Gloucester, Mass., Nov. G. Captain Solomon Jacobs, whose fleet of fishing vessels has left for the Alaska fisheries, says: "The newspapers do not state the case fairly. "Everybody has the right of fishing in Behring sea. The prohibition applies only to fur bearing animals. Wo know our rights perfectly, and have no in tention of violating the laws of 3113- country.' The latest telegraphic advices from Ottawa state that a British man-of-war is on the way to Behr ing sea to urotect, by force, if necessary, all British sealers out side the "three mile boundary. This is contrary to the construction put on it by the United States, which has seized ali vessels, American or foreign, found scaling anywhere in these waters. The dispatch says England is only following the pol icy of tht Urn ted States. Years ago, wl.cn R-i-sia claimed Behring sea exclusively, the American min ister at Si. Petersburg vigorously protested, and claimed Behring as part of the high seas, and subject to no nation. Tbis is claimed by England now.
