With considerable skill the Orego nian, in an amicably written article, yesterday, regarding grain shipments, seys: Modification ot the scheme of the joint lease by substitution of Astoria for Portland, making that port and the Sound ports "common points," in stead of Portland and the Sound ports, as proposed, would rob that agreement ot its most unfair and harmful fea ture. Eight here the Oregonian com presses the -whole question and states the exact fact tersely and truthfully. This paper his no quarrel with the Oregonian, nor has this community any quarrel with Portland. The con tinued misrepresentations made in the Oregonian, editorially and other wise, regarding Astoria, are naturally annoying, and its misstatements at times seem to be so flavored with malice as to invito and incite thoughts and language the reverse of compli- mmifcirv. Anvthins like a display of fairness R however, always recog nized, and in discussing this question the most important to the welfare of the commercial interests of the Columbia river country it is believed that an adherence to candor and ex actness on the part of the Portland press would bo moro productive of satisfactory results. The effort of the joint leaso scheme to place Portland and Sound ports on an equal footing is unjust and one sided. Justice, no less than true com mercial policy, requires that should that joint lease be mado Astoria should bo put on even terms with Ta coma and Seattle. The rest would retmlate itself. Astoria is put on equal terms as a terminal point for transcontinental freight with tho Sound, and San Francisco, thus right ly recognizing tho commercial re quirements in that regard. Equally requisite is it to maintain the proper business balance that in case the joint lease bo ratified that tho mouth ot tho Columbia and tho Sound bo placed on precisely the same fooling. As the Oregonian well expresses it in its issue of last Sunday: Any transportation agreement which proposes to put Portland and tho Paget Sound ports on an equal footing is par tial and unfair, because it would destroy our advantage in level grades from the interior without compensation for our disadvantage between port and open soa. If it were prepared to put the Sound ports and Astoria on even terms then there would be less reason to complain. Thero are threo points of view, the shipper, tho carrier, tho producer. Portland views it from the shipper's standpoint; the railroad and transpor tation companies, of courpe, from tho standpoint ot the carrier. In its many years' discussion of this question trade and transportation, 2,000,000; in manufactures and mechanical indus tries, 4,000,000. Total, 19,000,000. The Kentucky legislature will abol ish the county of Eowan. From Au gust, 185i, to June, 1887, there were twenty murders and assassinations and sixteen persons were wounded in tho deadly feud that raged almost like a Corsican vendetta in the county whose voting population did .not ex ceed 1,100. As things are at present, and as they have been, we believe that tho shipper's interests havo been to make Portland his headquarters. It seems to be tho policy of the Northern Pacific to get all possible toll by carrying the grain an unnecessary distance over nn impracticablo route, and until the rights of the producer and his interests are given the front rank to which their prominence entitles them the present state ot affairs may obtain. That the grain will ultimate ly be shipped to and loaded at Astoria in conformity with natural grade and commercial demands seems evident when two things are taken into con siderationthe growing area of grain land and the political and commercial power acquired by tho producers. These two factors must eventually, in connection with geographical reasons, send the grain down an open river to the sea. commissioner act, which defines the reciprocal duties ot master and sea men. In 1874 congress passed an amendatory law whioh prescribed that none of the provisions of the act of 1872, relating to shipping commis sioners, seamen and masters, shall apply to vessels engaged in the coast wise trade. Ho far as coastwise ves sels aro concerned it was urged that tho law of 1872 was practically re pealed, and thero was no law by which the acts complained or could bo pun ished. The commissioner decided this gronnd well taken, and the sail ors were discharged. The smallness of Astoria gives it a prominence it wouldn't have in a large city. It is ten times worse in every way in San Francisco, whero it goes almost unnoticed. If there were more people here, more industries, more to do, there wouldn't be one tenth the fuss about it that there is. A ship at sea looks small: in a river it ap pears large. Everything is relative. If every one of even those that are here had something to do, something to occupy their time and take np their attention thero wouldn't be so much time and space devoted to this matter, nor to a good many other unavoidable ills of life. Theee is in the United States at present, in round numbers, engaged in agriculture, 8,000,000; in profes sional and personal service justly embracing, as the census puts it, law jers, doctore and hired help of every domestic kind in ono class 5,000,000; In 18S5, 18S3 and 1837 thero wa3 an annual average importation ot tin plates into the United States of 3,000, 000 boxes, costing in England about $4 per box or S14,400,000. On this tho people of the United States paid an annual tnx of 83,960,000, Of this vast nnmber ot boxes of tinplate 1, 500,000 were used in canning food articles, 1,000,000 boxes in the manu facture of petroleum cans, and 1,100,- 000 boxes were used in roofing our buildings, making our domestic uten sils and in tho arts. Of the 3,600, 000 boxes of tin plato annually im ported into this country 660,000 boxes, or more than one-sixth, are entered at Baltimore, costing in England S2 610,000. On these a duty ot 8726,000 is annually paid.
