m & She gaily $foriau. ASTORIA. OREGON: Fill DAY..... XOVEMBElt 11. 1S37 BRIEFLY STATED. Ik 1880 Iowa gave Jas. A. Garfield 183,904 votes and "Winfield S. Han cock 105,845 votes for president, giv ing Garfield 78,059 more votes than Hancock. In 18S4, Iowa gave Jas. G. Blaine 197,092 votes and Grover Cleveland 177,28G, giving Blaine 19, 796 more votes than Hancock, a de crease in the Bepublican majority of '80 of nearly 60,000. In 1885, Larra bee, Bepublican, had 175,502 votes, and "Whiting, Democrat, had 168,525 votes for governor, giving Larrabee 6,979 more votes than "Whiting, a fur ther decrease from'84's majority of 13,000 votes. These" figures are fur nished as proof of yesterday's asser tion in The Astobiax that Iowa for some years had been moving'toward the doubtful column. The editor of this paper lived the first twenty years of his life in Iowa, and believes he knows a little about that state. In a brief visit to his native state in 1886, he saw what it was that made Iowa swing from Bepublican moorings. Last Tuesday's election in this state iudicates a refusal on the part of Ore gon to follow Iowa's example. The attention of those who denied The Astokian's assertion yesterday morning is respectfully directed to the consideration of the figures given above. Tiie Astobiax says nothing as a deliberate statement of a fact that it cannot prove, and in furnishing the figures it proves its statement. BAR CHARGES. The Oregonian very justly directs attention to the charges of the lug service on the bar, and intimates that it may be necessary to place some enterprise in active business opposi tion to the present service. In the spring of '82 the Portland Tugboat company was organized, and in the summer of '83 its business was placed in the hands of Capt Flavel and under his management the enter prise was a financial success. Since the Pioneer has been sold to Sound parties Capt Flavel has gone entirely out of the business. The tugs are now owned exclusively in San Francisco, the Donald and Wiz ard by Capt J. N. Knowles and asso asse ciates: the Astoria by Capt Simpson. Not a bolt or timber is owned in Oregon. Time was when the business benefited Oregon, helped Astoria, now the not proceeds go to San Fran cisco. In this morning's mail goes a draft for $4,619.20 to San Francisco owners, representing money earned in Oregon and "Washington waters and transferred to California. The tugs are not owned here, are not taxed here: the money goes to build up other communities, and considerablo- that was formerly spent in Astoria, that formerly paid Astoria taxes, that improved and helped Clatsop county, will do similar good somewhere else. Should some of Portland's wealthy men who have a little time and don't mind being abused want to get in and corral some of the business, and re gulate this important matter of tow age on the Columbia bar, they have an excellent opportunity. But at present a matter that is of great commercial importance to every dweller in the Columbia basin, is en tirely in the hands of gentlemen who are residents of another state. The United States is the only great government which does not own its own cars for tho use of its high offi cials. England owns its carriage and engines. France has many trains, passenger, freight and ambulance, bnt when the chief magistrate of the United Sates wishes to take a trip he buys his ticket and engages his own special train from the Pullman Pal ace Car company, as hundreds of pri vate citizens do every year, and as is befitting the president of a republic The governor of Illinois has weak ened, and in mistaken clemency has allowed two of the Chicago anarchists to escape the just expiation of their crimes. One, Lingg, perished miser ably yesterday by his own hand. The four remaining wretches will have the life choked out of them to-day. Viewed in any light it is a terrible af fair, but self preservation and the per petuity of this government demands strict construction of the doctrine of stern suppression. The oldest postmaster in Connecti cut is Bichard Chadwick, of South Lyme, who received his appointment from president Van Buren, and has been in office for forty-eight consecu tive years. Sinco the close of the salmon season on the lower Colombia river tho fish com missioners Lave been diligentlj- engaged at the propagating establishment on the Clackamas. Tho results up to date have exceeded expectations. Abont a inilliou and a quarter eggs have been secured, and it is believed that the fish still re maining in pound will yield another mil lion. An average of 90 per cent, is being hatched out, so nearly two million young salmon will bo set loo?e in the course of tho fall. The work (his year was, as Hiuatter of necessity, largely experimental, and very much limited by lack of money. The commissioners, if not altogether new to tbo business of propagation, l.ickcd thorough training in it, and a large pait of the fund provided by the state had to be spent in restoring the plant at the hatchery. With experience which they are now getting, and with more money which they hope to get in future, the commissioners will be able to turn out from fire to ten million salmon each fall. The Oregonian has often found occa sion to criticise the Columbia river cfn nerymen for a policy both selfish and greedy, but it now bas a much ploantcr duty of commending them. A self-imposed tax of one cent per case for sup port of the hatchery has been paid in all but a few instances, and with perfect cheerfulness. If tho spirit which has prompted this policy shall continue, there is still hope for tho fishing industry. But if the cannerymen, indifferent for tho future, renew tho old greedy policy, the Columbia river salmon will b prac tically extinct in ten j'ears, or ptra-.ps in less time. It is a mistake to suppose, because tne salmon supply in the Columbia river is iaiung, mat mo nsuing muuhiry m vic gon is declining. It has never leeu so prosperous as now. Since the pro duct of all the canneries of the northern ooast, from Mendicino to Behring sea, is marketed at or through Uregon channels, it is impossible to say what the total DJick of the state is. but it will be Ho wards of hulf a million cases. This immense quantitj' of fish is packed by about sixty establishments, more than thirty besidesjtbe canneries on the Co lumbia river. For nearly all of these Astoria is the main depot of supply. They requiro labor, provisions, boats, nets, machinery and merchandise in short, make an enormous business. Its money return to Astoria is very large. As a resource it is onlj surpassed in value by tho enormous limber fields which sur round the city. Tho development of the salmon market of late years has more than kept paoe with tho prodigious expansion of the salmon industry.
