An Important Bill Agreed Upon by the House Committee on Public Lands. The sub-committee of the house committee on Public lands, which has been considering the various propositions to chauge the land laws last Thursday reported to the full committee & bill "to secure to actual settlers the public lands adapted to agriculture, to protect the forests on the public domain, and for other purposes." It is in effect a repeal of most of the exist ing land laws. Its provisions, in brief, are as follews: All public lands are to be classi fied as agricultural, timber, miner al, desert, or reserved. No timber land is to be sold, but the timber growing upon it may be disposed of to the highest bidder, in forty acre lots, the timber to be removed within six years from the date of sale. Mineral entries may be made of the same land, even after the sale of timber, but cannot im pair the right of the purchaser of the timber. The president may set apart any forest lauds as public reservations, on which the trees and undergrowth shall be protected from waste or injury, and he may employ the military for this pur pose. Lands valuable chiefly for stone and unfit for cultivation and destitute of timber may be disposed of under existing laws. The des ert land law is continued in effect with an amendment requiring en trymen to file maps exhibiting the mode of contemplated irrigation and the souree of water supply. Association is permitted in the case of persons desiring to co-operate in the construction of irrigating canals or ditches. No land is to be patented to any person under the desert land laws unless he has expended in its irri gation and cultivation and in per manent improvements at least S3 per acre, or at the rate of 1 per acre for three years. In the event of failure to meet this requirement the lands shall revert to the United States and the entry shall be can celled. Final entries shall be made and patents issued before the expiration of three years upon the presenta tion of proof of reclamation to the aggregate extent of S3 p-r arre. provided that proof be furtln-- re quired of the culiivation .f n: eighth of the land, but no suiu desert land entry is to exceed 320 acres, nor shall any payment he re quired therefer: and entries are further confined to bona fide citi zens and residents of the state or territory in which the desert land is situated. The existing laws relating to town sites, swamp lands, and other grants made by congress to states and territories are continued in force. The homestead law is amended so as to allow heads of families, citizens of legal age, or persons who have filed declara tions of intention to become such, to enter a quarter section oe so of public lands; but no person who is the proprietor of ICO acres of land, or who quits and abandons his residence on his own laud to reside on the public lands in the same state or territory, shall ac quire any right under the home stead law. me transier ot any portion of a land entry for church, cemetery or scnool purposes, or right of way for railroads or irriga ting canals shall not impair the right to perfect the title. Persons who have not had the benefit of the pre-emption law, and have failed for any cause except by sale or disposal of their rights to per fect title to tracts entered bv them may make a second homestead en try m lieu thereof. All laws allowing pre-emption of public lands, aud the act en titled "An act to amend the act to encourage the growth of timber on the western prairies," and all other laws in conflict with the pro visions of the present bill are re pealed, but all bona fide claims in itiated before its passage may be perfected. All laws relating to bounty land warrants, college, and other land scrip remain in force. The last section of the bill makes it unlawful to cut or wantonly de stroy any timber on the public lands, or to wilfully set fire to the timber or underbrush and leave the fire burning, exposing the trees to destruction, or to remove any timber from the public lands. Transportation companies and ves sel owners are forbidden to trans port such timber. Provision is made, however, that the section shall not operate to prevent any miner or farmer from clearin- his land In working, or from taking the timber necessary to support his improvements. During the Czar's visit to Cop enhagen a German conjurer was giving an exhibition of his skill be fore a royal party at Fedensborg when the Czar took up the pack of cards with which the prestidigita teur had been operating and said: "I will show you another trick, but I doubt whether you will be able to add it to your repertoire." The Czar then tore the pack of fifty two cards in two without apparent ly the slightest effort. The show man produced another pack and tried to imitate his example but in vain. Only those possessing wrists of steel can in this case follow suit. It is no trick, but the exer cise of almost superhuman strength.
