With regard to statements published to day alleging that secretary Bayard had telegraphed "his officers" in Alaska to release the- seized seal ers, and that the order had not been executed because an Alaska official was not sure of the au thenticity of the order, secretary Bayard said to-night that the dis patch showed its incorrectness on its face. Alaska is part of the United States, and consequently the state deparment has no officers whatever there as it has in foreign countries. All its knowledge of Alaska affairs come through other departments of the government. The secretary of state would give no orde to an Alaskan official, nor receive information from one, ex cept through the head of another department. With reference to that part of the dispatch and other dispatches which allege that the 'release of the seized scalers had been or dered, the secretary made the fol lowing explicit denial of any kuowledge of any such erder: "There has been to my knowledge no order issued by- the president for the release of any of the vessels were seized, simply because we have no knowledge of the circum stances under which the vessels were seized, and we only know that they are in the hands of the court, and therefore will be dealt with according to law. Thero were three cases last year in which the president saw fit to order the release of three vessels seized in August, 1886, but those are the on ly cases I know of in which vessels were ordered released, That oc curred lastyear, and the facts were made public at the time." The secretary was somewhat annoyed at tl'e criticisms which have been made upon his course .withregard lo tho fisheries ques tion, and particularly with refer ence to the commission for settle ment. He said he had made a proposal to Great Britain for a settlement, and that the proposal had been made public some lime ago. He could not hasten the publication of the correspondence which had since takon place. It would all be laid before congress in due time and be made public, and would show that his eftoit ha o been to obtain an honora!V and fair settlement of the ques tion. What the "News" Hears. Yesterday afternoon a Ar?i re porter met one of Astoria's promi nent citizens and asked him con cerning the railroad subsidy now being raised in that ty. "There has now been raised in the neigh borhood of $80,000, and there is not the least doubt that the re maining $70,000 will be sub scribed. The Southern Pacific railrond has revived the old Vil lard plan of building into our town from Forest Grove, and agrees to construct the branch in consideration of the above subsi dy. The road is to be built so that we will have connection with the outside world by January 1, 18S9.'r JSTews, 19. A law passed by the last con gress requires every marriage cer emony performed in any of the territories to be certified by the minister or officer performing it, giving the full names of the par ties, and this certificate must be signed by the parties married and by the minister or officer perform ing the ceremony, and then filed for record in the probate court. Punishment for violation may be 1,000 or imprisonment for two years. After a sea diet, to prevent boils and assist acclimation, use Ayer's Sarsaparilla. A suit of D. P. Thompson vs. the Pacific Mutual Life Insurance Co., involving the ownership of 7,000 acres of land on Gray's har bor, valued at $80,000, was de cided on Thursday last at Cheha lis, W. Ladd's mill property in Clackamas county is, according to the Courier, worth $200,000, and is only assessed at 3,700. South American Savages. San Fkancisco, Sept. IS. The Panama steamer Acapulco, arriv ing to-day, brings news that in Bolivia the Indian rising is in creasing and assuming alarming proportions, rnree more Trmes have joined. If the government does not soon send help all the towns on the Beni will be reduced to ashes. On the 24th of June there was a riot in La Paz, owing to the municipality having ordered that cattle should oe Kiiiea in a new slaughter house and the meat car ried thence for sale in the market place. Thirteen of the butchers who had killed as formerly were compelled to convey their meat to market and to sell it there. The other butchers were then at once joined by some three thousand In dians, who sacked the market place, smashed all the counters and benches, and then set fire to it in several different places. 1 hey then went to the prison, smashed in the doors and windows, and liberated several of their number who had been arrested. From Viacha, which is in close vicinity of La Paz, the following letter was subsequently written: "Since the inspection of lands the excitement amongst the In dians has increased. Numerous murders are committed daily, and in some of them the most horrible ferocity is evinced. A few days ago a man named Chacolla and his son were murdered by Indians belong ing to the village. After being tortured they were quartered and the pieces thrown into a blazing fire, where the' roasted. A little prior to this the manager of Cau saya was quartered by laborers. Other crimes of a yet more horri ble nature have been committed, and people have been murdered whose flesh has afterwards been devoured by the. murderers." They Grow Oorn in Georgia. Daltoiiy Georgia, Citizen. There has been considerable written of late, says ihe Orcqo- nian, concerning the oldest Ore gon pioneer, many people taking an interest in having the matter settled. They don't appear to take so much interest m their old est pioneers in California, judging by the following from the San Jose Mercury: "Harry Bee, a pioneer of 1830, and the oldest living white settler in the state of California, was in town yesterday. He had heard of the boom, and came in from the almshouse to see what it looked like." Coos Bay Mail: The run of salmon is steadily increasing, and the canneries on the bay expect to put up a large pack this season. There is only a light run on the Coquille.
