquid con coction with evident relish, nnd then, buttoning on his coat, moved toward the door. The umbrella caught his eye. It was raining cats and dogs. He cast a furtive but harried glance over his shoulder at the barkeeper. That ingenious worthy was giving his whole attention to his glasses. Then tho lawyer's hand went out swiftly to the alluring umbrella. He touched the handle the alarm rang out clear and distinct the barkeeper turned his luminous eyes on the culprit. "Old man," lie observed with gentle tenderness, "just read that card above your head.' JLho lawyers glance took in tho sit uation nnd he returned to the coun ter. "What shall it be?" ho inquired with all a lawyers effrontery. "Well," repliod the barkesper, "'33 j'ou and I are tho only persons pres ent, I reckon you will have to stand a small bottle." "Set them up." The wine was drunk, and the deci- ple of Blackstone, truo to his calling announced his intention of remaining a few minntes to see what the next customer would do. Even as he spoke, a bustling, act ive broker put in an appearance. "Whisky straight, please. It's an awful wet mornins.'' And, scarcely waiting for his change he was hurrying out, wnen suddenly his feet seemed trlued to tho floor. A swift clanco was cast back at tho dis' penser flf drinks, and then his nerv ous lingers closed nxmly on tuo nan die of tho umbrella, lho warning bell rang out its signal, and the bar keeper and the lawyer gazed in aston ishment at the nilferer. "You had better look at the card on the wall." suggested tho gentle man with the white anron. Tho broker looked and came back slowly to the bar. "I gne33 we'll have a bottle on this but Pd like to stay here awhile and see some other fellow caught." And he did. There was a constant influx of visitors and the warning bell rang almost incessantly. Every man stayed to see some other culprit caught in the act The house never did such a thriving business. And it has kept np ever since. A mysterious rumor went abroad that something out of the ordinary line was to be seen at tho place in question, and every day since the saloon has been invaded by eager crowds. Tho rainy weather has kept the trap in active operation. And as those who go in and are bitten remain to see who will be tho next unfortunate, "settin 'em upior tho crowd" becomes a very serious business. Occasionally tho man pleads poverty, but they make him leave his watch or diamond ring while ho goes out for the money to redeem it. There is no backing down. The man had rather treat than bo thought a thief in earnest, and this is the only loophole he has for escape. Kansas City Times. Electric Bitters. Tho time is fast approaching" when tho now rising generation will wonder at the folly of having ever neglected such a means of salvation; for the mas3 of evidence on this subject which has recently accumulated has now compelled attention from the most skeptical, and tho experiments so successfully carried out on the stormy coast of Aberdeenshire, at the harbor of Peterhead, have borne fruit far nnd near. Some of tho fishers who had wit nessed them remembered them to good purpose when trying to enter the harbor at Stonehaven, and warned them of their danger by the white crested waves raging on the bar. Thev had with them only a littlo colsa-oil and a little paraffino for thoir lamps (vegetable and mineral oiisj so little that most men would have deemed it folly to cast such on the tempestuous waves. "But these men had nroflted bv their lesson. One man stood on either bow, nnd, just as tho boat approached the racing sun, they slowly poured out their offering to the waves, which, as it by magic, ceased to break, and rolled on in harmless green billows, which carried the boat safe into port. I have also hoard from Cornwall that a party of Cornish fishers who chanced to be at Aberdeen at tho time of the experi. ments, and there witnessed the still ing of tho waves, returned to their own granite bound coast with the conviction that thoy had seen some thing which hereafter it may bo well for them to practice.
