Handbury, chief of the United States engi neering department in Chicago, has been ordered to Portland was as much of a surprise to the major himself as to his many friends. The fish commissioners have de cided that no salmon of tny kind or description shall be caught dur ing the close season. It has been the custom hitherto to fish for salmon at Oregon City during March and it was learned yester day, says Friday's N'ews, that parties were catching fish there at present. To-day Mr. Thompson will leave for Oregon City to in vestigate the matter, and if on in qu:ry it is found that the law has been violated the parties will be arrested and prosecuted. Gov ernor Pennoyer's attention has been called to the Oregon City matter and it is probable that be, too, will look into it and give it his personal attention. The fish commissioners think that express companies and their agents are as much interested in enforcing the fish law as any other portion of tho community is, for the reason that if the salmon be come extinct through ceaseless fishing, it means loss to tho ex press companies. The fish com missioners, therefore, think that the express people should refuse to carry salmon during the present month. It is against the law to catch tho fish, and the express com panies should, therefore, refuse to transport them for this reason alone, if no other existed. If this was done it would go along way towards preventing illegal fishing. Mr. Thompson stated that the law is generally being well ob served. A few complaints were made about parties fishing on the lower Columbia but those who filed them were in no case willing to swear out complaints for tho reason that the information came to them second-handed. .
