The wisdom of throwing the four ucr cent bonds onen to pur- I chase by the treasury department is already apparent in tne resuic oi the new policy. The treasury cir cular offering to purchase bonds of either denomination up to 14, 000,000 was issued only last Thursday, yet the offerings have been liberal, and have in. nearly every instance included by far the larger proportion of four per cents. The purchases of bonds last week were slightlv in excess of seven millions. Of this sum $4,366,620 was in lour per cent bonds of 1907. The large ultimate saving to (he treasury by these purchases can be readily calculated. The depart ment offered to purchase the four per cent bonds at 124, or at a premium of twenty-four per cent, above their face value. At this rate the 5,366,620 of bonds cost the government 5,414,608.80. The four per cpnts. have twenty 3Tears within a few days to run. In that twenty years they would draw eighty per cent, in interest. Redeemed at par at the expiration of that time they would have cost the government a total of -S7,S59,-916. The saving on last week's purchases of fonr per cents, was, therefore, 2,445,309.20 over fif ty per, cent, of their face value. As this is the price of two mod ern cruisers, it is not to be de spised, even by a rich and pros perous government like the Unit ed States.
