Tho American people have, by a
sort of inevitable necessity, divided
into two groat and dominant parties
Federal and Tory in the earlier days
sot tho republic; "Whig and Demo
cratic later; Democratic and Republi
can now. This division leaves no
place for an organized third party.
Such a party has never been, and
never can be, a success. Some local
question may carry enough people to
temporary organization to secure a
local and temporary triumph, but it
is necessarily shortlived. Between I
the two crreat political national 1
parties there is always a large float
ing vote, composed of quiet, conserva
tive, non-partisan people, sometimes
not voting at all, again voting which
ever side may, in their individual
judgment, best conserve tho public
interest This non-partisan floating
element is composed of the best men
of the nation, usually intelligent, rep
resenting tho property of the country,
non-office seeking, and not easily
moved to onthusiasm by any ordinary
political event It forms the balance
wheel that controls the executive
movement of party machinery. It is
the vote that both parties are con
stantly looking to to strengthen their
organization and snpport their candi
dates. Party nominating conventions
are looking to this vote and bidding
for it It places political parties upon
their good behavior, and keeps them
amesurably honest whilo in office.
When a party becomes too strong it
becomes insolent, it abuses its power,
it plunders and robs with ruthless
hand. Instance the Democratic par
ty under Tweed in New York; in
stance tho Republican party under
Grant's second term. Now and then
this great middle class swings over to
the one or the other side, and when it
does move it moves with the power of
a glacier and the swiftness of a tor
nado. To whichever side this voto
goes there comes a victory, as when
the log-cabin and hard-cider cam
paign swept Van Buren out of polit
ical existence; as when tho Demo
cratic tidal wave of '74 rebuked the
Babcocks and Bolknaps of Grant's
Party organization seems to bo a ne
cessity. It carries with it a responsi
bility greater than the individual can
feel, but no third party can bo per

captain of the Buriny Brothers that
if the condition of bis ship was
known he would be heavily charged
by the tug, so, when the tnjj came

scatter and appear as though nothing
whatever was the matter. The plan
succeeded. Captain Master?, after a
frier dly dicker with the tnj;, came in
under the usual charges, and when
the tug was fast to the ship, set the
crew again to working the pumas.
How that tugboatman felt wbeu he
had lost the fortune which was in
his grasp, will never bo known. His
language, however, is said by 0110 of
the crew, to have bean "hawful." 6'.

amount has been pledged and the
railroad will certainly be built. Now
let tho citizens of the seaport build a
hotel to accommodate the tourist
travel. Portland does not seem to
want it. or at least it seems to be tin
able to bnild the hotel to entice or in
