It is but little to tho credit of
tho city of Portland that in main
taining hei supremacy as tho com
mercial center of tho great north
west she finds no other means to
correct the abuses of commerce
said to exist at tho port of Astoria
than to blame tho poople of this
place for all tho evils flowing from
her own neglect.
Astoria is now but the outlet of
tho commerce of Portland; shohas
no merchants interested in ship
ping; no tolls to gather from the
"white winged messengers of com
merce" entering at her gate;
nothing but her fair name, so tar
nished by her great neighbor, to
preserve.
It is well known that some years
ago, when rates of towage over the
Cojumbia river bar were (as they
now' are) high, an opposition tug
boat was built by the public-spirited
merchants of Portland, those
directly interested in shipping, and
who now so loudly complain. This
bott was employed for some time
at a direct loss to its ouncrs, but
presumable advantage to their cor
respondents, the ship owners. This
loss was so seriously felt by her
owners as to induce them to com
bine with the very monopoly they
had desired to break, and even
then, after tho boat's realizing
some 50,000, or upwards, profit
in two years, these conservators of
commerce, not deeming this an
adequate recompense for the capi
tal otnployed, sold their boat to a
lumber compan-, leaving the ene
mies of tho commerce of the port,
an organized tug-boat monopoly
of San Francisco, in control.
Tho river towage, which is so
onerous to commerce, is cot. trolled
by tho O. R. & N. Co., a corpora
tion represented by Portland capi
talists in its directory. This abuse
is beyond Astoria's control and is
seldom mentioned by the repre
sentative press of rich Portland.
Can Astoria bo blamed for either
of these oxcossivo charges?
Tho abuse of poor Jaok, of
which so much cry is justly mad.-,
can and should bo. remedied---i "j
remedied by those directly 'ii' r
ested. Tne law, both Amor., .m
and English, is full enough, clear
enough and good enough to prevent
any abu.-.e or extortion from sail
ors or ships, and the sworn officers
whose duty it is to see theso laws
enforced, should not wait to be
called upon but act. Is it, or is it
not their duty to throw every safe
guard around poor Jack that the
law and common sense suggo3t.
When Jack arrives hero with some
pounds sterling due him from the
ship, the captain as agent for the
owners of the vessel encourages
him to desert, and thus forfeit his
wages. Now this is profitable to
the ship, and, so, bearable. When
the ship is lbout to sail new men
are wanted and Jack, who has
been encouraged to desert, to leave
his wages and come ashore, living
at his boarding house until his
spree is over and his credit exhaust
ed is compelled to ship, and the
sailor boarding master places a
price upon him to cover bis advan
ces; broad and extortionate profit
just in proportion to the demands
of shipping for men. Who ts re
sponsible for this; I say, the own
er who through his captain often
compels tho mon to desert. The
captain, and tho consul if ho fails
in his duty to protect tho men as
well as the ship. The seamen of
an American deep water ship
when arriving at an American port
arc discharged, but I know that
the same course is often taken by
mastors in foreign ports. Now
these poople never complain whon
seamen are plenty ami wages low.
Then it is all profit to them, but
with seamen scarce and wajros
high tho shoe pinches. In conclu
sion Mr. Editor I say that nono of
this abuse can occur first, if the
men do not desert; second, if de
serting they are properly reclaimed
and then if when shipped the con
sul, satisfies himself that tho men
have, themselves, secured the mon
ey said to have boen advanced and
endorsed on tho articles.
Tho people of Astoria, its offic
ers judicial or peace, are in no
way to blamo and it comes with
a very bad grace from Mr. Laidlaw
an English consul to mako such
sweeping charges against a com
munity before he takes the beam
from his own eye.

An Important Decision by Vilas.
Washington, March 17. Tho
secretary of the interior has render
ed tho following important deci
sion, involving the question of resi
dence upon homestead entries
prior to making final proef:
To the Commissioner of the
general land ofiioe Sir: I have
considered the appeal of William
A. Thompson from your office deci
sion of July 9, 1886, rejecting his
final proof for land therein men
tioned. I think this man is enti
tled to his patent. Ho made his
declaratory statement April 20,
18S3, alleging settlement a week
before, and shows that be made it.
It appears that he was absent dur
ing most of tho following summer;
that he was on the land from fall
until tho following spring; and not
absent six months at any one time;
that ho applied the proceeds of
his labor during two seasons, when
he was absent to the building of
his house and making improve
ments on his land, now valued al
together at 600; thathe was apoor
man ar.d his absenco was for the
purpose of earning means to im
prove his land, and that ho devot
ed all of his earnings with fidelity
to that purpose. In the spring of
tho third year ho left again, and
remained until the following Jan
uary, his purpose being to earn
money to pay for his land. Tho
amount neccessary was 200, a
considerable sum for a laboror to
save "from his wages in a year, in
addition to the necessary fee and
expenses. Ho appears to Lave
dune ii, and notwithstanding ho
was not personally present upon
his land during tho last six months
preceding the completion of his
entry, the fact cannot deny his
right.
He made a settlement in person
on his land; ho his orectol a

tho land, and he has inhabited it in

that this traot was situated
many miles from tho ordinary high
