OREGON: TUESDAY. .OCTOBER 4. 1887 There are at this time twenty-one bureaus of labor in the United States, of -which fourteen have been estab lished during the past four years. . There is a newspaper in Colorado whoso proprietor, editor and assistant are the only inhabitants of the place in which it is published. It is sup ported by the legal advertisements of mining claims. The twenty-one Chinamen caught smuggling themselves into the coun try from British Columbia, in viola tion of the terms of the restriction act, have been indicted by the TJ. S. grand jury atTacoma. The railroad which the Manitobans propose to build southward from Winnipeg to a connection with the Northern Pacific is only seventy miles long, and is estimated to cost only 81,000,000, but so well has sir John Macdonald managed the opposition of the dominion government to the scheme that the money cannot, it seems, be raised. . The refusal of the clerk of the New York superior court to accept Herr Most's preliminary declaration of in tention to become a citizen of the United States has served to call gen eral attention to the fact that there is a law of congress which provides that before a man is admitted to citizen ship in this country he shall have re sided here at least five years, and "shall have behaved as a man of good moral character, attached to the prin ciples of the United States, and well disposed to the good order and hap piness, of the same." The rigid en forcement of these provisions by all officers having duties connected with the process of naturalization is desir able for evident and forcible reasons. . . A San Fbaxotsco paper publishes the names of a number of men in that city who denounce the con demnation of the Chicago anarchists as an act of gross injustice, and who roundly curse the supreme court for affirming the decision below. Some of the men have been more or less prominent in politics. In the entire lot there is not a native-born Ameri can. That any foreigners to whom this country has been so precious a refuge from oppression, should titter a word of sympathy for these wretches who seek the undoing of the Eepublic, amazes those who have been so for tunate as to be born to the soil, and and who esteem the liberties here en joyed as immeasurably of greater value than the theories of dreamers of an ideal community, where the state is all and the individual nothing. "War footing" means, in Germany and France, half a million of men for each country, fully armed and equipped, drilled to perfection, and ready to grapple to the death at a moment's notice. Behind them are the reserves, including in the various classes every male from seventeen to sixty years of age, all of whom can be put into the field in a few weeks. It means the most extensive system of frontier defense that was ever do- vised; the fortification of all strategic points in the two countries to the very last extent that skill, science and money can go. The Prussians claim that they have drawn such a line of earthworks about Alsace and Lorraine, and so fortified and gar risoned the important towns of the two provinces as to baffle any at tempts at recapture by the French under the most favorable circum stances for an invading force. But they do not concede the most remote probability of French success, and the war party in Berlin say they will be satisfied with nothing less than th e destruction of Frenuh nationality. The press of this coast has quite generally taken the position, says the Seattle Press, that the action of our government'in seizing the sealers in Alaskan waters was unauthorized so long as those vessels confined their operations outside of the three-mile limit. This, it was claimed, they had done but the treasury agent in charge of the Alaskan seal islands, reports that the depredations complained of are not committed within disputed jurisdiction, but upon islands belong ing to the United States. The Brit ish vessels land their crews upon these islands and kill the seals during the breeding season. According to the agent's report, the British took fifty thousand skins last season on islands belonging to the United States. The British case as it has been presented is based upon the assumption that the offenses charged were committed with in waters which are claimed as part of the high seas. The treasury agent's report presents an entirely new case. Large bodies of water maybe included within the three-mile law if measure ment is made from headland to head land, and it is an open question whether such bodies should be held as the property of any one nation. But the islands are as clearly American as the main body of the terrritory known as Alaska. If, as appears, the Eng lish vessels have been landing their crews on these islands and killing seals, the case assumes a much clearer aspect English Salmon 3Iarket. The London Grocer's Gazelle, Sept. 10, says: There is a steady business, but no rush at present prices, and as from now to Christmas is usually a quiet time for consumption, dealers seem determined to buy only on the most meagre scale. The London Grocer, Sept 11, says: Salmon is still very dear and it is feared that the consumption will shortly begin to show signs of falling off as the result of higher and, to the retailers, less profitable prices. Co lumbia river fish that can be had at 28s per case are taken pretty freely, but not in such large quantities as if the quotations were 233 to 25s, and an absence of general information is plainly evident. The Liverpool correspondent of the London Grocer says: The home trade husalmon is steady and satisfactory at full prices, whilst of exports sever al important shipments of Columbia river have been made to the United States at the advanced rates ruling in this market.
