The interest in the result of the vote on prohibition in this state oh the 8th o nest month increases as the day draws near. It seems scarcely possi ble that a majority of the voters of this state Trill vote in favor of so vis ionary and impracticable a proposi tion. As a theory,, a hypothesis, a supposition, the idea of attempting prohibition is worthy of the same de cree of notice accorded other chime ras; but to suppose that the idea can ever be put into practicable .-worMng shape is to suppose the impossible. Waiving any general discussion of the sentimental considerations in volved in the proposition, brief edito rial attention is diverted to one local aspect of the matter. In '86 an average year the cash receipts of this city vf ere $24,225.88: the disbursements, S27.3M.70. The receipts were not as much as the needs of the city required. In that year there was the usual growl about high taxes. Of the $24,225 received, $9,555 was received from liquor licenses, etc If the license system did not obtain, this $9,000 or $10,000 would be cut off. But the expenses weuldn't: they would go right on just the same. The only way to collect the deficit would be to increase the taxes. Just how that would suit the taxpayers is for the taxpayers themselves to decide when they vote on prohibition. If they want to pay more taxes and make up the amount needed for the necessary expenses of the government of the city without counting in the money from licenses, they will, of course, vote for prohibition. If they think that the liquor traffic ought to be made pay a good share of tho expense, they will voto otherwise. In either case they will do just as they please, which is one of tho proudest privileges of an American citizen. There are people in Astoria who think that taxes here are high enough now. "What with rents, insurance, taxes, etc., it seems as though business men have all piled onto them now that they can stand. But if the receipts from the liquor licenses are to be done away with, of course those of us who have to pay for tho city government anyhow must "dig up" the extra amount required. Either that or go out of the business of being a city and go back to the clam epoch. There is no extravagance in the city government, except in the matter of polioe; no possibility of much re trenchment in any other department, unless we desire to have prohibition at any cost and cut tho ground from under our feet In '86 the fire department cost $4, 500; the streets $2,802; interest on bonds, $2,627; lighting the city $2, 378; city officers, $9,504; the ceme tery, $608, and so on. If we think such luxuries as streets and lights, and fire department, etc., are too much for Astorians to enjoy without tho real estate of the city being taxed to death for their maintenance, by all means let us have prohibition. But the liquor will bo drank just the same, whether the state goes wet or dry. There is no getting away from that Seventeen prohibition laws wouldn't stop it The question for taxpayers to consider is whether they want to pay all the expenses of our city government or make the liq uor traffic pay at least one-third of what it annually costs to run this city. It is the old question of theory versus practice; of actual, every day life vs, what might be ifthe Almighty had arranged things differently and denied free will to man. Prohibition is a splendid ideal; so is free trade; so is universal falherhood of God and brotherhood of man; so is universal peace; so is the millenium; but when we all have reached that pinnacle of perfection when those ideals can be put into living, breathing, actual life, we will have no need for fire depart ments, nor streets, nor lights, nor po lice, and won't care a continental whether taxes in Astoria are three mills or thirty-three. Ml iiVERVONE has heard of George Francis Train, the champion crank of the United States, who fifteen years ago resolved to speak to no adult, and who addressed all his con" versahon through children. But to night Chicago may expect George Francis Train to awake it from its slumber for he will jpqur fourth in ac cumulated strength of fifteen years of silence in behalf of tho convicted an archists. He has furthermore prom ised to raise sheol, and to scalp the Chicago press. Citizen Train has sent to Chicago several tons of news paper clippings, mixed with illeg ible poetry of his own composition. As an introduction to the "martyrs" he sent each one a check. All are en dorsed for the condemned men, and are written with blue and red pencil, but never in ink. The indorsements on these checks are decidedly unique, referring to Fielden as a coming mem ber of congress, Parsons as the coming governor of Illinois, Fisher as the fu ture mayor of Chicago, and like non sense. Citizen Train prescribes that his money ($68.75) be used to purchase a woodcock and champagne supper in the jail for the condemed men. Ddbixq the last few weeks the na tional banks have withdrawn a consid erable amount of 4-per-cent bonds and surrendered a corresponding amount of the circulating uotes while the treasury was engaged in calling in 3-per-cent bonds for redemption. Na tional bank officers and others inter ested in the maintenance of the na tional bank system believe that the rapid redemption of bonds interferes with the demands of business by tho forced contraction of the circulating medium, and also tends to shorten the existence of the present national-bank system. The action of the treasury in calling 3-per-cent bonds for redemp tion forced tho banks to withdraw that class of securities held against their circulating notes. Therefore, surprise is expressed that tho banks have vol untarily begun to surrender 4-per-cents that have still twenty years to run. The withdrawal of these long time bonds at this time may have no special significance, yet it has directed attention to the factj that, with the annual requirements for the sinking fund, the ba sis of the national banking system is threatened with early ex tinction by the action of the banks themselves. These facts are being seriously considered by the president, secretary Fairchild and controller of currency Trenholm, and will be dis cussed by each in his forthcoming re port to congress. The absorption by the treasury of interest bearing bonds and the subse quent curtailment and ultimate ex tinction of the national banking sys tem suggests a highly important and serious problem for solution by con gress and tho president. The ques tion for congress to decide is whether any system of banking shall succeed tho present system or whether the government shall issue circulating notes in lieu of the bank notes that are soon to pass away by the redemp tion bonds. In this question silver will figure as an important factor. There is now in circulation nearly $152,000,000 in silver certificates and $59,000,000 in standard silver dollars. "When congress comes to consider the question of replacing national bank notes with issues from tho treasury, there will doubtless bo found many advocates of an issue of certificates based on silver. Gkaik ships chartered in Portlaud to load at Portland have to lighter 1,000 tons wheat and finish at Astoria. Four years ago Villard told the Port land grain shippers they could load their wheat at Tacoma. Thore is nothing the matter -with their loading at Astoria. In the nature of things they must some day make a choice, and Columbia river interests are in one sense identical. Tlic Verdict Unanimous. W.D.
