Ax important caso involving the treaty relations of the United States with Hawaii and San Domingo -was argued last "Wednesday in the United States supnr ? court The case stands on the docket as Hugh Kell, plaintiff in error, against Edward L. Hedden, collector. The question pre sented is the alleged exemption from duty under the existing tariff of pro ducts of the Sandwich Islands, ad mitted free from duty under the re ciprocity treaty and the special act of congress, approved August 15, 1876. About twenty years ago the United States entered into a treaty, with the dominion republic, by which each country agreed not to charge higher import duties on the products of the other than were imposed upon like products from any other country. The importer claims the exemption from duty of certain sugars and other products imported by him from San Domingo, upon the ground that the articles were of such character that, had they been imported from Hawaii, They would have been admitted free of duty under the treaty between the United States and Hawaii, and the act of August 15, 187G, enforcing that treat'. The United States government main tains that the treaty with the Hawaii an Islands was not a mere reciprocity treaty, but was in substance a com mercial contract, by virtue of which Hawaii pays a valuable consideration for the admission of certain merchan dise to the ports of the United States. Counsel for the importer say that if the United States should be defeated in this case San Domingo might be come the Honolulu of the Atlantic coast, while if the United States should succeed, Denmark, Brazil, Central America, Peru, Persia and other foreign governments would be at liberty to shut out other manu facturers and products from their ports, without giving us any cause for complaint, for violation of existing treaties, pledging the United States an equality there with all other na tions. This, they say, would upset nearly all our existing commercial treaties with foreign powers. In the course of remarks by Charles Crocker on the occasion of driving the last spike in the California & Oregon railroad last Saturday, he said: "There was one thing I forgot to say when I held that spike up that it was about to unite the cities of Port land and New Orleans by one contin uous line of railroad controlled by one organization and I believe it is the longest line of railroad controlled by one organization in the world. It is 3,336 miles long one 'continuous lino with branches 5,000 miles in length. I feel proud that I can say that I have been associated with the building of this line from its commencement, and I am getting pretty tired of it; but I don't know but I will take a contract to build that road that Mr. Hoar has got started toward Alaska." The secretary of the navy, in his re port just published, says: The Brit ish government and Canada together are proposing for the establishment of a line of first-class steamers from Van couver to Japan. The subsidy is likely to be $300,000 annually 15, 000 from England and 15,000 from Canada. There will also be contrib uted from the naval reserve fund probably 5 per ton for each ship con structed for the route, which will in crease the sum by 125,600. Under such competition it is quite easy to conjecture what will become of the American flag and our resources in the way of a naval reserve in the North Pacific CoxsrxEKABiE stir has been caused in Chicago by the fact leaMng out that the KeeleyBrewing company has instructed its brokers to buy no barley grown in or shipped from the states of Iowa and Kansas. The secretary of the company says: "If they won't buy our beer, it is quite proper we should refuse to buy their barley." Louis Huck, the millionaire malster, said if there was a general movement he would ioiu it heartily. Ho de clares that the fanners of Iowa were hypocrites, pretending to believe in prohibition and raising barley for the manufacture of whisky and beer. The decision of British justice Man isty that American railroad share cer tificates are not negotiable, is reported to have excited considerable interest in London financial circles. Some banks have intimated to their custom ers a desire to have a reform of the present system, so that they may hold stolen certificates which are liable to be claimed by their owners. The New York Tribune says: The joint lease of the Oregon Kailway & Navigation company's property by the Union and Northern Pacific com panies has not yet been signed. In dications are favorablo to au early agreement It is said the reluctance of the Northern Pacific to carry out the arrangement authorized by the stockholders is susceptible of different meanings. Theke is a great boom in the dia mond and gold fields of south Africa. Americans interested in mining sup plies, machinery, tools and hardware are preparing to go thero for busi ness. The cranberry picking season on Cape Cod lasts only about bix weeks, but the New Bedford Standard re ports that many nimblo fingered Cape women have from 50 to 100 to show for it Three or four iron ore syndicates are being formed to operate in the Lake Superior region to increase the iron ore supply. One company has 10,000,000 and another 1,000,000. The batch of newly projected mills in the south is unusually large. The returns from investments are strength ening confidence. Completion of the Oregon Railway. The celebration near Ashland, Or.. to-morrow afternoon, will mark an important event in the history of the Pacific states. There will be driven, formally, the last spike of the line of railroad that for a few years has been in course of construction, connecting Oregon with California. The driving of the golden spike will mark the completion of direct rail communica tion between Portland and San Fran cisco, the chief commercial cities of the western empire, and bind with bands of steel the chief oities of the const, from Seattle to San Diego, a dis tance of over one thousand four hun dred miles.This railroad line completes the network of rail communication in the west, which began with the completion of the first overland line, eighteen yearr ago. Now, there are five main overland lines, binding east and west, and the northern and south ern limits of the great Pacific coast empire are united by the line just completed. Steamers connect the through coast overland line with Port Moody and the Canadian Pa cific. The connecting line with Ore gon means renewed prosperity for all the coast and especially upper Cali fornia and Oregon. It opens country that will attract readily some of the thousands of strangers now turning this way. More connecting railroads are sure to follow, and no one can predict the prosperity that the next decade will show. S. F. Bulletin, 16.
