A plan by which California will gain a very large population is said to be under consideration by the di rectors of the Southern Pacific company. It is nothing more nor less than making a bed-rock rate from Chicago to this city, to in duce immigration. The Chronicle to day contains an outline of the plans, so far as perfected. It is said that senator Stanford believes that he can secure the co-operation of other lines in an arrange ment by which each will accept its proportion of as low a rate as $15 between Chicago, and this city. The present rate of fare is 47.50, so that the reduction would be about sixty per cent. Between Ogden and this city the Southern Pacific company will haul immigrants free, and it is likely that the Union Pacific will be prevailed upon to make a nominal rate, so that from the Missouri river the total expense of passage woujd be about $5, not including meals. The giving of a virtual free table as well as rail- way fare has been considered, and may 3'et be adopted. The senator's plan has not been fully elaborated, and must be tak en in filling in the details, now that a rough sketch has been drawn. If adopted, as it is very likely to be, the scheme will be based on these conditions, which must rule the traffic under consid censid consid erateon: First, the free-fare privilege will be exclusivel' for immigiants and their families. Second, it must be shown to the satisfaction of the railroad compa ny's agent that the traveler's stay in California is not to be transient; otherwise full fare must be paid. Third, the passenger must contract with the company not to transfer his ticket to others. Fourth, he must give some proof of his inten tion to take up permanent resi dence on this coast. The statement is made that sen ator Stanford feels that while in viting the criticism of that part of the traveling public which is to re ceive no benefit from the plan, no real injustice will be done. Those who are able to paT first class fare would not ride in third-class cars, even if they wore free, while a majority of thr so called "emigrants" ride in them merely because they can get a cheap rate, and they are not privi leged to complain at free travel, under the conditions of which it is to be granted. At least so the railroad people hold, and it would appear that they are not far from right. In speaking of the subject to a friend recentlv, Mr. Stanford said: "I had rather that 10,000 people come to this state at a $15 rate of fare than that 5,000 com at $00." American Party. New York, Sept. 13. Last night New York and Brooklyn representatives of American or ganizations completed arrange ments for the national convention of the American party at Philadel phia whioh opens on Friday. Neatly 100 were present. The meeting was secret, because of threats that the delegation will ask the withdrawal of the prohibition, polygamy and internal develop mant planks of the platform. Tucson, Sept. 13. The El Carmen mine, in Arizpe district, Sonora, has been sold to Baron Rothschild,of London,for $162,000. TESTIMONIAL FROM ASSEMBLY MAN EDWARD A. DARBAGH. State op New York, Assembly) Chamber, Albany, April 16, 1884. J Some years ago I was thrown from a wagon and fractured two of my ribs. Open re bellion is evervwhere talked of against the arbitrary conduct of the Dominion government in ap plying for injunctions to stop the building of the railway, and trie Red river DeoDle are preparing to organize, in order to be ready in case of emergency, it is now Ipnmnrl nn excellent authority that Sir John Macdonald has written to several conservatives, threatening to execute vengeance on the. peo ple of the province if they do not submit. He is denounced on all hands, and will be burned in effigy at a proposed demonstration short ly to be held. All the newspapers in the province, conservative as well as reform, denounce the Do minion government, and call upon the people to stand firm and de fend their rights, with their blood, if necessary. It is believed by all that a serious crisis has been reached, but the action of the gov ernment seemed to unite the peo ple in a determination to fight to the bitter end for their rights. Killed by a Locomotive. At 5 o'clock yesterday forenoon, says the JVews of the 14th, a farm er named J. L. Benham was cross ing the Northern Pacific track at Columbia crossing with his team. Just as the horses got across the track freight train No. 2 came tearing along the track northward bound. The cowcatcher struck the front wheel of the vehicle, smashing it to pieces and killing one o'f t,he horses. Benham was struck, just how no one knows, and fell on the cowcatcher and was carried 240 yards before the train was stopped. "When this was done Benham was found dead, and this must have resulted instantaneously, judging by the way the body was mangled. The train proceeded on its way, but the conductor, engineer and fire men have been summoned by tel egraph to appear at the inquest to-day. The acting coroner, A. H. Blakesly, commenced the in quest yesterday, but had to ad journ over until to-day, owing to the absence of the conductor, en gineer and brakeman of the train. Dunham lived on a farm twelve miles from St. Helens. A Eailroad Accident. Denver, Sept. 13. A construc tion train on the Aspen extension of the Midland road, consisting of an engine, two cars of railroad iron and 287 tracklayers, was de railed near Lake Ivanhon early this morning. The cars turned completely over, burying the men under the iron, killing four and seriously injuring sixty-one. The engineer and fireman escaped un hurt. Dublin, Sept. 13. The Free marts Journal savs: The cell in which editor O'Brien is confined, at Cork, is but nine feet long and four feet wide, barely lighted, and but little better than a blackhole. To arm the state militia prop- eny, a,ou Dreecn loaaing guns and two Gattling guns are needed. According to the estimate fur nished by the war department to aojuiant-generai anotner, these will cost $24,000. Twelve hun dred of the guns will be of the latest improved Springfield pat tern, sixty will be of smaller pat tern to arm the high school oa dets with, while the Gattling guns will be of the cheaper pattern with wooden carriages. At this rate it costs Uncle Samuel some thing to arm the militia of the different stales. Adjutant-general Shofner is confident that the war department will furnish Ore gon the above mentioned arms af ter the regulation routine of red .tape has been gone through with.
