ver, is in the city. He is the secretary
of the Columbia "Waterway associa
tion, and at the late meeting of. the
executive committee of the associa
tion in Portland was appointed statis
tician. In this capacity he is visiting
the various communities of the north
west It is his province and his pur
pose to collect all commercial statis
tics procurable and arrange them in
convenient and conclusive shape. It
is the desire of the association and
the interest of all dwellers on the Co
lumbia that these statistics be as full
and complete as possible.
TheAstobiak invokes the aid of
Astorians in this regard Any data,
figures, and commercial statistics fur
nished Mr. Brewster will further the
work just that much.
He is also a solicitor for honorary
membership. At the last session of
the association in this city it was con
sidered well to have certificates of
honorary membership prepared, and
upon payment of $5, anyone desirous
of furthering the grand idea of a free
river, can be enrolled among those al
ready belonging to the Columbia
Wntflrwnv association. The list is
growing and will embrace many of
the most prominent citizens of Oregon
and Washington.
The feeling in favor of a new river
is practically unanimous. Anything
that can be done to further this is a
matter of interest. In helping the
association to do this work we help
ourselves. Mr. Brewster is duly no
credited, is earnest and enthusiastic
and will bo in this city for several
days to further in all ways possible
this matter in which Astoria is so
vitally interested.
THISTLE AND VOLUNTEER.
Oub dispatches this morning say
that the second race between the
Thistle and Volunteer, which was to
have taken place yesterday, has been
postponed until to-day by reason of
bad weather.
One hundred million people have
awaited with interest the outcome of
this trial between America and Great
Britain. "Everything that money and
skill could do by both has been done.
"When the Qenesta came across with
a sprig of heather at her masthead
in the summer of '85, the Puritan
was built at an expense of forty-five
thousand dollars, and- sent the En
glish visitor back with the heather
dried and withered, the America cup
remaining here. Last year came the
Galalea, meeting another defeat, the
Mayfloiver upholding American su
premacy. And now the Thistle, built
on American plans, after a special visit
to this country by her designer.
She is American in hull, rig, and
everything except name and place of
building.
This time it was with apprehen
sion of defeat that the patriotio owner
and designer of the Puritan and
Mayflower cast about to devise some
craft to beat the vaunted Thistle.
The result of his effort was the new
steel sloop Volunteer.
As a matter of interest we append

A STREET RAILWAY.
Since the fiasco regarding the pro
posed street railway in 18S4 tha mat
ter has slumbered. The franchise
granted to Hennessy has, of course,
long since lapsed, and, the action of
that adventurer, has, naturally, made
many suspicious of any kindred prop
ositions. He was a stranger with no capital,
but colossal cheek. The chief mover
in the present scheme is a Portland
capitalist, who appears to be finan
cially responsible, understands what
he is doing, realizes the business re
quirements of the situation and stands
ready to put his money into the pro
ject and push it to completion if the
city council grant him the franchise.
He asks no subsidy, takes the chances
and thinks he sees a profitable invest
ment for some idle thousands.
It is conceded on all sides that a
street railroad would be a good thing.
If we can't put up the money and
build it ourselves, it seems to us the
next best thing is to let somebody
else do ii
Mr. Brown says that it is not his
desire to ask for the franchise to try
to hold it or speculate with it, but
that it is his bona fide intention if he
is allowed the privilege to go ahead
and build the road.
So that it amounts to this if the
city council want to have a street
railroad in Astoria they will grant the
franchise, with proper provisions and
restrictiens: if they don't, they will
refuse to grant it

North of Texas and west of the
Indian territory lies a strip of land,
200 miles long and fifty wide, which
is sometimes designated on the maps
as "public lands," and again as "no
man's land." It belongs to no state
or territory, has never been surveyed
and is not open to entry. It cannot
be sold or pre-empted and is a conn
try without laws. Several thousand
people reside on this land who ex
pect, by occupation and use, to have
preferred rights when the tract is
finally opened to settlement They
have a sort of unwritten, patriarchal
government, and appear to be getting
along about as well as people do else
where. This anomalous state of
things exists and continues by reason
of the non-action of congress. Tari
ous bills dealing with the case have
been introduced from time to lime,
but all have failed to pass. It is pro
posed by some to give it a territorial
government, by others to attach it to
a contiguous state or territory. In
the meantime it is a land without laws
or government
Colebedge's illustration of experi
ence is that "like the stem lights of a
vessel, it illuminates only the track
that it has passed." This has proved
extremely apt in wheat deals. The
recent experience in San Francisco
illumines another short track, but it
is idle to suppose that it will shed
any warning upon future transactions
of that nature.

Painting the Town Red.
At tbis late date another origin for
the expression, "painting it red," is
given. Back in the '60s, racing was
one of the exciting features of Mis
sissippi river travel, and when an op
portunity offered for a trial of speed
all bands were breatbless witb excite
ment. Tbe first command from the
captain would be: ''Paint ber red,
boysP wbicb was tbe river slang for
filling tbe fire-box witb resin in order
to create a quick, bot fire, at wbicb
time tbe fire-boxes would bo tbrown
open. Then if tbe nigbt were dark,
tbe effect would be simply grand. As
far ahead as tbe eye could see,' the
river would be a deep red from the
reflection, forming a most beautiful
picture, wbicb once seen could never
be forgotten. It was at tbat time
tbat tbe expression "paint tbe town
fed" originated, as the old steamboat,
men intended to convey tho idea by
its use that they would have a beau
tiful time on arrival at their destina
tion. w
