The Albany Herald wants a law to punish the hunter who shoots a man by mistake for a bear. - Gen. Sheridan says the people who are nominating him for president are fair game for the fool-killer. I m The loss of the steamer Romeo near Yillequier, on the Seine, is attributed to a wave caused by the meeting of the waters of the Seine and the in coming ocean tide. It is called a "mascaret," and a vessel caught by it is almost helpless. m Tsebe are now in New England 191,000 people who can neither read nor write; in the state of Pennsyl vania, 322,000 and in the state of New York 241,000, while in the Unit ed States there are nearly 6,000,000 who can neither read nor write. W. L. Scott, the Pennsylvania mil lionaire congressman, who demands that the tariff shall be removed from "necessaries of life," is at the head of the coal ring which has just added 50 cents a ton to the price of every pound of hard coal consumed in his part of the country. The locomotive builders are barely able to keep up with the rush. Near ly all works have orders for engines to weigh from forty to sixty tons. Southern roads are extensive purchas ers. New England roads are buying engines of special construction with a view to speed. Statistics show that the consump tion of sugar in the last fifty years has gone up from about fifteen to seventy pounds per head; of tea, from one and one-quarter to four and three-quarters pounds per head; of tobacco, from .80 to 1.40 pounds per head, and so on. Even the nationality of Shakes peare does not appear to be safe in these days of fantastic speculation. A Frenchman is said to bo writing a book which will show that the Bard of Avon was of French descent, and his name was originally Jaques Pierre, or, in plain English, John Peter. The surplus in the U. S. treasury is worrying bankers, bondholders and brokers. There is one legitimate and most excellent method of re ducing it, says the Courier. Let the next congress pass a river and harbor bill appropriating $100,000,000 for use in such improvements. No other way of reducing the surplus would please the people as welL The secretary of the navy has in formed admiral Luce that in making publio his queries and answers he was going outside the line of his duties, and prejudicing the case of the gov ernment To this the admiral replied that it was unintentional, and ex pressed a willingness to withdraw his resignation if the secretary so desired. The secretary so expressed himself and commended the admiral's hand ling of the squadron. This will, it is supposed, end the disagreement Gen. Stbelbitski, who was select ed by the international statistical con gress held at the Hague to prepare a report upon the area and number of inhabitants in the different countries of Europe, has completed his labors, the gist of them being that the total area of Europe is 6,233,000 square miles, of which 3,423,185 square miles belong to Russia, 391,000 to Austria Hungary, 338,000 to Germany, 333,435 to France, 312,810 to Spain, 281,615 to Sweden, 203,375 to Norway, 196,615 to Great Britain and Ireland, 180,310 to Italy, 163,350 to Turkey in Europe and Bosnia, 8S,810 to Denmark, 82,125 to Roumania, 55,690 to Portugal, 40, 435 to Greece, 30,375 to Servia, 25,875 to Switzerland, 20,625 to Holland, and 18,430 to Belgium. The Russian em pire in Europe alone covers more than half of the whole continent, em bracing the kingdom of Poland, the grand duchy of Finland and part of the Caucasus. Russia also stands far in advance of all other nations in respect to her population, which is given by Gen. Strelbitski at 93,000,000, the countries which come next being the German empire) 47,200,000), Austria-Hungary (39,900,000), France (38,300,000), Great Britain and Ireland (37,200,000), Italy (30,000,000), Spain, (16,900,000)', Switzerland (7,900,000); Belgium (8, 850,000), Roumania (5,400,000), Turkey in Europe (4,900,000), Sweden (4,700 000), Holland and Portugal (4,400,000 each), Denmark (2,190,000). The density of the population is very dif ferent, for while Belgium has 201 in habitants to the square kilometer (five-eighths of a mile), Holland 133, Great Britain and Ireland 119, Italy 105, the German empire 86, Switzer- land 71, and Austria-Hungary 59, Spain has only 35, Turkey 27, Russia 17, Denmark 15, and Norway G. But the population of Russia is increasing at the rate of 1,250,000 a year, and in half a century it will, at this rate, ex ceed 150,000,000.' THE CHEROKEE NATION. Socially, politically and historically tho Cfaerokoes are an interesting study. Tho Cherokee Nation is a political anomaly. Situated almost in the center of this country, neither a State nor a Territory, and claiming almost absolute sovereignty, immunities that no other people in this country are heir to, and privileges foreign to our form of government, the Cherokees may be said to be in many respects a favored people. The Cherokees know a good thing when they see it, and having a good thing in their present condition, they aim to hold on to it. The Cherokees enjoy local self-government, which is maintained without public taxation. The rights of person and property are protected, yet the protection costs the protected nothing. What other people in tho United States are blessed to this ex tent? The Cherokees have schools, sem inaries, asylums and a penitentiary, yet their maintenance does not cost the citizens a cent. And yet there is very little difference between the so-called Cherokees and the people of tho neigh boring States and Territories. One might imagine before visiting the Chero kee Nation that the Cherokees were red Indians. Such, however, is not the case. The modern Cherokees are mostly white men, natives of the different States and of European countries. There are few full-blooded Cherokees left. You would have to search tho nation to find one. It is alleged that there are a few full blooded settlements on tho Grand and Canadian rivers, but people familiar with every nook and corner in tho nation in form mo that those who are called full bloods are really not more than half breeds. The population of the Cherokee Nation is about 21,000. The nation com prises 11,000,000 acres of some of the finest land in tho world. Of this 5,000,000 are "occupied;" 0,000,000 aro leased to cattle syndicates. The Cherokeo country is rich in mineral resources. Some of the finest coal beds in tho country are now in process of development. It is well wooded, weil watered, and is eqnall applicable to cattle raising or n3-icnlture. Tho land is held in common. Any Cherokeo citizen can cultivate as much land as he feels like, provided he does not infringe on the claim of his neigh bor. Ho can fence in any amount of nnocoupied domain ho desires to culti vate, but must leavo a space of a quarter of a mile between his fenco and that of the next plantation. This vacant space is used as common for grazing and road purposes. It is nothing uncommon to hnda500-acre plantation, luxuriant with com, wheat, rye, vegetables, orchards and all other products of the farm. The land is well cultivated, tho most im proved machinery is in common use, the fences aro substantial and compact, and prosperity is everywhere apparent. Corr. St. Louis Republican. Terribly Bnrneil. Lincoln, Neb., Sept. 23. A work ing man named Smith was terribly mutilated here in a remarkable man ner last evening on O street, at tho corner of Ninth. Hanging from a tel egraph pole, and lying along tho ground for a distance, was a broken telephone wire, which had in some manner become crossed or in connec tion with one of tho electric-light wires. As Smith was passing along tho street he saw the wire burning, and attracted by the strange appear ance, and not realizing what it was. took hold of it to examine it. The shock he received was terrific, and his shrieks brought hundreds to tho street. He could not loosen his hold upon the wire and it burned his hands to the bone. In his writhmgs and contortions the charged wire came in contact with his head, burn ing out one of his eyes and laying tho side of his face open. Where ever it struck his body it cut like a knife. A bystander, realizing the peril of tbe man, ran to him and grabbed him to pull him from the wire, but by the shock he received when he come in contact with tho body of the man, ho was knocked ten feet into tho street and utterly prostrated, so that it was feared he was killed. By this time the electricity had either burned tbe man Smith loose from the wire or he had succeeded in his struggles in breaking away. He was picked up and carried into an adjoin ing restaurant and a half dozen phy sicians summoned. Tho man pre sented a horrible appearance, and despite the physicians' efforts to put him undor the influence of morphine, he shrieked and writhed in the agony he suffered until taken to tho hos pital.
