Several South American coun tries are pointing interrogation marks at the United States. They want to know whether the Monroe doctrine is out of date. "Within the next few years United States diplomats will have their hands full, either in pushing back the ag gressions of European powers", or in arbitrating disputes which South American countries feel sure will have to be settled. Venezuela is on the eve of a war of defense against English greed of territory. Chili is looking askance at the ef fort of Peru to rehabilitate itself by aid of English and American capitalists, and Argentine Repub lic, fearful of the growing German and Italian colonization, wants to offset them by means of emigra tion from this country. It has also had a boundary dispute with Bra zil, which president Cleveland may be asked to settle. "Venezuelans are most urgent in spurring the United States on to an understanding of their wants. The president of Venezuela, Guz man Blanco, is how in .England, making a final effort for justice to his country, but there-is little hope that he will get it. "While com plaining bitterly of England's course, tho Venezuelans have finally announced their ingness to submit the controversy to arbitration. will whole This has so far been refused, and the European grabber proposes to keep by force of arms what it has unlawfully seized. The little South American country is plucky and will fight for its rights, but the contest would be a very un equal one. Naval officers just back from South American waters repent that the United States is likely to be called on to defend its policy.
