ISS7 The Seattle Times charges the Northern Pacific railraod company vnih offering a King county member of. the legislature $1,000 to use his in fluence is securing the removal of the territorial capital from Olympia to Ellensburgh. The -western Canadian provinces are reported excited over the publi cation of Atkinson's proposed annexa tion of eastern Canada by purchase. With very few exceptions the scheme is universally applauded. The Globe, the most influential paper in the province, which heretofore has been very conservative, openly commends the idea. It says editerially: '3Et would bo better for the American and Canadian people, and it would not be to the disadvantage of Great Britain, if all the English-speaking people on the continent were united in one great nation. The great objection to annex ation is purely a sentimental one. There is a feeling that England might foel hurt by any expression of desire on our part to exchange her flag for another; but an expression from her that she had no objection would add very largly to the number of people in the maritime provinces who now believo that annexation is their ulti mate destiny. If the provinces in themselves decide to enter the Ameri can Union and become self-governing Btates, Ontario and Quebec would have to follow. That these provinces might act of themselves is quite with in the bounds of possibility, and if they did act of themselves and for themselves, Canada and Great Britain could not stop them any more than they can stop our people from re moving into the United States." Senator DoiiPn intends to intro duce an amendment to the constitu tion of the United States at the com ing session of congress relativo to general legislation in regard to mar riage and divorce. His amendment will havo a bearing on the admission of Utah as a stale. Ho says, however, he would be opposed to the admission of Utah even if his amendment were adopted. Following is the text of his amendment: "Congross shall havo power to legisale upon the sub ject of marriage and divorce, general laws applicable alike to all states and territories, and neither bigamy nor polygamy shall exist or be per mitted within tho United States or any place subject to their jurisdic tion. Senator Dolph has made an exhaustive study of plans for the coast defense of tho country. Ho has pro pared a bill to provide for carrying out the plans of tho commission that made a report on the subject some time ago. The cost of the work will be $126,000,000. The harbors on the Pacific coast that would be improved under tho bill are San Francisco, the mouth of the Columbia, San Diego and the northern coast of Washington territory. The bill appropriates $27, 000,000 for the defense of San Fran cisco harbor. The defense would con sist of turrets, barbette batteries, sub marine mines, torpedo boats, thirty floating batteries and mortar batteries. The bill appropriates $2,519,000 for the defense of tho month of the Co lumbia, to consist of barbette batter ies, submarine mines and fifteen tor pedo boats. The bill gives San Die go harbor $504,000 for the same pur pose. The cost of improving New York harbor, according to the bill, would be $23,940,500. According to the bill the appropriation shall be available as follews: For the iiceal year ending Juno 30, 18S9, $21,500. 000; for each fiscal year thereafter, for a period of eleven years, $900,000, and for tho fiscal yenr ending June 30, 1900 $5,670,800. Tho Press of Portland, Maine says editerially: The departure of a few Canadian and American fishermen to participate in the seal fisheries of Behring sea havo already been an nounced. So far Capt Sol. Jacob's two schooners are the only Uuitod States vessels that have gone, and it was the opinion of good jndges a few weeks ago that tho season was petting too late for other United States ves sels to follow. But the Canadians are very aotive in pushing their way to the Pacific, and neither the season, nor the pmspect of capture by Unit ed States revenue cutters deter them. Already this year nine vessels in the maritime provinces have bem pur chased to engage in the seal fisheries. Two of them are Canad'an cruisers. This is the list: The schooners Path finder, Sapphire, Viva, L. Ifoulette, Maggie Mac, Annie C. Moore, A i an ah, Ariel, ana Triumph. The men who are purchasing these vessels are telling golden stories of the riches to be gleaned in the west. 'The Pacific seal fisheries," they say, "are the richest that an enterprising man can engage in. Last year one captain caught 4500 seals. They are worth from S7.50 to to S10 each. -The largest catch in ono day was 375. During the past 4 years this captain has caught 12,000 seals, yielding S85,000." "Every shot or spear thrust is worth eight dollars to ten dollars," is another enticing expression that the adventurers from tho west drop into the ears of the Nova Scotian? and islanders of Cape Breton. The Nova Scotia papers aro spreading these reports, with an effect that can readily be imagined. This rnsh to the Alaskan seals will have two re sults at least It will make tho set tlement of the fisheries difficulty in the northwest more imperative than ever; and it forebodes the destruction of the seals.
