" The negotiations of the fishery com mission at "Washington are approach ing an end, and there is good author ity for the statement that all attempts to secure an agreement upon a treaty have failed. It appears that Cham berlain and Bayard could have come to an understanding, but Sir Charles Tupper is obdurate and is not willing to accept the terms to which alone the American commissioners and secre tary Bayard are willing to agree. Sir Charles Tupper, in fact, is classed by his associates as an irreconcilable, and they acknowledge to those in official relations that it may be con sidered that the negotiations, so far a3 the treaty goes, are practically at an end. Portland is going to make another effort to secure tho Gray's harbor trade. An organization to be known as the Portland Coast Steamship com pany will shortly bo organized to build a steamer to run between that point and Gray's harbor. The trade of that rapidly developing country is worth striving for. Astoria has se cured considerable of it, and a contin uation and extension of the present policy will tend to augment it It must be borne in mind that the men or corporation that serve the Gray's harbor people best, that is promptest, must punctual and obliging, and, all things considered, cheapest in trans portation, are tho ones that will per manently hold that very important trade. The demand for lumber from California has been so largo as to only permit of fiTe vessels leaving Paget Sound for for eign ports daring November, owing to the trouble between shipmasters and seamen at the Southern California ports. Most of this lumber will be taken to San rrancisco by wptor and forwarded thence by rail. A few timber cases have been in the court this week. Abraham Mowrov was fined $300 for cutting timber on government land ten miles from Dufur, Wasco county, and Chas. A.
