Despite its palpable defects it put a large sum of monoy into the treasuries of the territory and the various counties in whose limits railroads have been constructed and operated. One of the noticeable defects in the law is that it does not provide that cit ies through which r.iihoads pass, and which, therefore, arc put to more or less expense because of the roads, shall receive a part of the revenue paid by the roads. Another noticpable defect about which much hue and cry is raised is the failure of the law to provide for securing: revenue from lands owned by railroads. Another de fect is that the wording of the law permits owners of logging roads to escape taxation of large amounts of property, on the plea that they pay a tax on their gross earnings. Many of the defects were called to the at tention of the legislature of 1885, but it failed or refused to correct them, and as a necessary result the people became more dissatis tied and more urgent in their de mand for the repeal of the law. iug in.it it would not only be un just to compel them to do so, but would be giving the Northern Pa cific a heavy Gnaucial advantage over them. There is much reason in the claim. Should the legisla ture decide that it is best to re move the objectionublo features of the gross earnings tax law by amendments it would be general ly considered that it had done a wise thing. Two bills have been introduced. One provides a com mission of five to be appointed by the governor. The other proposes that the territorial auditor and treasurer shall assess the property of railroad companies. Each pro poses to tax the right of way and all superstructures and buildings on it. Right here is a stumbling block. The charter of the North ern Pacific expressly exempts its right of way in territories from taxation. Courts hold that if the right of ;way is exempt, the rails, ties, station houses, etc., erected sources 01 masKa, anu open an overland commercial route between the United States, Asiatic Russia and Japan. Suppression of the Menses may be relieved by a dose of Ayer's Pills, which produce the desired effect through sympathetic action. It is a settled fact that there are large deposits of nitre at Lake Warner, in southern Oregon. Several persons are now prepar ing to locate claims there.
