OREGON: TUESDAY OCTOBEK 25. 1851 Bob Morrow, the San Francisco millionaire and jury fixer, has had his trial; .the jury "disagreed" eleven for conviction, one for acqnittal. That's the way: tho state needs twelve men on a jury: the defense only needs one. The prohibition amendment-in Ten nessee is said by the press of that state to owe its defeat to the Demo crats, the result showing that only ten out of fifty-sir Democratic counties gave majorities for it, while twenty two out of thirty-nine Kepublican counties returned majorities in its fa vor. " John Bright, the great English commoner, in a recent letter to a friend in Canada on the temperance ques tion, says: "It seems that a severe system of taxation isalmost the only remedy that can be adopted with much hope of success." He has not much faith in the success of absolute prohibition. A Boston cigar manufacturer being prosecuted recently for selling cigars on Sunday in violation of the Sunday law, raised the novel plea that tobac co was defined in the pharmacopoeia as a remedial drug, and the sale of drugs was not prohibited on Sunday. The court required him to pay a fine of $10 and costs all tho same. The general assembly, Knights of Labor, killed tho usefulness of the general executive board, for the com ing year at least, in taking away tho only source of revenue it had by vot ing that it bo not compulsory on the part of assemblies to pay their assess ments to maintain the board. This leaves tho board just where it was be fore tho Eichmond convention. The effect of a protective tariff as it applies to the workingmen is shown from the fact that while tho American workingmen in nine states, under pro tective tariff, have over $1,000,000,000 in savings banks, tho vastly greater mass of workingmen in England, Ire land, Scotland and "Wales, all working under free trade, have only two-fifths as much in the postal and savings banks. The Glasgow Herald, in acknowl edging the completeness and fairness of the defeat of the Thistle, advocates the construction of a center-board yaoht to compete for the America cup. But whether this plan meets with ap proval or not, adds the Herald, we must on no account dream of giving up the friendly contest which has such a deep hold on tho lovers of this noble and exhilerating sport on both sides of the Atlantic The correspondence between tho department of justice and its officers in Alaska, in regard to the realease of British vessels seized during the sum mer of 1886, for alleged violation of the seal fishery laws, is made public. The first order for the release of the Canadian vessels at Sitka was sent by telegraph, and the United States mar shal at Sitka did not comply with it, because he feared it was bogus. Tho order was repeated by telegraph and letter. There is no reason for raising a tariff wall that will bo absolutely in surmountable by foreign goods. But it should at least be so high that tho foreign producer cannot como over it without as much difficulty and ex pense as home manufacture is com pelled to incur by reason of tho se verer conditions of home production. So far the United States has succeed ed in protecting itself in this regard; its industries have not fallen into such 6traits as has tho British iron and steel trade. There is always danger, however, lest in the prosperity of the present we forget the means by which it has been attained. For that reason this latest warning which comes to us from England is worth thinking about, especially as tho extremely delicate work of making necessary changes in our tariff without imperil ling its beneficent effects is now upon us. On the 15th inst. The Astorian stated that "it will give as much space to those desiring to give their views on prohibition as the paper itself de votes editorially to adverse argument regardiug the advisability of such movement" This we then believed, and still believe to be fair. But if our prohibition friends continue to mistake words -for ideas and'spaco for logic, The Astorian holds itself in no way bound to make up the deficiency. "We are in receipt of enough manu script to set in type to fill three Asto bians, all this in reply to a few terse lines of editorial comment on the folly of the prohibition attempt Boil down, condense, squeeze together; strike out all- your long adjectives; choose between what you know to be a fact and what is just simply yonr private opinion. This is not a month ly review: it is a daily newspaper and no one cares for long articles: we are in favor of prohibition of any article over a column in length. Quite recently there has come into existence in this country a society which proposes to unite the life in surance feature with the co-operative practice of the building association. In brief, its objects aro that members can purchase homes by making month ly or quarterly payments for a term of from five to twenty years, payment being graded according to the age of the person when becoming a member and the length of time the payments are to run. Should a member die be fore the full number of installments are paid, the mortgage is cancelled and the house becomes the property of theheirs,freo and clear of all claims, in lieu of a fixed amount of insurance money. In the plan of this society there are no assessments upon surviv ing members, the fund for the cancel lation of mortgages at members' death being created by the regular amount each member is paying for this insur ance feature. This society is thought by its originators to bo an improve ment upon tho building association. Its plans are somewhat novel and quite different in many respects from the latter. But tho objects to bo gained are similar in both, and a con sideration of one makes a comparison with tho other necessary. For the best photographs and tintypes go to Crow's Gallery.
