Presuming that any institution
or movement, which affects morals,
or politics, is either rigjht or wrong;
presuming that nothing is politic
ally right that is morally wrong;
it follows that the liquor business,
being such an institution is either
right or wrong, and that prohibi
tion, being such a movement, is
also, either right or wrong. The
institution and the movement be
ing diametrically opposite, it is a
logical conclusion that if one is
right the other is wrong.
Right, morally and politically,
must bring the greatest good to
the greatest number, therefore the
body politic ought to be morally
right; the voters decide on great
questions which is right or wrong
at the ballot box. On the 8th of
November next the voters of the
commonwealth of Oregon are
called on to decide for either pro
hibition or the liquor business.
Much has been written, more has
been said, on this important ques
tion, called very often a vexed
question. Writers and speakers
can vex most any question. With
me it i3 a plain duty: doing right,
defeating wrong.
Let the honest voter not be blind
folded by the "learned counsel," on
either side, but keeping the right
or wrong axiom in view, let us de
cide by ballot if prohibiting liquor
shall bring the greatest good to
the greatest number, in the name
of right, in the name of our homes,
our wives and our little ones, let
Oregon voters prohibit. But if
the liquor business brings the
greatest good to the greatest num
ber, then in the name of
can't finish the sentence, but then
I am a Prohibitionist.

I Commissioner Sparks, of the
general land office, has rendered a
decision in the case ot the .North
ern, Pacific Railroad company vs.
Rudolph Distler, on appeal from
a decision of the Olympia, "Wash
ington territory, land office. On
November 18, 1885, Distler pre
sented his homestead application
for a quarter section within the
limits of the withdrawal for indem
nity purposes, alleging settlement
April 28, 1885. The tract in dis
pute has been continuously with
drawn since August 13, 1887, and
was also embraced in the list of
selections for indemnity purposes
by the company filed May 12,
1886. Distler made proof, show
ing full compliance with the law
as to residence, improvements, etc.
The local officials held that he
should be allowed to enter the
tract, and that the selection should
be cancelled.
This case is similar in all im
portant particulars to the cele
brated Guilford Miller case, to
which tho committee call attention
as follews: "Referring to the lot
ter by his excellency, Grover
Cleveland, president of the United
States, in the matter of the case of
Guilford Miller, I must refuse to
approve tho selection by the com
pany, a settlement right having at
tached to the traot prior to said
selection, lour decision is there
fore affirmed. Distler's applica
tion is held for allowance. Should
this become final and the selection
be cancelled, the company might
select land in lieu thereof should a
deficiency exist upon which no
settlement claim exists at the date
of selection.
