At the Methodist church to-day at 11 a. m., subject: ''Causes of waste and desert-places in God's Zion.' At 7 p. si. a social song service conducted by Prof. R. B. George. Chas. Stevens and family desire to return sincere thanks to the kind friends, especially to Mrs. Nancy Welch, who during their recent af fliction ministered in friendly sym pathy. The ifi7e? came in from Gray's har bor yesterday with 2,210 cases salmon, and the personal effects of the editor of the Montasano Vidette, who is going to southern California on account of bis wife's health. The British ship Cochermouth cleared yesterdav for Queenstown with 72,039 bus. wheat, worth 848,900: the bark Stanmore cleared for Ply mouth, England, with 102,308 bus. wheat, worth 69,000. Instructed by Lieut. Baflertv, A. A. Q. M., at Fort Canby, E. C. Hol den, will sell at public auction at Gray's dock to-morrow (Monday) af ternoon, a lot of condemned IT. S. property, including one horse. The Nancy Pendleton, now light ering cargo from New York is a good specimen of how clean a careful cap tain can have his vessel. "I tell you," said the 'American consul' yes terday, "she is as clean as a hound's tooth." The Pendleton is owned by twenty-two big and little Pendletons, being a family property, to to speak. On the 6th of last July the body of a man was found floating in the Co lumbia and given burial at Clatsop. Subsequent investigation and inquiry leads to the belief that it is the body of a telegraph operator named Manila, who was drowned off Oak Point last spring. His wife, Mrs. Clara Manila, of Portland, has writ ten to acting coroner Surprenant, relative to the matter, and the body if thoroughly identified will be disin terred and sent to Portland. During October seventeen Euro peans have gone back on foreign princes and potentates and declared their intentions before county clerk Trenchard to bo citizens of this great republic. Yesterday eight former sub jects of the czar of Russia forsook all allegience to that monarch. There is probably no county of similar popu lation in the United States that turns out so many new citizens every year as Clatsop. So. far this year 93 have applied at the clerk's office for ad mission to the rights and privileges of American citizenship. PERSONAL MENTION. H. E. Nelson and family have moved to the city and are residing on West Eighth street. Mr. Aubrey Garner, of Michigan, is in the city visiting his parents, Mr. and Mrs. E. W. Garner. J. N. Pearcy, of St Helens, has been appointed deputy district attor ney for Columbia county. Rev. F. W. Eason, of North Caro lina, will preach in the Baptist church this morning and evening. Mr. F. W. Smith and daughter, of Knappa, are in the city. Miss Smith arrived from Maine last Monday and contemplates an extended sojourn in Oregon. E. A. Noycs and wife returned last evening from Eastport, Me. Secretary of state Bayard is in receipt of a note from the Chinese minister here, re turning by direction of his govern ment a portion of the Rock Springs indemnity. Sir Joseph Cham berlain started from Birmingham to day on his way to America to take part in the fisheries negotiations. Be fore leaving the city he addressed a crowd which had gathered to see him off. He said he hoped that the rela tions between England and America would continue cordial. He also said these might be the last words he would ever address to his hearers and advised them to stick firmly to the union and maintain the inheritance bequeathed to them b' their fore fathers. The greatest enemies to the commonwealth, he declared, were those who would do anything to weaken or impair the integrity of the empire. UNNECESSARY PRECAUTIONS. Toronto, Oct 29. A special cable gram says that Sir Joseph Chamber lain, who will leave to-day by the Etruria for New York, will be ac companied by two English detectives who at New York are to be joined by two American detectives familiar with all prominent agent of the Clan na Gael. WEAKENING WOODS' EVIDENCE. San Francisco, Oct 29. Dr. Tay lor testified at the McLord trial this morning that he had attended juror H. F. Woods in 18S5, and that Woods told him he was using from fifteen to thirty grains of morphine per day. The doctor stated that the use of the drug to this extent would pro duce hallucinations and curious ideas, and to a certain extent made a man incompetent. the secretary backed down. Washington, Oct 29. The threat ened conflict between the civil and military forces at Round Valley res ervation, Cal., has been averted by instructions sent by, the secretary of war to Gen. Howard to withdraw the United States troops now on the res ervation, pending judicial settlement of the matter. going ahead. Minneapolis, Oct 29. Contracts for the completion of the Red River Yalley railroad, have been signed and the road will be finished at once. The city of Winnipeg fur nishes the 300,000 promise-1." It is learned on good authority that the troop3 will move on Sword bearer's camp on Monday or Tues day next in such force as to extermi nate him. Troops will surround him, cutting off his escape. A I.ARGE WHEAT YIELD. St. Paul, Oct. 29. The actual yield of wheat in Dakota and Minnesota is reported to be 86,000,000 bushels, which will give a surplus of 14,000,000 bushels. Give Them a Chance! The four-masted Rritish ship Glencairn, 1,561, 16 days from San Pedro, arrived in yesterday. There are now three four-masted ships in the river: two here and one, the Ecclefeclien, at Portland. The British bark IncJigreen, 1,091, 78 days from Sydney, arrived in yesterday. The Inchgreen has different forecas tle facilities from the general run of vessels. Every sailor has a bridal chamber stateroom fo himself. In the forecastle are staterooms, one for each sailor, .luxuriously fitted up with all modern conveniences. In the middle, and convenient of access from the neighboring faituler, is a mess room, where Jack is furnished with the choicest viandB cooked by a cele brated French chef, and skillfully set forth by graceful waiters, elaborately arrayed. Our mail service is not what it should be in many important regards. The schedule between Portland and this city should be shortened, so that the mail should get here at two or, at latest, three in tho afternoon. We ought to have a daily mail direct to Tacoma and Seattle, instead of the ridiculous method of sending Sound mail to Portland, where it comes half way back here and then over to its destination. We should have a daily mail to Gray's harbor via Oys terville. At present Astoria's Gray's harbor mail has to go arouud via Montesano. These things are imperative wants: they are among the needs, the first demands of Astoria. Of course an in crease in service would cost more, but what is a government for if it isn't to meet the just requirements of the governed. Astoria doesn't ask this as a charity or a benefaction. We request it as a business right, as our just due, as an improvement and advance that our importance justifies us in asking. This is an important mail center: seventy-five postoflices get their mail from Asteria: tho receipts of the of fice for the last year were a thousand dollars in excess of any year in the history of the city: the business of the postofiice is constantly growing, and now justifies more help than Postmaster Bell is allowed. Were it not for the kindly assistance of his daughters every af ternoon the distribution of the mail would be at least an hour later than it is even now; but this assistance is not paid for. We are not alone in this. In Sau Diego, Cat, the postofiice is actuaally sustained by private subscriptions by San Diego's citizens. With a treas ury bursting with money j with states men trying to think up some way of stopping the golden stream from filling up the government vaults, the government appears too niggardly to properly conduct a business that it has taken charge of. As long a3 it runs the mail service of the country it ought to treat communities justly. Justice to Astoria would give us tho improvemeuts TnE Astoriak asks for. This country is not standing still. It is advancing all the time and our mail delivery is one of the things nearest tho people, it affects our bus iness interests, our standing, our con venience and prosperity in a hun dred ways, and should be remedied. A government that won't attend to the wants of the citizens and restricts progress and keeps down growth is next to no government at all. I wandered to the circus, Tom, I sat beneath the tent, I saw the human serpent in his wild contortions bent; I saw the clown who roamed around with eyes that streamed iu woe he sprung the same old gags he used some twenty years ago. The living skeleton was there who weighed some forty pounds, the royal Bengal tigers crouched and uttered doleful seund: Circassian girls who came from Cork and let their tresses grow, and sold their photos just the same as twenty years ago. Then .spavined horses galloped 'round the beaten sawdust tracks and spavined riders changed their clothes while standing on their backs, the horses made just as big a splurge and traveled just as slow as in the shows we used to see some twenty years ago. The girl who fooled with sleepy snakes, the girl with snowy hair, the spotted men, and women fat and giants tall were there. The hungry Hon walked his cage and tried to look as though he hadn't done the same old thing twenty years ago. Some warlike braves came out and howled and sang a battle song they sang so badly that I feebly reached and struck my chestnut gong and then they chased some cowboys round, as per the wild west show, and charged the same old coach they charged twenty years ago. I've made a sol emn vow that death will place his clammy hand upon my marble brow before to any cirens tent this form of mine shall go, to hear the chestnuts that I heard some twenty years ago. I've sworn off on tho human snake, the sad, heartrending clown, the sala mander chewing fire, the dwarf in greasy gown, the man who walks the slackened wire, while supers cheer below, and all the other snaps I knew some twenty years ago. At a special council meeting last evening a remonstrance numerously signed was read against the granting of any street railway franchise in this city unless it be conditioned that 1st Construction of the road be commenced within thirty days from the approval of the ordinance grant ing the franchise. 2nd. That at least 2,500 feet of the track be constructed and ready for the rails within four months from the approval of the ordinance. 3rd. That within eloveu mouths from the approval of the ordinance at least 5,000 feet of railway track be completed, ironed ana reauy tor tue cars to run thereon. 4th. That the entire line over which the franchise is granted be built and thoroughly equipped, and cars run ning thereon within one year from the date of the approval of the ordi nance. 5th. That the parties to whom the franchise is granted be required to execute to the city within ten days from after the approval of tho or dinance, a bond in the sum of at least S6.000, with at least two sureties, to be approved by the auditor, and that a failure to comply with any one of the above conditions, or to furnish such bond, forfeit such franchise ab solutely. Tho remonstrance was received and filed. The ordinance granting a street railway franchise to Messrs. Newell and Conn, their associates and as signs, was read by sections, discussed ana ameuaca tnrougnour, aiier wnicu the council adjourned to to-morrow evening at 730, when the ordinance will be read the third time as amend ed.
