The announcement recently made, says yesterday's JTeics, that Mayor John Gates is to retire from the position of chief engineer of the O. R. & N. Co., on October 1st. caused considerable comment among his large circle of friends. Mayor Gates -first entered the ser vice of the company, or rather the O. S. N. company, in January, 1860, but did not assume the duties of the office he now holds until 1864. If nothing of a disas trous nature 'transpires between now and the date of his retirement he will be able to claim that dur ing his twenty-seven years con nection not a life nor even a pound of freight has been lost by an explosion of any sort whatever, on any of the boats under his charge. Very few can produce such a .record. To his untiring efforts in a great measure is due the advanced state of steamboat building in the northwest. In early days the cabin on sternwheel boats was bulkheaded close in the stern to keep the wheel from drenching the passengers. Mr. Gates built the first house over the stern wheel on a steamboat on the Pacific Coast, and probably in the United States, thus giving a promenade around the upper deck and obviating the 'fear of wetting. In use on the various steamers are many of his patents, such as oilers, spark catchers, steering gears, boilers, etc. Mr.. Gates, period of boat build ing activity began in 1S70, and be tween that year and 1878 about all the boats now in thn O. R. & N. fleet were built, and many more planned that were never launched. The principal ones built were the follewing: Orient, Occident, Al mota, Wide West,, JR. It. Thomp son, S. G-. JReed, Daisy Ainsicorth, Autocrat, ITassalo, D. S. Baker, Annie Faxon, Wlatchie, Oneon ta, Washington, Harvest Queen. uHbufitain Queen, JEtnma Hav- icard, Henry Villard, John 'Gates, Spolca7ie, JBonita and Wel come, beveral years ago contracts were awarded for the construction of a boat to be 225 feet, long, but the matter was dropped, and Hon eyman & Co., who were making the necessary machinery, receivf 1 1,500 to surrender the 30b. Perhaps the chief engineer's greatest efforts were centered in the proposed side-wheel steamer City of Portland. It was to have a hull of steel. He length would have been 258 feet on deck, or 250 feet at the load line, beam 3G feet, and depth of hold 10 feet. The cost would have been S250, 000. The City of Portland was designed to run to the seaside in summer and to the Lower Cas cades, in the wheat carrying trade, in winter. She was once ordered built, but before operations com menced the first light of a railroad boom dawned, and the City of Portland was never anything more than a plan. "Since 187S no new boats have been built and the last two or three years have been particularly dull. Mr. Gates rarely found any thing to engage his attention but emergencies, such as slight dam ages to machinery. Seeing no prospect of immediate active woik ne took occasion to resign. Mr. Gates has already been en gaged to make a'model and draw the plans for a boat to run above Rock Island on the upper Colum bia river, "Washington, territory. Tacoma parties are backing the enterprise. Their object is to se cure the trade of the Salmon river mines. The plan is toship goods from Tacoma to Eilensburg-by rail, thence by wagon road, to be constructed, to the janding on the river bank and thence by boats to the mines. Last year the peo ple of the Big Bend country peti tioned the O. R. & N. company for a steamer on this same route and manager Prescott and super intendent Rowe, accompanied by mayor Grates investigated, and the former two reported that the scheme would be unprofitable. Since then the wonderful wealth of the Salmon river mines has be come apparent, and business is there now that did not exist be fore. Mr. Gates said yesterday that his relations with the company hare'illways'ljeen'ofthe happiest character, and that he does not care to speak of its affairs. Ev eryone knows4that the O. R. & N. boats are old, being pretty much in the position of worn out race horses, and ar$ in no condition to compete with $uch a fleet, modern built boat as the Telephone. Vice president Potter's rail educa tion may be sufficient for all needs, but it is sadly Beficient regarding steamboats, 'the steamer S. G. The total vote was 754,193. The fright partv voted 406,494:, and Villard for his party 347,690. Mr. Millard's position is a financial one. There will be no change of the Northern 'Pacific policy at Puget sound. It is ex pected the Northern Pacifin will ioin the Union Pacific in a four per cent, lease of the O. R. & N. A report was circulated on'the street to-day to the effect that a loan of. from $8,000,000 to 10,000,000 is about to be made bv third mortgage upon the prop erty of the Nothern Pacific Rail way company, the loan to be for forty years, at 5 per cent. Mr. Villard, it was said, would place the loan in Germay at 95 per cent. Direct confirmation or denial could not be obtained. The of ficials cl the Northern Pacific railway' are preparing a call for a meeting of the preferred stock holders to consider a proposition to relieve the management from a restriction against issuing new bonds, which is one of the provis ions of the plan under which the road was reorganized.
