ASTORIA. OREGON:
SATURDAY.
..DECEMBEK 31. 1887
The next national Republican con
vention will be held at Chicago, June
19, 188S, and the following day James
G. Blaine will be nominated. The
date of the next national Democratic
convention has not yet been fixed, but
the day after that convention meets
Grovcr Gleveland will be nominated.
So that the candidates of '81 will be
those of SS, with the- exception that
C. 33. Fisk, instead of J. P. St John,
will be the prohibition candidate.
The curious fact that the usual heat
produced by friction is absent when
the articles are magnetized is just now
being discussed by scientists who are
seeking an explanation. Very strik
ing examples are described in a late
number of a scientific periodical. A
workman fastened a couple of power
ful magnets to his lathe to hold more
securely a piece of metal which he
wished to drill and turn. The pres
ence of the magnets kept the metal so
cold that no water was needed to keep
the drill moist and cool. This unusual
circumstance may lead to important
mechanical advantages. It is such
circumstances as the one noted above
that lead to valuable discoveries.
The scientists who are looking for a
reason why the heat should be absent
may not hit upon any valuable idea,
but some practical mechanic proba
bby will.
Just so sure as men nso common
speech and think of the same common
topics just so sure will their thought
become a common one, their beliefs
akin, and their religious aspirations
flow in sympathetic currents toward
a common plane. It Is utterly impos
sible for it to be otherwise. And this
is why we say that the future is
to see all these various forms of be
lief and the religious ideals of the
race blend more and more into a har
monious relation to each other, not a
dead level of sameness, but an
apprehension of the same basic
truths according to the intel
lectual and spiritual idiosyncrasies
of the various families of man. The
barriers that have kept men apart in
past ages rivers, mountains, seas,
deserts, and the still moro radical di
visions of language is rapidly disap
pearing under the march of invention,
which is the mission of the Occidental
civilization. And men are coming to
be in essence what they have long
been in theory a brotherhood. And
this is what the eye of prophecy sees
for the coming age.
Next Time They'll Bay His FMi.
The other day a man named Sker

a largo fish, which ho offered
to the bystanders for forty cents.
He could not, however, get a
higher bid than thirty cents,
which he refused. He commence.!
to clean the fish in the presence
of the spectators, and found in
its stomach a large purse containing

DOLPH ON RIVERS AND HARBORS.
AjLarge Appropriation Necessary for the
Columbia River.
"Washikgtok, Dec. 29. Senator
Dolpb, of Oregon, who is on the com
mittee which has the river and harbor
bill in charge, has devoted much at
tention to the matter. A correspon
dent asked him to-day to express his
vieus, which he did as follews: "The
report of the local engineers in charge
of the works for the improvement of
rivers and harbors not having been
presented. I have no mcaus to know
what the aggregate is of the amounts
recommended by them for the im
provement of rivers and harbors for
the next fiscal year. The estimates
of the local engineers were reviewed
and many of them put down by the
chief of engineers, who in his annual
report states that the amount that
can be profitably expended in the
next fiscal year on uncompleted works
in progress mentioned, being over
350 in number, is 340,011,990.77. The
amount estimated by the secretary of
war and submitted to congress by the
secretary of the treasury for tho con
struction, completion, repair, preser
vation and survey of rivers and har
bors is S12,000,000. An additional
sum for gauging the waters of certain
rivers, the examination of the south
pass of the Mississippi river and oth
er examinations and surveys and in
cidental expenses, amounting to S2K?,
470, is asked. Estimates of the local
engineers for river nnd harbor im
provement for the government work
at Wilmington, California, was $125,
000; for Humboldt harbor and bay,
$200000; for Coos bay, $200,000; for
the mouth of the Columbia, Sl,200,
000; forYaquina bav, $200,000; for
the Cascades, $100,000. The chief of
engineers has cut down tho estimate
for Humboldt harbor and bay $100,
000, and the estimate for Coos bay
$120,000. At the mouth of the Co
lumbia river, to enablo tho govern
ment to secure a sufficient and relia
ble supply of stone of suitable quality,
the construction of n tramway from
tho jetty to the mouth of Young's
river, appears to be necessary, which
will require an outlay of at least $S0,
000, and the work is of such n char
acter that it can otily be economically
pushed with large appropriations.
The force of the waves upon the ex
posed portion of the work will be
tremendous and there is a liability to
a stoppage of the work, a deep chan
nel being cut by tho current at the
end of tho breakwater greatly in
creasing tho difficult' and cost of a
further prosecution of the work. Tho
largo amount asked for by tho chief
of engineers could bo economically
expended in a siuglo year upon this
work.
The Cascades canal and locks which
when completed will open up the Co
lumbia river and make it navigable
through tho Cascade mountains, eo
that steamboats can pass without in
terruption from Portland to Tho
Dalles, is a work of great importance
to the peoplo of a region as largo as
New England, New York nnd Penn
sylvania. No benefit will be derived
from the work until it is completed.
With sufficient appropriations it
could bo finished within two years,
and it would be economy for tho gov
ernment to appropriate tho money re
quired for the purpose. Largo ap
propriations would enablo the gov
ernment to make contracts for tho
work and save inevitable los3, aris
ing from the damage by high water
in the Columbia.

Thirteen Thousand Miles of Railroad Con
structed Bur iii: 1S87.
Chicago, Dec. 29. The llailwuy
Aye, in its review of railway construc
tion for the year 1837, will say to
morrow that 18S7 has surpassed all
other years in extent of railway mile
age constructed in the United States,
the total so far reported reaching 12,
731 miles. Reports yet to come will
probably swell it to not less than 13,
000. This is all new main line track,
side track or relaid track not being
counted. A greater part of this pro
digious increase of railways has taken
place in a few western states. Kan
sas leads with a total of 2,070 miles;
Nebraska comes next with 1,101; Tex
as has 1,055, and then the follewing:
Colorado 818, Dakota 7G0, Michigan
700, Montana GIG, Missouri 551, In
dian territory -199, and so on.
Many of these lines have been very
costly, as for instance those over the
Kocky mountains in Colorado, the
Southern PaciGc extension, in north
ern California the Atchison, Topeka
fc Santa Fe's extension, the Northern
PaciGc work in the Cascades, etc
A careful estimate shows that not
far from $350,000,000 has been ex
pended on lines completed during the
year, counting buildings, equipments,
etc. Tho money which has thus been
expended furnished temporary em
ployment to a vast army of workmen,
and has given permanent employment
to another army of probably 63.000.
The extensions of the year bring the
railway mileage of the United Stales
to 150,710 miles.
