The letter containing the invita tion to Gladstone to attend the centenary celebration of the adop tion of the American constitution at Philadelphia was dated June 24. Gladstone was invited as a guest of the committee, and he was informed by tne gentleman who conveyed to him the invita tion that it was the only one sent to any person not an American cit izen or an accredited diplomat, the exception in his case being in- j tended as an expression or recog nition of historical ties which bound Great Britain and America before the Declaration of Inde pendence. He was also assured that be would be allowed to make whatever arrangements he pleased and would be entertained in America as no man has been since the visit of Gen. Lafayette. Gladstone on July 20 made re ply to the letter and assured the committee of the great honor he felt in receiving an invitation to the celebration of the centenary of the American constitution. His letter centinued: "The attractions of the invita tion are enhanced to me by the circumstance that I have always regarded that sonstitution as the most remarkable work known to modern times to have been pro duced by human intellect at a single stroke, so to speak, in its application to political affairs. The invitation is accompanied by every accessory that even American hospitality could devise. Had ? real option in the case 1 couid not but accept, but the limitation to my strength and time, and the incessant pressure of engagements make me know well that I have none to spare. So far as I can see, the whole small residue of activity at my command 'will be dedicated to nt great work at home. I regard the Irish question as the fnostr ur gent and the most fulr of prom ise of beneficial results to my country of any that I "have ever been engaged in. I ought, per haps, to add that, vfewing jealous ies, prevalent in England, it is doubtful whether they might not be stimulated were I to accept the distinction yoq, offer me, which is not less signal than undeserve.l. The first of these reasons, how ever, compels me to decline the most flattering proposal I have ever received. I shall watch with profound interest the pro ceedings of your celebration, when you will look back upon a cen tury of national advancement that is without a parallel in his tory, and look forward to its prob able continuance upon a still larger scale. That you and your children may be enabled by the help of the Almighty worthily to meet the accumulation of high duties and responsibilities, appor tioned to ever growing power, will be, I am confident, the pray er of your kinsmen here, who hope, nay, believe, that moral re lations between the several por tions of our race are widely des tined to acquire increasing har mony and closeness. The Com mercial JSuUetin today says: "Construction on the Chicago & Northwestern railroad may be said to bare come to a decided standstill. President Albert Keep was recently in New York and had a conference with vice-president M. L. Sykes, at which it was de cided that the best plan for the Northwestern to adopt is to re tard, at least for the present, such active construction work as has been carried on during the -past year. The examination took most of Friday and until baturaay noon, and the 'court conciuamg that there was aot sulhcient evi dence before it, caused the prison ers to be discharged. Geo. J. Moody prosecuted the case for the territory, and R. Kanaga defend ed Prescott and Smith. It is now thought that the real culprit be longs to Astoria and that he im mediately left the count'. Capt. Al. Stream, who is at the head of the new Steamboat com pany, is about ready to file articles of incorporation. I The object is to raise $20,000 vith stock vaj .upd at 250 a saare and a limit of one share to each snbscriber. It is calculated thajt the boat will cobt not to exceed $10,000. Capt. The fees of jurors, witnesses, sheriff and clerk will amount to fully $700. "Much dis appointment was felt at the non arrival of the judge. Since writ ing the above a letter has been received from judge Allyne, dated at Astoria Sept. o, announcing that he had been delayed three days by washouts, hence his late appearance. W. R. Marion is shipping 200 sacks of oysters every live days to San Francisco. He states that the demand exceeds the supply and that he could hip 30,000 sacks this year if they were to be had. The price paid is SO cents a basket, sacks furnished. Geo. W. Brown, of Bay Center, is also shipping about 25 sacks every steameT to San Franciseo.
