The present commission comes together with no other power than that of fne conference U.oi the question, which practically has been an open one as long as this country has had an existence. Briefly stated, it has been from the beginning- the claim of the United States that whatever privileges the treaties with Great Britain recog nized as due to Americans were original rights, and were not in any sense grants or concessions for which something could be de manded in return. In other words, when territory once under con trol of Great Britain was divided, the partition related to land alone, rights upon the waters remaining common to the vessels of both nations. This the Britons have always denied. Treaties and ar rangement heretofore made have been makeshifts, securing recog nition of our rights in ono way or another, but merely for the time being, whilst postponing the main question definitely. Storm On Bhoalwater Bay. The storm of last Friday and Saturday was the most severe that has been experienced for ten or fifteen years in this count.
