"In England," lio says, "I bad a cell four times as large as this, -while in Austria I tvas simply restrained of my liberty." There is no finer jail connoisseur living than Herr Most, and his criticism of American lock-ups is undoubtedly worthy of attention. Oke of the most significant things connected -with the recent election in Atlanta, by which prohibition suffered defeat, is the fact that 3,825 colored voters were registered and permitted to cast their votes without intimida tion, and to have such voles counted in a fair and honest way. They were assured before the election by the leaders on both sides that their right to go to the ballot box and declare their preference for or against prohibition should not be disputed or interfered with in any respect; and, as a matter of fact, their votes decided the election. The moral lies in the suggestion that the col ored citizen's right to vote in Georgia on all other issues is just as certain and just as sacred as his right to vote upon a question of local temperance reform; but it is very well known that he is not permitted to exercise that right in general elections of any kind. Tire recent trouble with the anarch ists in Chicago and the prosecution of Johann Most in New York has sug gested the preparation of a bill which will be introduced in the house of representatives by George E. Adams, of Chicago, providing for the expul sion of dangerous aliens from territory of the United States. The bill as it now stands recites in the preamble, in effect, that aliens residing in the United States have lately menaced the public peace by advising and en couraging the destruction of property and the murder of officers of the law; and such acts are offenses against the sovereignty Gf the United States. Therefore, when any district attorney in the United States shall have infor mation in writing from no less than three reputable citizens that any alien has aided, advised or encouraged in the destruction of property or murder of officers of the law, or has attempted or advised the overthrow of laws, or excited domestic violence in any state, such information shall be transmitted at once to the president of the United Stales. The latter shall then issue an order in writing requiringsuch alien to depart from the territory of the United Stiles within a given time and his order shall be served by the United Stales marshals on the per son to whom it is directed. The pres ident shall have power to revoke such order or extend the time within which such alien is required to leave the country. If the offender shall refuse to obey such order it shall be the du ty of the secretary of state to cause him to be arrested and conveyed out of the territory of the United States, and if he shall return again to this country he shall be punished by im prisonment for not more than three years, and at the expiration of his term of imprisonment shall again be conducted out of the country and not permitted to return until the order expelling him shall be revoked. Sec tion 8 provides that whenever in the judgment of the president, public safety shall require, it shall be lawful for the president to cause such alien to be arrested without notice, and be conveyed out of the United State. The bill is likely to excite considera ble comment and discussion. Tlic Steamer Umatilla. The steamer Umatilla, Captain Holmes, arrived yesterday from San Francisco. She reports that on her way down from here last trip she was ninety-four hours in reaching San Francisco from Victoria. Twenty four hours of that time she was hove to. the seas washing her decks and cabins. From passengers on the trip here it is learned that a serious acci dent occurred during a gale and two of the crew are said to have been washed overboard and several of the passengers hurt by being thrown from their berths. All the rafts of logs from Cowlitz river are floating down the Columbia. The Wonder, Manzanillo, 0. K. and other crafts are engaged in recover ing part of them. F. M. Warren came down to-day on the Reed. J. W. Clemens came home from Portland Wednesday. B. L. Sheppard -and Miss Winnie are in Portland purchasing Christmas goods. Mrs. Wm. Mclntyre has entirely re covered from her illness. Mr. Kimball has been quite ill, but is recovering. Messrs. J. P. Nelson, Lewis Olsen and Hans Larsen, of Deep river. W. T.f were in town on business last week. Marsh & Delaney lost a fine raft of logs from the Elohemon, but have re covered about one-half. Mrs.Winkler and daughter returned from Sauvie's to-day. Mrs. Kate Hutchinson is quite ill. Some talk of a ball here New Year's eve; all hands invited. Mrs. Capt. Turner has been visiting Miss Louise Birnie. The party at Judge Graham's last Saturday eve pronounced a failure; no music. During the rise of the Elohemon the water in J. J. Foster's residence was a foot in depth.
