A Winni peg special of yesterday to the Times says: Tremendous excite ment was ocoaisoned to-day over the filing of a bill for an injunction against the Red River Valley rail road by the federal government, through minister of justice Thomp son, who signed the necessary pa pers here when passing home to Ottawa yesterday from a visit to British Columbia. This is looked upon as the last straw to break the back of the camel, and must lead to serious trouble. People here are very indignant, and indignation meetings are threatened. The local authorities, while apprehensive of the serious turn affairs have taken, will not relent one iota, and the construc tion of the road will proceed. In terest is added to the scene by the fact that the local government has tided over its financial pressure, and $100,000 due Rian & Hanney, contractors, was met to-day, and 200,000 was paid in Montreal to release rails there consigned to a bank. The iron is now under way and is expected to arrive in a few days. The formal fight will be continued in the courts, simply to delay proceedings, so that the road may be completed and ready for operating. To Hasten the Work. The Dalles Times-Mountaineer, in an article entitled "Time for Action," says: Our better salvation is the com pletion of the locks at the Cas cades, so that the river will be free to all boats. As the government engineer in charge has been ex tremely dilatory in the prosecu tion of the work, and very little has been done for ten years past, the more advisable plan is at the next session -of congress for a bill to be introduced giving the work to the state of Oregon. A nominal tax would finish the locks, and .we believe there would be no complaint by the people qf this state? By liber al appropriations Jay- our legisla-" ture, it is the opinion of many that the obstructions at the Cascades wquld be overcome in two years. "We have little doubt of the pass age of the bill, and no one need have any fear that Gov. Pennoyer would execise his veto privilege, or would fail to see that the ap propriation was properly expend ed. This should be the politics of eastern Oregon at the next state election. Seduction in Preight Eate3. Sax Francisco, Sept. 11. Freight rates for short hauls on the Oregon and California railroad are to" be reduced as follews: "From five miles and not exceed ing ten miles on carload lots, four cents per 100 pounds, or $8 a car; over ten miles and not exceeding twenty miles, six cents per 100 pounds, or $12 per carload." This is in accordance with the recom mendation of the Oregon state railway commission. Articles incorporating the Shoalwatcr Bay Steamboat com pany were filed Saturday at Oys terville, W. T. Capital", S20,000. It is the intention of the company to build a $10,000 steamboat. A woman in Brooklyn managed to secure $4,000 by mortgaging to twenty-six different persons her $400 worth of furniture, and squandered the money at the races. She also finds them effective in neuralgia and rheu matism. Edwasd A. Daubach. The Ificaraguan Oanal. New York, Sept. 11. Com mander A. C. Taylor, of the United States navy, who is a mem ber of the company interested in the construction of the Nicaraguan canal, says of the condition of the company and -werk: "On the re turn of Menocal from Nicaragua last May a construction company was formed. Just what its capi tal will be is uncertain as yet, but probably about $12, 000,000. A "meeting of this construction company will be held on or about the 21st of this month; but in the meantime preparations for preliminary work are going on, the association having sufficient money on hand for that purpose. Actual work will be commenced about the first of February next. Ten surveying parties, fully of ficered and equipped, will leave New York November 1, ready for work. They will have, besides the ordinary outfit oftools, instru ments and supplies for such work, several steel canoes to facilitate their progress through lagoons and creeks that beset their path in the eastern part of the line, and the lakes and rivers they must trav erse the rest of the way." He predicts that the canal will he completed in 1892. The site of the printing house of William Lloyd Garrison, in Bennington Center, VtM will be marked in a few davs bv the Ben nington Historical Society, with this inscriptien: "On this spot William Lloyd Garrison edited the Journal of the Times, Octo ber 3, 182S March 27, 1829. Hither came Benjamin Lundy to enlist him m the cause of the slave. Garrison departed hence to lift up in Baltimore the banner of immediate emancipation." The late marshal Pclissier once struck his aid-de-camp in one of those fits of uncontrollable rage for which be wasnotfJrious. The officer took out his pistol, pointed it at Pellissier and pressed the trigger. It did not go off. "A fortnight's arrest," calmly said Pellissier. 'That will teach you not to keep your arms in such bad order." At Sehome,. W. T., September 10, 1887, of paralysis, Thomas Carter died, in the 84th year of his age. He was ope of the first mer chants of Portland, and one of the proprietors of the town. Of late years he has been engaged in busi ness with his gradson, Clarence "W. Carter, at Puget sound. He was a pioneer of 1847. For scrofulous disorders, and mercurial diseases, the best reme dy is Ayer's Sarsaparilla.
