Tingle, special agent of tho treasury sent to the Seal islands, Alaska waters, last year, to super vise the taking of seals, has made a report, which has been sent to the senate. He reports that lower seals perished on the drives and fewer were killed by clubtnnr than formerly. He recommends that more natives be employed and educated by the lessees of the isl ands in the work of killing seals. The agent recommends that the method of paying the natives for work should be changed. Under the system now in vojjue the na tives are paid -10c a skin, and make about 300 in a season of six weeks. During the rest of the year the natives are at liberty to enjoy themselves. The agent rec ommends that a sum equal to 40c a skin be divirloil into annual sala ries, in proportion to the value of each man ami brv laborer, payable weekly or monthly, with an under standing that in consideration of thissalarly their time and labor be subject to the orders of the lessees and treasury agents at any and all hours. He recommends that a twenty ton vacht be sent to the islands. Increase of Mail Facilities. Washington, Dec. 19. The department has granted represen tativc nermann's request for addi tional mail facilities before Wal port, on the Alsea river, and New port, on Yaquina bay, in Benton count', and has doubled the pres ent service. Mr. Hermann has also filed pro tests from Astoria resrardinfr mail delays between that city, Shoal wa ter bay, Gray's harbor and Olym- p:a, Washington territory, and the second assistant postmaster-general authorizes a special service in ovent of repetition of mtsconnection. Fines are imposed, and for a con tinuance of the present delays the present contract, when complained of, will be cancelled. A Great Eaft Lost. New York, Der. 20. The steamer Jfariana, which under took to tow a blj; raft from .log gins, N. S., to New York, arrived at Whitestone this morning, and reported that the raft was lost Sunday morning in a heavy storm. Unless it is broken up the huge raft is now wanderiiir about in the track of European steamers, pre senting about sixteen feet solid bulk above water.
