PRODDING A BLADDER.
Is his recent addresses here Gen
eral Campbell's "boss" argument, the
one that has been quoted to us most,
was that the ten commandments were
prohibitory. "Thou shalt not steal,"
thou shalt not" do other things, and
yet though prohibited by God and
put in man's law, people will steal and
lie. ""Why don't you license larceny?"
says General Campbell, with a
chuckle, and the audience "see the
point," and laugh, and say "that's
good." But it's no argument: stand
off and take a good square look at it
in sober reason, and see how thin,
how gauzy, it is; how it disappears
like a mist before the sun of rea son.
Here is Gen. Campbell's argument,
fairly stated:
"It is as reasonable to prohibit the
manufacture and sale of liquors by
law as to prohibit larceny. If a pro
hibitory law 'cannot be enforced abso
lutely, neither can any other law, for
are there not crimes against the laws
committed every day?"
Now here are a few lines of argu
ment against this "sharp" assertion of
the former chaplain of the Kansas
state penitentiary.
In order to prevent the "crime" of
taking a glass of cider or wine or
beer, a prohibitory law does not allow
any of these to be made, so that there
will be none of them to drink.
Now follow up Col. Campbell's ar
gument to a fair and logical conclus
ion, an invited parallel, and you must
prohibit the manufacture or accu
mulation of all forms of property, so
there will be nothing to steal! Put
the temptation out of sight of the
thief, prohibit all articles likely to be
stolen, and then you will have a model
' community there will be no robbery
or theft, because there will be noth
ing to rob or steal! If you follow out
this line of argument of the enthusi
astic prohibitionists, you will not be
able to have any property except red
hot stoves and real estate.
Let us all go in and reduce property
to a minimum of red hot stoves and
real estate.
In the meantime what becomes of
Gen. Campbell's "argument"
When all is said and done, one fact
plain to all remains the fault of a
man's drunkeness lies at his own door.
If he by nature or otherwise can't
help it, it is a sorry and pitiful fact,
but is that any reason why the whole
community should bo placed under a
ban? The Chinaman, who, according to
Tom Hood, burned his house and the
whole village to get a bit of roast pork
burned in the conflagration, was a
paragon of wisdom alongsido the man
who thinks that because a thing is
abused it must be entirely prohibited.
Men eat too much, dig their graves
with their teeth, die of everfeeding:
would you abolish eating? Men sleep
too much? Would you make it a
crime to sleep? "Oh," but you say,
"this is nonsense," It is just as sen
sible every bit as your "arguments"
for the necessity of prohibition.
There is a congressional vacancy
in the Second district of Rhode Isl
land which derives peculiar impor
tance from the fact that unless it is
carried by the Republicans they will
lack one of a majority of the states,
and, in that event, would not be able
to elect their candidate for president,
should the election be thrown into
the house of representatives. The
states as they now stand politically,
have seventeen Democratic and nine
teen Republican delegations in con
gress, the New Hampshire delegation
baing a tie. Should Rhode Island
elect a Democrat that state will also
be a tie and neither party will have a
majority in the house. The house
failing to eleot, the vice president
becomes president on the 4th
of March following, and this
officer, being chosen by the sen
ate, would, as that body now stands,
be a Republican. The senate consists
of thirty-nine Republicans, counting
Mr. Riddleberger as a Republican,
and thirty-seven Democrats. Should
Mr. Riddleberger not vote or vote
with the Democrats there would be
a tie in the senate, and no vice presi
dent could bo chosen under the consti
tution. In its issue of the 3rd inst, the
Toronto Globe, the leading liberal
organ of Canada, has a sensational
article. It says: "Let the British
journals rub their eyes again and
wake up to the necessities of the sit
uation. Chamberlain must be re
called. The imperative is required
and the Canadians are entitled to em
ploy it He must be recalled. Let
the British understand their own in
terests are hugely staked on the re
sult of the impending negotiatiens:
Should the commissioners fail to reach
a settlement, or should the senate
make an agreement, nothing can be
more certain thau a war between
Great Britain and the United States.
which can be avoided by Great Brit
ain's abandoning Canada in a way
that will forever disgrace the British
name."
Pkohibitiox assumes that man i a
brute, uncontrollable except by spies,
police and "government" restrictions.
A nice compliment to the manhood
of American citizens! Any one who
acknowledges he has no manhood and
is not fit to be trusted away from his
guardian will vote for the shackles,
the inquisition and the step back to
savagery that prohibition, that jailor
of the human heart, implies.
This American government of ours
is founded on the idea that it sball
meddle with the individual as little as
possible consistent with public secur
ity. Prohibition by judicial or legis
lative process means the establish
ment of personal espionage, and an
invasion of domestic life. If you
want to be spied or want a job as a
spy, vote for the prohibition amend
ment It was TIkh. Jefferson, that grand
old Democrat, the author of the De
claration of Independence, who said
"This world is governed too much."
The remark continues to b? quoted
because it cannot be improved. For
eign born citizens who fled from Euro
pean despotism, think twice before
you help by your votes to make des
potism triumphant in this country.
To the credit of tho church be it
said that some of the ablest ministers
and church papers in the United
States are squarely opposed to prohi
bition. They see clearly that prohi
hibition is directly opposed to tem
perance, and feel that certain restric
tion is to be preferred lo impossible
effort at suppression.

take away from man one of his attri
butes. The moment a man ceases to
have a choice, he is at once in prison,
it matters not which side of tho stone
walls he is on.
The sales of public lands the past
year amounted to 23,85S,038 acres,
which is 3,733,-174 acres more than in
188G, and the receipts were 3,217,727
greater. The number of acres re
stored to tho public domain was 31,
824,481. Soap manufacturers in Cincinnati
who run on the profit sharing plan
have just divided 93,009 among their
workmen for the past six months.
